1930 JUL 02 CC MINJ 583 El Segundo, California. July 2nd, 1930. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7:00 o *clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by George Love, 11a 0r. The City Clerk being absent, the Mayor appointed Councilman Selby Clerk pro -tem. ROLL CALL. Councilmen Present: Binder, Krimmel, Selby and Love. Councilmen Absent: Gerow. READING OF MINUTES OF ?REVIOUS 11ETING. The minutes of the regular meeting held on the 25th day of June, 1930, were read, without error or omission being noted, and were approved as read upon motion of Councilman Selby, seconded by Councilman Krimnel, which carried. Councilman Gerow appeared at the meeting dirin: the reading of the minutes, the hour being 7:05 o•clock P. IT., and he immediately took his seat at the Council table. WRITTEN C OD,WNIC ATI ONS . The following communications were read and disposed of as indicated: ASSOCIATION OF CITY PLANNERS, County of Los Angeles, dated June 25th, 1930, recommending the changing of certain street names within the City of El Segundo to conform to the names by which continuation of the same streets are known in.Los Angeles. Ordered filed. AUTOMOBILE CLUB OF SOUTHERN CALIFORNIA, dated June 25th, 1930, advising that said Club has taken over the agency for a certain type of battery flasher, which may be used in conjunction with boulevard stop signs, and quoting price on same, complete of $70,00 each. Ordered filed. COUNTY OF LOS ANGELES, DEPARMIENT OF HEALTH, dated June 27th, 1930" advising that samplefsrecently taken of the drinking water in E1 Segundo indicate that same x= very good from a bacterial standpoint. Ordered filed. SOUTHERN CALIFORNIA EDISON C012ANY, dated June 25th, 1930, requesting permission to set 40 ft* poles at various locations on Eucalyptus Drive and Walnut Avenue. Said application having been approved by the Street Superintendent of the City of El Segundo, it was moved by Councilman Binder, seconded by Councilman Gerow, that the Southern California Edison Company be and it is hereby granted permission to set poles at the following locations, to -wit: 40 ft. pole on Eucalyptus Drive, West side, 150 ft. By general consent Councilman Krimmel was instructed to make an investigation of the matter, and if the request of said Lodge appeared reasonable, that such permission be granted. SOUTHERN CALIFORNIA EDISOD,'' CO., dated June 27th, 1930, acknowledging receipt of the Clerk's letter calling attention of said Company to the fact that patrons *6.al�lnable to pay their bills in El Segundo,.and advising that said Company/jive said complaint its careful consideration, and make a report to the office of the City Clerk at an early date. THE PACIFIC TELEPHONE AND TELEGRAPH CO., dated June 28th, 1930, advising that the placing of three poles on Pine Avenue prior to the granting of permit by the City Council for said construction, was made through an error, and expressing said Company's regret, and advising that such an error would not again occur. Ordered filed. COUNTY OF LOS ANGELES, DEPARTTS11T .OF HEALTH, dated July 2nd, 1930, by J. W. Robinson, M. D., acting District Health Officer, advising that an order had been received from Dr. J. L. Pomeroy, Los Angeles County Health Officer, stating that all swimming pools used by the general public are to be closed for a period of one week from July 4th, 1930. By general consent, the Clerk was instructed to forward this information to the Board of Trustees of the El Segundo School District. APP-ICATION OF MRS. J. H. POWELL, dated July 1st, 1930, to move a one story frame dwelling, from No. 6040 Shirley Avenue, Liberty Acres, in the County of Los Angeles, to Lot 14, Block 30, E1 Segundo. All of the provisions of ordinances of the City of El Segundo respecting the moving of houses into and within the City of E1 Segundo, having been complied with by the applicant and the municipal officers of ids said City required to act in such cases, and the required deposit having been made with the City Clerk, it was moved by Councilman Gerow, seconded by Councilman Binder, that firs. J. H. Powell be and she is hereby granted permission to move a one story frame dwelling house from No. 6040 Shirley Avenue, Liberty Acres to Lot 14, Block 30, within the City of El Segundo, said building to be moved over the following route, to -wit: El Segundo Avenue to Lomita Avenue; North on Lomita Avenue to Franklin Avenue, East on Franklin Avenue to Lot 14, Block 30. CONVERSE, dated July 2nd, 1930, submitting a price of $80.00 per month for rental of two adjoining store rooms in the Converse Building for library use, and advising that any reasonable alterations will be made. BOARD OF TRUSTEES OF THE PUBLIC LIB_RARY.OF REDONDO BEACH, CALIFORNIA, inviting the Council to the opening of the new Redondo Beach Public Library on Wednesday, the 2nd daffy of July, 19309 Ordered filed. SPECIAL ORDER OF BUSINESS. The hour of 7:15 o'clock P. M. having arrived, the Mayor announced that the Council would take up the hearing on the protests and objections filed in the matter of "Act of 1927 Municipal Improvement District No. 1 of the City of E1 Segundo. The Council thereupon proceeded to a full discussion of the protests and objections, which had been presented and filed and read to the Council at the hearing on June 25th, 1930. The City engineer reported that he had made a check of the area included within the protests as compared to the area contained in the entire district, and found that the area protesting was approximately 47% of the entire area of the district. The engineer at this time presented a map to the Council, which by colored boundary lines indicated the boundaries of the district, and by explanation of the engineer, together with colored parcels thereon, indicated further to the Council the extent of the area covered by the protests and the locations of the respective parcels thereof with reference to the proposed improvement. After further discussion and opportunity given for further communication to the Council upon the subject, and no person desiring to further address the Council with reference to the matter, it was moved by Councilman Gerow, seconded by Councilman Selby, that the following resolution be adopted: a WHEREAS, at the regular meeting of the City Council of the City of El Segundo, galifornia, held on the 25th day of June, 1930, at the time set at said meeting for the hearing of protests or objections to the work or improvement contemplated in the matter of "Act of 1927 Municipal Improvement District No. 1 of the City of El Segundo ", various protests and objects against the proposed work or improvement con- templated in said matter were filed in writing by owners of and persons interested in property within said district; AND WHEREAS, after consideration of said protests and objections at said meeting of June 25th, 1930, the said City Council did adjourn the hearing of and upon said protests and /or objections until this meeting of July 2nd, 1930, at the hour of 7:15 o•clock P.M.; AND WHEREAS, said hour has now arrived and said Council has pro- ceeded to a farther examination and discussion of said protests and objections and has received evidence respecting the same and the improvement contemplated in the proceedings relating to said Municipal Improvement District, and has reached a decision with reference thereto; NOVI THEY77ORE, the City Council of the City of El Segundo, California, does resolve,. declare and determine as follows: That the protests and,/or objections filed against the proposed improvement or work contemplated in the proceedings had in the matter of "Act of 1927 Municipal Improvement District No. 1 of the City of El Segundo ", be sustained at this time and pursuant to the provisions of the law in such case made and provided, no farther proceeding shall be had or taken pursuant to the objection upon which said proceedings were founded; provided, however, that a new petition for the same or a similar purpose may be filed at any time after the expiration of six months from the date said protests were sustained, to -wit: this date, July 2nd, 1930. The motion to adopt the foregoing resolution was carried by the following vote: Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love. Noes: None. Absent: None. Moved by Councilman Krimmel, seconded by Councilman Selby, that in view of the interest and consideration shown by the State Highway Division of Cal i fo m is and the County of Lo s Angel es Beard o f Supervi sors in the impro ve- ment contemplated in the matter of "Act of 1927 Municipal Improvement District No. 1 of the City of El Segundo ", that the City Clerk be and he is hereby instructed to write said State Highway Division and the County Board of Supervisors, advising them of the action of this Council in said matter. Carried. ORAL COTI' IU dICATIONS. 11r. Leonard Stuewe, addressed the Council on behalf of the El Segundo Rifle Club, and presented a sketch to the Council, showing the construction of the rifle range, also additions and alterations which would be made to same to prevent the ricocheting of bullets on said range. After inspection of the sketch and a discussion by the Council it was moved by Councilman Binder, seconded by Councilman Gerow, and unanimously carried, that the Chief of Police of the City of E1 Segundo be instructed to issue no permits for the discharge of fire arms on the rifle range of the El Segundo Rifle Club for any higher calibre ammunition than 22 long rifle, until the further order of this Council, and that said Chief of Police insert in any permits granted by him such further conditions with reference to the exercise thereof as in his opinion may be required in order to properly safeguard peace and safety of the public in the vicinity of said range, REPORTS OF STAP?DINO C018TITTEES. Councilman Krimmel reported that he had noticed a Hudson car, which had been standing in front of the Concord Apartments on Concord Street for several days, and the Chief of Police advised that he would see that same was removed. Councilman Gerow reported that the parkways in front of the High School were overgrown with weeds, and by general consent the Street Superin- tendent was instructed to have same removed. REPORTS OF OFFICERS & SPECIAL COMUTTEES. The Deputy City Clerk reported that the July 1st installments of principal and interest on the bonds issued to represent assessments levied against Lots 2 and 15, Block 9, Tract 1685, to -wit: Assessments Nos. 300, 549, 550 and 551, for the opening of certain new public streets within the City of E1 Segundo, under Resolution of Intention No. 154 had not been paid, and are now delinquent, and asked what action the Council cared to take in said matter. After consideration, it was moved by Councilman Gerow, seconded by Councilman Krimmel, that the following resolution be adopted: IA,/HEREAS, the City of E1 Segundo, California, did on the 25th day of November, 1927, acquire by purchase those certain street improvement bonds designated as Street Improvement Bonds Nos. 39, 62, 63 and 64, all Series B, for the opening of Cypress and Other Streets, under Resolution of Intention No. 154 of the City of El Segundo, California, and is now the owner of said bonds; end WHEREAS, this Council, after consideration, deems that the whole amount of the unpaid remainder of said bonds, with accrued interest, should be declared due and payable immediately, and that the Treasurer should proceed to advertise and sell the real property described in each of said bonds as security for the payment of the said principal and interest; NO,N THEREFORE, BE IT RESOLVED, That the City of El Segundo, California, does hereby demand and that on its behalf the City Clerk demand in writing, said writing to be delivered to the City Treasurer of said City, that the said Treasurer pro- ceed to advertise and sell said lots or parcels of land unless the unpaid remainder of the principal sum of said bonds, together with accrued interest, as expressed in said bonds, is paid before such sale, and that in the event such payment be made prior to such sale, together with any cost which may have accrued thereon, as provided by law, that then and in that event the said Treasurer shall cause said bonds to be cancelled as contemplated in the Act of the Legislature of the State of California under which said Bonds were issued.
