December 24th, 1930.
A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by George
Love, Mayor.
ROLL CALL.
Councilmen Present: Binder, Krimme1, Selby and Love.
Councilmen Absent: Gerow.
READING OF MIN= OF PREVIOUS 10ETING.
The minutes of the regular meeting held on the 17th day of December,
1930, were read. No errors or omissions appearing, it was moved by
Councilman Binder, seconded by Councilman Krimmel, that the minutes be
approved as read. Carried.
WRITTEN COMMONICATIONS.
The following communications were read and disposed of as
indicated:
BOULDER DAM ASSOCIATION, dated December 17th, 1930, submitting
a report of receipts and expenditures of said Association for the year
1930. Ordered filed.
HEALTH DEPARTlW, COUNTY OF LOS ANGELES, being a report of the
activities of said Department as Health Officer of the City of E1
Segundo within this City for the month of November, 1930. Ordered filed.
ORAL COMMICATIONS.
Mr. Kerr, Public Relations Representative of Foster & Kleiser,
addressed the Council requesting that it reconsider its resolution,
heretofore adopted, signifying its unwillingness to renew existing
billboard permits. The Council indicated it might be willing to
reconsider such action, provided Foster & Kleiser Company mains certain
improvements in the appearance of its existing billboard within the
City of E1 Segundo, and to this end a meeting was arranged between
Councilman Krimmel and Mr. Kerr for Friday, December 26th, 1930.
REPORTS OF STANDING COMCITTEES.
Councilman Binder of the Public Works Committee recommended
that the globes on the electroliers within the City of E1 Segundo be
cleaned and the mutter was referred to the Street Superintendent for
attention.
REPORTS OF OFFICERS & SPECIAL COMMITTEES.
The City Clerk reported receipt of Street Deed, which is
requited•by the City of El Segutido. in•conne•ction' with the opening of
Cypress and Other Struts within said City, following which it 'was moved
by Councilman Krimmel, seconded'by Councilman Selby, that the following
resolution be adopted: '
RESOLVED, that that certain street deed, dated the
15th day of December, 1930, executed by Security -First
National Bank of Los Angeles, a national banking association,
conveying to the City of El Segundo for public street
purposes the Northerly 40 ft. of Lot 13, Block 12, Tract
1685, in the City of E1 Segundo, recorded in Book 21,
Page 98 of Maps, Records of Los Angeles County, California,
on file in the office of the County Recorder of said County,

and the property conveyed thereby, be and the
same are hereby accepted on behalf of the City
of E1 Segundo; and
BE IT FORTEZR RESOLVED, that the City Clerk of
the City of E1 Segundo be and he is hereby
authorized, upon receipt of advice from the
Southwest Title Company, that through such in-
strument the City of El Segundo will acquire title
to said property, free and clear of encumbrance,
to cause the said instrument to be filed for record,
and to cause to be delivered to the grantor the
amount awarded it in the report of the Commissioners
appointed for such purpose, under the provisions of
Resolution of Intention No. 154 and Ordinance No.
135, of said City.
Said resolution was adopted by the following vote:
Ayes: Councilmen Binder, Krimmel, Selby and Love.
Noes: None.
Absent: Councilman Gerowe
The City Clerk reported that the Woman's Club desired to use the
City Hall Auditorium on the afternoon of February 4th, 1930, for the
purpose of holding a cooking demonstration. After considering the
matter, the Council felt that there were other buildings available for
such purpose and that it is unfair to the owners of these properties to
rent a public building for the purpose indicated, and suggested that the
Clerk endeavor to have the Woman's Club procure some other place for the
holding of such demonstration.
The Clerk reported that Lodge No. 435, I.O.O.F. desired to
substitute the evening of December 26th in lieu of December 25th, for the
holding of its regular meeting, and on motion of Councilman Krimmel,
seconded by Councilman Binder, which carried unanimously, this
permission was granted, no extra charge to be made for such substitution
of nights.
NEW BUSINESS.
Moved by Councilman Selby, seconded by Councilman Krimmel,
that the purchase of one 32 x 6 tire and tube for use on street department
truck be and the same is hereby authorized at a cost of not to exceed
$16.00. Carried by the following vote:
Ayes: Councilmen Binder, Krimme1. Selby and Love.
Noes: None.
Absent: Councilman Gerow.
The Street Superintendent reported that during the prior week
he had found it necessary to employ certain additional laborers in the
Street Department of the City of El Segundo, following which it was
moved by Councilman Binder, seconded by Councilman Selby, that the action
of the Street Superintendent in employing 0. Nelson, G. C. Turney and W.
R. Hickman as laborers in the Street Department of the City of E1 Segundo,
be and the,same is hereby ratified and,approved, and that.the compensation
of 'such employees .be and the. same iv hereby •fixed at the•rate of 62V per
hour for such time as such .employees are actually -engagefl in rendering
service to the City of E1 Segundo, which said compensation shall be paid
semi-monthly as other municipal employees compensated on an hourly basis
are paid. Carried by the following vote:
Ayes: Councilmen Binder, Krim e1, Selby and Love.

The Superintendent of the Water Department advised the Council that
the tapping machine at present in use in his Department has become
obsolete and he recommended the purchase of a new one, whereupon it
was moved by Councilman Selby, seconded by Councilman Krimmel, that the
purchase of a Mueller "A" tapping machine for the use of the municipal
water department, be and the same is hereby authorized, the total net
cost to the City not to exceed the sum of $176.00. Carried by the
following vote:
Ayes: Councilmen Binder, Krimmel, Selby and Love.
Noes: None.
Absent: Councilman Gerow.
Moved by Councilman Selby, seconded by Councilman Krimme1, that
the purchase of an Executive Ediphone, together with a Secretarial
attachment for transcribing purposes, and one dozen records, for use
in the City Clerk's office, be and the same is hereby authorized,
at a total cost of not to exceed $230.00. Carried by the following vote:
Ayes: Councilmen Binder,.Krimmel, Selby and Love.
Noes: None,
Absent: Councilman Gerow.
No further business appearing to be transacted at this session,
it was moved by Councilman Krimme1, seconded by Councilman Selby,
that the meeting adijourn until Wednesday, December 31st, 1930, at
the hour of 4:45 o'clock P. M. Carried.
