A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by George Love,
Mayor.
ROLL CALL.
Councilmen Present: Krimmel, Selby and Love.
Councilmen Absent: Binder and Gerow.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 28th day of February,
1930, were read. No errors or omissions appearing, it was moved by
Councilman Selby, seconded by Councilman Krimmel, that the minutes be
approved as read. Carried.
WRIT"EN CORMUNICATIONS.
The following communications were read and disposed of as indicated:
R. F. GOUDEY, Chairman, Water Supply Committee, of the School of
Citizenship and Public Administration Short Course of the University of
Southern Califb rnio, dated February 27th, 1930, requesting the Council
to call to the attention of members of the municipal organisation, the
subject matter of the section on water supply and purification, an outline
of which was attached to said letter. By general consent, the Clerk
was instructed to notify the writer that the City of El Segundo is
interested in the subject referred to in his communication, and that the
matter will be investigated and considered further.
LEAGUE OF CALIFORNIA A:UNICIPALITIEES, dated February 24th, 1930,
recommending that certain forms of specifications and certain forms of
vehicle liability insurance, which were prepared by a Committee
of attorneys representing said League and copies of which forms were
forwarded with the communication before mentioned, be used by the City
in connection with such vehicle liability insurance as the City may desire
to procure, or procure, pursuant to that certain statute passed by the
1929 Legislature, which makes all cities liable in damages for death or
injuries resulting from the negligent operation of motor vkhicles by
city officials and employees. Ordered filed.
AUTOMOBILE CLUB OF SOUTHERN CALIFORNIA, dated March let, 1930,
advising that it was forwarding to the City a display sheet showing
types of signs erected by the organization, also the prices quoted on
signs which said Club will make a charge for according to its new
policy adopted January 16th, 1930, and calling attention to the fact
that it will be able to furnish any type of reflector unit desired at
a price which said Club believes will be cheaper than the same item
could be procured elsewhere. Ordered filed.
FRANK J. SMITH, dated March 5th, 1930, requesting a permit to
cross a portion of Irene Court with a sewer line and to connect said
sewer line with the public sewer in Oak Avenue East of Sheldon Street.
Moved by Councilman Krimmel, seconded by Councilman Selby, that Frank
J. Smith be and he is hereby granted permission to construct a sewer line
across Irene Court and to connect the outlet of such sewer line with the
public sewer in Oak Avenue East of Sheldon Street, provided the materials
used in such work and the prosecution and completion of said work all
shall meet with the approval of the Street Superintendent of the City of
El Segundo. Carried by the following vote:

CITY CLERK, CITY OF LOS ANGELES, dated March 5th, 1930, advising
that at the meeting of the City Council of the City of Los Angeles,
held the same date, a report of the Public Works Committee was adopted
to the effect that the roadway of Collingwood Street is in fair
condition, that the permanent improvement of the same is not
recommended at this time, and that the City Council of the City of
E1 Segundo be notified that it is'not deemed advisable to make any
improvements to this road at this time. Ordered filed.
PACIFIC TELEPHONE & TELEGRAPH COMPANY, requesting permission to
erect a pole on the East side of the alley West of Eucalyptus Drive,
approximately 120 feet North of Mariposa Avenue. Moved by Councilman
Selby, seconded by Councilman Krimmel, that the permit prayed for
be granted, provided the work is prosecuted and completed to the
satisfaction of the Street Superintendent of the City of El Segundo.

Councilmen Binder appeared at the meeting at this time, the hour
being 7s35 o'clock P. M., and he immediately took his seat at the
Council Table.
The City Clerk announced that pursuant to previous direction of
the City Council, he had obtained bids for painting the Council
Chamber of the City Hall, which said bids are on file, and are as

Following an examination of the said bids and consideration
of the respective merits thereof, it was moved by Councilman Selby,
seconded by Councilman Binder, that the following resolution be
adopted:
RESOLVED, that the contract for painting the Council
Chamber of the City Hall, pursuant to and in accordance with
specifications therefor on file with the City Clerk,'be
and the same is hereby awarded to W. F. Mowrer in accordance
with his bid therefor dated March let, 1930, and on file in
the office of the City Clerk, at the price therein set forth,
including the extra item therein mentioned, to -wits a total
of $90.00; this award being subject, however, to the further
recommendation of the Chairman of the Public Works Committee,
after his inspection of work heretofore performed by the
said W. F. Mowrer and after a written report thereof has been
filed with the City Clerk.

The City Clerk announced that the Sunday School of E1 Segundo
Community Church had requested permission to use the City Hall
Auditorium on the evening of Friday, April 11th, 1930, for the purpose
of presenting a benefit entertainment, whereupon it was moved by Councilman
Selby, seconded by Councilman Binder, that this permission be granted,
and that no charge be made for the use of said Auditorium on said date.
Carried.
The City Engineer reported that Mr, E. Morgan, who had heretofore
been granted a leave of absence by the Council had returned to work,
March 3rd, 1930.

No further business appearing to be transacted at this meeting,
it was moved by Councilman Binder, seconded by Councilman Selby, that
