M. on the above date, in the Council Chamber of the City Hall of said City, by George Love, Mayor. ROLL CALL. Councilmen Presents Gerow, Krimmel, Selby and Love. Councilmen Absents Binder. READING OF MINUTES OF PREVIOUS ITT ETINGS. The minutes of the adjourned regular meeting held on the 29th day of May, 1930, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Krimmel, that the minutes be approved as read. Carried. The minutes of the adjourned regular meeting held on the 3rd day of June, 1930, were read, without error or omission being noted, and were approved as read upon motion of Councilman Gerow, seconded by Councilman Selby, which carried. None. WRITTEN CCKMUNICATIONS. ORAL C011MUNICATIONS. Mrs, Leslie S. Nelson addressed the Council respecting the Mother's Educational Center, which convenes at the American Legion Club House once each month, stating that the same was enthusiastically received by the mothers of infants in the community; that there is always a capacity atl,endance and that results obtained have proven highly beneficial. None. REPORTS OF STANDING COMMITTEES. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. Councilman Binder appeared at the meeting at this time, the hour being 7 :41 o'clock P. M. and he immediately took his seat at the Council table. The City Clerk reported that he had recently learned that the County of Los Angeles allegedly contemplates the purchase of land within the City of E1 Segundo, upon which it proposes to develop water and deliver same for domestic use to that portion of the County of Los Angeles adjacent to the City of E1 Segundo and known as El Porto Precinct. Discussion of the matter indicated that the opinion of the Council is that the underground waters available for development within the City of El Segundo are considered to be no more than adequate for the needs of said City, and that any appropriation of this water for use outside of the territorial limits of the City of El Segundo would be prejudicial to the public peace, health and safety of the inhabitants of said City. It was thereupon moved by Councilman Selby, seconded by Councilman Gerow, that the following resolution be adopted: "WHEREAS, for several months last past the City of E1 Segundo, California, has concerned itself with an investigation relating to the present and possible future sources of a municipal water supply for said city; AND WHEREAS, as a result of such investigation and the knowledge and belief of this Council, it appears that all under- ground waters lying under the City of El Segundo, California, will be needed by said City and the public thereof for domestic purposes within said City, and that if such underground waters be diverted for use outside the limits of said City, or the amount thereof be otherwise impaired, that there will not be a sufficient water supply for the inhabitants and public of said city; ULN"J4,11 AND WHEREAS, this Council is advised that the County of Los Angeles apparently proposes to sink wells within the City of E1 Segundo, develop water therein and transport the same for use outside of the limits of said city; NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of E1 Segundo hereby finds, declares and determines that all waters, whether flowing in defined channels or otherwise, lying under the lands included within the municipal boundaries of said City as said lines now exist, are necessary and will continue to be necessary fo r.the use of the inhabitants and general public of said city, and that any diminution or impairment of said underground waters or extraction thereof for use outside the limits of the City of El Segundo will seriously interfere with the public peace, health and safety of said City; AND BE IT FURTHER RESOLVED, that said City Council does hereby declare the prior and paramount right of said City of E1 Segundo and its inhabitants and of the general public thereof to the said waters and to the use thereof within the limits of said city; AND BE IT FURTHER RESOLVED, that all of said waters, in accordance with such necessity and right, be and the same are hereby reserved for and appropriated to the use of the said City of El Segundo, its inhabitants and the general public thereof within the limits of said city; AND BE IT FURTHER RESOLVED, that the City Clerk be and he is hereby authorized and instructed to notify the Board of Supervisors of Los Angeles County, California, of the findings herein made and the action herein taken, by trans- mitting to said Board a copy of this resolution; AND BE IT FURTHER RESOLVED, that said Board of Super- visors be and they are hereby so notified that in the event said Board, said County, or any agency of said County, or any other person firm or corporation or agency attempt to in any manner develop water within the limits of said City of El Segundo for use outside of said City, that such action will be strenuously objected to and combatted by the said City through its City Council and officers, and that said City of El Segundo will resist any and all such development and /or use by court action if that be deemed necessary; AND BE IT FURTHER RESOLVED, that the City Council of the City of E1 Segundo expresses the hope to said Board of Supervisors that if any such development or use is contemplated on the part of said County, that such proposed plan be abandoned without the necessity of the two said public corporations engaging in legal action with each other with respect thereto. Said resolution was adopted by the following vote: Ayes: Councilmen Binder, Gerow, Srimmel, Selby and Love. Noes: None. Absent: None. The City Attorney at this time stated that pursuant to his promise to report to the Council the action t&ke2X *hs City Council of the City of Inglewood *=k with reference to the proposed meat inspection ordinance suggested by Mr. George M. Easton, that the said last mentioned City Council had acted upon the said matter and had decided not to adopt the proposed Easton ordinance, but rather had introduced and proposed to adopt an ordinance suggested by the Health Department of the County of Los Angeles, California, dealing with food stuffs and food sanitation in general, both as relating to meat and other matters. This ordinance, he stated, is commonly known as the Compton ordinance, because it so happned that it was first adopted by the City of Compton. This ordinance, it appears, is a health measure, recommended for adoption in municipalities to assist in the enforcement of health regulations pertaining to food and food stuffs. J _S��. The City Clerk reported to the Council that on Monday, June 1st, 1930, the ordinance changing the name of Collingwood Street to Imperial Highway became effective and that he felt the Council might like to instruct the Street Superintendent to change street signs on said street accordingly, whereupon said Street Superintendent, by general consent, was so instructed. The City Clerk reported that during the week, Mr. Van Norman, in charge of the City of Los Angeles outfall sewer pump station, had complained that bullets from the rifle range adjacent to the Northwest corner of the City of E1 Segundo had been ricocheting over the sand hills and that he felt serious injury might be sustained by some person or persons unless the said rifle range is reconstructed in a manner which will prevent such ricocheting. Prolonged discussion engaged in by all of the Council members pnd the City Attorney resulted in a motion being made by Councilman Binder and seconded by Councilman Krimmel that until the further order of this Council the Chief of Police of the City of *61 Segundo be and he is hereby instructed to issue no more permits for the discharge of firearms within the said City when the applicant therefor desires to discharge firearms within the boundaries of that certain rifle range actuated adjacent to the North and West boundary lines of the City of El Segundo, or to aim at a target or targets within the limits of said rifle range until the said range is made safe in accordance with generally approved and accepted standard specifications for the construction and use of rifle ranges. Carried by the following votes Ayess Councilmen Binder, Gerow, Krimmel, Selby and Love. Noes# None. Absents None. The City Clerk reported that he had obtained several copies of public library ordinances from the League of California Municipalities, which the said League requested be returned after they had served the purposes of the City of El Segundo and which said copies the Clerk there- upon delivered to the City Attorney for his use in the preparation of such ordinances or resolutions as may be required in fbnnection with the proposed public library of the City of El '9egando. The City Attorney advised receipt of a communication from the Auditor of Los Angeles County to the effect that all Los Angeles County taxes heretofore levied against certain property within Block 85 of the City of El Segundo recently purchased by said City would be canceled without further action on the part of the City of El Segundo* UNFINISHED BUSINESS. With respect to the request of E; L. Munger for permission to erect and maintain a lunch wagon at the Northeast corner of Grand Avenue and Richmond Street, it appearing that there is no ordinance of the City of E1 Segundo requiring a permit for the conduct of such a business within the City of El Segundo, no official action was taken, although it appeared that a majority of the Council was not in favor of the maintenance of a lunch wagon at this location. Respecting the application of Los Angeles County Citizens Committee for financial aid in the sum of $25.00 to assist in defraying the expenses of a public meeting to be held at one of the beach cities sometime during the month of July, whereat the California Commission on County Home Rule will study County government and local autonomy, the City Attorney questioned the Councils authority to make the donation solicited and thereupon the matter was dropped and the communication ordered filed. By general consent the City Attorney was instructed to prepare an ordinance in such form as to him may seem proper and which will have the effect of pro- tecting the City s rights and interests and requirements respecting the drilling or boring for water within the corporate limits of the City of El Segundo. Moved by Councilman Bider, seconded by Councilman Gerow, that beginning June 9th, 1930 and for the total duration of two months, the City rent the typewriter of Mr. J. F. McCullough for the total rental price of $4.00, said typewriter to be used by Mr. McCullough in the preparation of data gathered and reports to be made by him pursuant to his investigations concerning a municipal library in and for the City of El Segundo. Carried by the following vote: Ayes: Councilmen Birder, Gerow, Krimmel, Selby and Love. Noes: None. Absent: None. Moved by Councilman Binder, seconded by Councilman Krimmel, that the following resolution be adopted: WHEREAS, in pursuance of his employment in making investiga- tions relative to a municipal free library for the City of El Segundo, Mr. J. F. McCullough, heretofore employed for that purpose, will be required to visit neighboring cities; NOU THEREFORE, BE IT RESOLVED, that said J. F. McCullough be and he is hereby authorized to file with this Council his demand for his actual and necessary traveling expenses in connection with the investigations for which he was employed; AND BE IT FURTHER RESOLVED, that he be especially directed to visit the public libraries of the cities of Oxnard and Santa Paula. Carried by the following vote: Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love. Noes: None. Absent: None.
