1930 JUN 11 CC MINJ555 E1 Segundo, California. Junes 11th, 1930. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by George Love, Mayor. ROLL CALL. Councilmen Present: Gerow, Krimmel, Selby and Love. Councilmen Absent: Binder. READING OF ITINUTES OF PREVIOUS NEETING. The minutes of the regular meeting held on the 6th day of June, 1930, were read. No error or omission appearing, it was moved by Councilman Krimmel, seconded by Councilman Gerow, that the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications were read and disposed of as indicated: S. C. EVANS, Executit Secretary, Boulder Dam Association, dated June 7th, 1930, thanking the City of E1 Segundo for its support of said Association during previous months of its existence and advising that it will be possible to discontinue such financial support, at least until January 1st, 1931. Ordered filed. ORAL CMWMICATIONS. Clarence W. Lewis addressed the Council relative to an apparent discrepancy in his water bill. The Water Superintendent was questioned concerning the matter and advised that in some manner a clerical mistake had been made, hnd that the bill had been previously ordered adjusted but that the corrected bill had not been mailed to Mr. Lewis. Mr, E. L. Munger addressed the Council relative to establishing a lunch counter, to be operated in a wagon constructed for the R purpose and to be located at the Northeast corner of Grand p Street. It appearing that ordinances of the City of E1 Segundo respecting such matters might be interpreted either for or against the conduct of such business in such a building at said location,the City Attorney ruled that Mr. Munger might proceed at his own peril. Mr. L. K. Travis, on behalf of the El Segundo Rifle Club, addressed the Council respecting its instruction to the Chief of Police to refuse to issue permits to persons desiring to discharge fire arms at the Rifle Range of said Club, at or adjacent to the Northerly and Westerly boundary lines of the City of E1 Segundo. He stated that Colonel Robert Ingersoll of the Redondo Military Academy has made certain changes in the construction of the range, which it is felt will make the same conform to generally accepted and approved specifications for rifle ranges. He was advised by the Council that if persons qualified to give expert opinions respecting the construction and safety of rifle ranges would file certificates with the Clerk, indicating that the ra under dis- cussion is safe for use at the present time, the Council, fire onsider again permitting the issuance of permits for the discharge at the said location. SPECIAL ORDER OF BUSINESS. The hour of 7:30 o'clock P. M. at this meeting having heretofore been set as the time and date for the receiving of bids fOr f`�xrnishin the City of E1 Segundo with certain cast iron pipe, standard screw pipe and fittings, all as advertised for according to law, pursuant to previous action of this Council, the Mayor announced the arrival hour of sent 7:29 o'clock P. Y. and asked if there were any person who desired to file bids for furnishing the said materials. IT 55Z The hour of 7:30 o'clock P. M. having arrived, and all bids being in, the Mayor announced the reception of bids for furnishing the City of El Segundo with certain cast iron pipe, standard screw pipe and fittings, all as advertised for, closed. The City Clerk thereupon announced that ten bids had been received for furnishing the City of El Segundo with certain cast iron pipe, standard screw pipe and fittings. It was thereupon moved by Councilman Gerow, seconded by Councilman Krimmel, that the Council proceed to open, exed ne and publicly declare, all of the bids received for furnishing the City of El Segundo with certain cast iron pipe, standard screw pipe and fittings, as heretofore advertised for by this Council. Carried. The Council thereupon proceeded to open, examine and publicly declare all of the bids received for furnishing the City of E1 Segundo with certain cast iron pipe, standard screw pipe and fittings, which said bids were found by said Council to be as follows, to -wit: Bid of Pacific States Cast Iron Pipe Co. on regular form therefor, prepared by the City Engineer of the City of El Segundo, as follows: "ITEM 1. 2000 feet 6" B. and S. Cast Iron Pipe, Class 150, at $1,180.00 ($.59) per foot. ITEM 2. 1100 feet 4" B. and S. Cast Iron Pipe, Class 150, at $440.00 ($ .40) per foot. ITE16'I 3. 850 feet 2" Standard Screw Pipe, Galvanised at $192.10 ($ .226) per foot. Item 4. 5 - 6" Class D, B. and S. Cast Iron 'Fees, all bells; 1 - - 6" x 4 ", Class D, B. and S. After consideration of the said bids by the Council and the checking of same by the City Engineer, it was moved by Councilman Krimmel, seconded by Councilman Gerow, that Resolution No. 432, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AWARDING TO PACIFIC STATES CAST IRON PIPE COMPANY OF LOS ANGELES, CALIFORNIA, THE CONTRACT FOR FURNISHING SAID CITY WITH CERTAIN CAST IRON PIPE AND FITTINGS, which was read, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Selby and Love. Noess None. Absent: Councilman Binder. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The City Clerk reported that IM Segundo Post No. 38, American Legion Auxiliary requested advice as to the Council's attitude respecting the uses to which said Auxiliary might put that certain building occupied by J 567 it under the provisions of that certain Lease and Conditional Option to Purchase, which is dated June 8th, &928 and which said building is located on Lots 21 and 22 in Block 57 of E1 Segundo. The City attorney studied the said contract and reported to the Council that its provisions would permit the said building to be put to any lawful use to which the said Auxiliary desired to put the same, and the Council thereupon by general consent instructed the Clerk to so advise said Auxiliary. The City Attorney advised the Council that the ordinance governing the drilling of water wells within the City of E1 Segundo, which he was instructed to draw at the last regular meeting of the Council, is of an important and technical nature and he stated he would require additional time for research work in the preparation of said ordinance, which, by general consent, was granted. No further business appearing to be transacted at this meeting, it was moved by Councilman Gerow, seconded by Councilman Selby, that the meeting adjourn. Carried.
