E1 Segundo, Cbl.
March 14th, 1930.
A regular meeting of the City Council of the City of E1 Segundo, California,
was called to order at 7:00 o'clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by George Love, Mayor.
ROLL CALL.
Councilmen Present: Krimmel, Selby and Love.
Councilmen Absent: Binder and Gerow.
READING OF MINUTES OF PREVIOUS 14EETING.
The minutes of the regular meeting held on the 7th day of March,
1930, were read without error or omission appearing, and it was moved by
Councilman Krimmel, seconded by Councilman Selby, that the minutes be
approved as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
S. V. CORTELYOU, District Engineer, Divison of Highways of the State
of California, dated March 6th, advising of the progress being made in the
matter of the improvement of Sepulveda Boulevard by the cities of Manhattan
Beach and Hermosa Beach, and inquiring the approximate date when proceedings
in E1 Segundo will be carried out to the point of advertising the Cork for
contract. The letter was ordered filed without comment.
THE IMPERIAL HIGHWAY ASSOCIATION, dated March 12th, 1930, requesting
the cooperation of the Governing Body of this City in changing the name of
114th Street to Imperial Highway. Following discussion and consideration
of the matter, by general consent the Clerk was instructed to advise said
Association that if and when the Governing Bodies of other jurisdictions
through which the highway passes, takes the action required to comply with
this Association's request, the Council of the City of El Segundo will do
likewise.
W. T. CLEVERDON CO., San Francisco, soliciting consideration in the
matter of motor vehicle liability insurance now practically essential to
municipalities by reason of the adoption of legislation making municipalities
liable in damages by reason of the careless or negligent operation of motor
vehicles by officers or employees of municipalities. Ordered filed.

ORAL COMMUNICATIONS.
REPORTS OF STANDING COMMITTEES.
REPORTS OF OFFICERS & SPECIAL COMMITTEES.
The City Clerk submitted for acceptance of the Council certain deeds of
E1 Segundo High School District and El Segundo School District, conveying
certain property described in said deeds to the City of El Segundo, the
purchase of which real property was authorized by previous action of this
Council. Upon examination, the City Attorney recommended the acceptance
of the said deeds, subject to their approval as to form by Los Angeles
County Council and by the Title Company, which will be required to write the
Title Guarantee certificate, following which it was moved by Councilman
Krimmel, seconded by Councilman Selby, that the following resolution be
adopted:
RESOLVED, that that certain deed of El Segundo High
School District, dated the 14th day-of March, 1930, conveying
to the City of E1 Segundo Lots 5 and 6 in Block 85 of E1
Segundo Sheet No. 3 in the City of El Segundo, County of Los
Angeles, State of California, as per map recorded in Book 20,
Pages 22 and 23 of Maps, in the office of the County Recorder
of said County, together with the respective
vacated portions of public alleys, lying within
said Block 85, and which adjoin each of said
respective lots hereinabove described; also that
certain deed of El Segundo School District, dated
the 14th day of March, 1930, conveying to the
City of E1 Segundo Lots 1 to 4 inclusive, and Lots
7 to 18 inclusive, all in Block 85 of El Segundo
Sheet No. 3, in the City of El Segundo, County of
Los Angeles, State of California, as per map recorded
in Book 20, Pages 22 and 23 of Maps, in the office
of the County Recorder of said County, together with
the respective vacated portions of public alleys
lying within the said block and which adjoin each
of said respective lots hereinabove described;
all subject to conditions, restrictions, reservations,
etc., and to taxes as per Assessments Nos. 599862,
813417, 831419 and 831421, on the tax roll of the
Tax Collector of Los Angeles County for the fiscal
year 1929 -1930, and subject also to certain special
assessments affecting each of the lots hereinabove
described, excepting Lots 6 and 9, and the land
conveyed thereby, be and the same are hereby accepted,
subject, however, to the approval of said instruments
as to form by the Los Angeles County Counsel, and by
Security Title Insurance and Guarantee Company; and
BE IT FURTHER RESOLVED, that subject to the approval
as to form as hereinbefore provided for, the City
Clerk of the City of El Segundo is hereby directed to
cause the said instruments to be filed for record in
the office of the County Recorder of Los Angeles
County, California.
Said resolution was adopted by the following vote:
Ayes: Councilmen Krimmel, Selby and Love.

Absent: Councilmen Binder and Gerow.
The City Attorney reported to the Council with respect to a decision
recently handed down by the Appelate Department of the Superior Court, in
the matter of a conviction had at the City of Southgate, California, for
the violation of its "dodger" ordinance. He explained that the decision
does not have such great bearing on the City of E1 Segundo's ordinance, by
reason of the fact that the El Segundo ordinance and the Southgate ordinance
differ materially. The Council, by general consent, decided to consider the
report of the Attorney before determining whether or not to make any
amendments to the E1 Segundo ordinance.
Fire Chief McConnell advised the Council that the storage battery on
the fire engine is three years old and losing its efficiency, and that a
new battery should be obtained and that he had gotten prices on several, the
most practical one in his opinion being a 17 Plate, C Type, Willard battery,
the cost of which is $21.45. Moved by Councilman Selby, seconded by
Councilman Krimmel, that the purchase of a 17 Plate, C Type, Willard battery,
at a cost not to exceed $21945, for use on the fire engine of the City of
E1 Segundo, be and the same is hereby authorized. Carried by the following
vote:
Ayes: Councilmen Krimmel, Selby and Love.

Absent: Councilmen Binder and Gerow.
City Engineer Hutchins reported that at a meeting of the E1 Segundo
Chamber of Commerce held on the 6th inst., it was decided that the Chamber
of Commerce recommend to the City Council of the City of E1 Segundo, that
the City of El Segundo act as host to the Association of City Clerks,
Auditors, Assessors and Treasurers of Southern California, at the bi- monthly
meeting of that Body, which will be held in May, 1930, and that he was
calling the matter to the attention of the Council in the place of the
President of the Chamber of Chamber, Mr. J. F* McCullough, who was delegated

so to do, but who was unable to attend this meeting. Following discussion,
in which it was felt that such meetings held in this municipality have
immeasurable advertising and promotion value, and that for this reason it
would be desirable to extend the invitation, as called to the attention
of this Council by the Chamber of Cd mnerce, it was moved by Councilman
Selby, seconded by Councilman Krimmel, that the City Clerk of the City of
E1 Segundo be and he is hereby authorized and directed to extend to the
City Clerks, Auditors, Assessors and Treasurers Association of Southern
California, on behalf of the City of E1 Segundo, an invitation to hold
its next bi- monthly meeting at the City of El Segundo and as guests of
said City. Carried by the following vote:

NEW BUSINESS.
Moved by Councilman Krimmel, seconded by Councilman Selby, that
the City Attorney be and he is hereby authorized and directed to employ
the law firm of OtMelveny, Tuller & Meyers of Los Angeles, as associate
and approving Counsel, to pass upon all proceedings which may be
required to be taken in the matter of the improvement of Sepulveda
Boulevard within the City of El Segundo, the compensation of such law
firm, so employed, to be at a rate not to exceed 1/2 of 1% of the
kzftm par value of such bonds as ffiay be authorised issued and may be
sold, pursuant to said proceedings. Carried by the following votes
Ayess Councilmen Krimmel, Selby and Love.

Absent: Councilmen Binder and Gerow.
Moved by Councilman Selby, seconded by Councilman Krimmel, that
the following resolution be adopted:
RESOLVED, that the City of E1 Segundo lease from
T. B. DeBerry, a police officer in its employ, that
certain automobile belonging to said T. B. DeBerry, to-
wit: a 19 6 cylinder, Hudson sedan, Motor No*
at the lease rental sum of $35.00 per month; and
BE IT FURTHER RESOLVED, that the Mayor of the City
of E1 Segundo is hereby authorized and directed to execute
such a lease on behalf of the City of E1 Segundo, as
prepared by the City Attorney of said City, and delivered
to the City Clerk this date, and the City Clerk is hereby
authorized and directed to attest the same and place same
on file in his office.

Moved by Councilman Krimmel, seconded by Councilman Selby, that in
accordance with the terms of that certain lease entered into this date,
between T. B. DeBerry and the City of E1 Segundo, fb r the leasing of that
certain automobile belonging to the said T. B. DeBerry, which said
automobile is to be used in the service of the Police Department of the
City of E1 Segundo, the said automobile be painted the distinctive color
provided by the California Vehicle Act, the total cost of such painting
not to exceed $75.00. Carried by the following vote:
Ayes: Councilmen Krimmel, Selby and Love.
Noes: None.
Absent: Councilmen Binder and Gerow.
Moved by Councilman Krimmel, seconded by Councilman Selby, that the
purchase and installation at the municipal warehouse site of the City of
E1 Segundo, of a galvanized iron tank for the storage of road oil, be
and the same is hereby authorized, at a total cost of not to exceed
$80.00. Carried by the following vote:
Ayes: Councilmen Krimmel, Selby and hove.
Noes: None.
Absent: Councilmen Binder and Gerow.
No further business appearing to be transacted at this session, it
was moved by Councilman Selby, seconded by Councilman Krimmel, that the
meeting adjourn until Tuesday, the 18th day of March, 1930, at the hour
of 11:40 o'clock A. M. Carried.
