1930 AUG 20 CC MINJ641 El Segundo, California. August 20th, 1930. A regular meeting of the City Council of the City of B1 Segundo, California, was called to order at 7 #00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by the City Clerk, the Mayor being absent. BOLL CALL, Councilmen Presents Binder, Gerow and Krimeel. Councilmen Absents Love and Selby. Councilman Binder was unanimously chosen Mayor pro -tem and he immediately assumed the duties of the Mayor. HEADING OF MINUTES OF PREVIOUS MEETINGS. The minutes of the regular meeting held on the 13th day of August, 1930, were read. No errors or omissions appearing, it was moved by Councilman Gerow, seconded by Councilman Krimmel, that the minutes be approved as read. Carried. The minutes of the adjourned regular meeting held on the 18th day of August, 1930, were read without error or omission being noted, and were approved as read upon motion of Councilman Krimmel, seconded by Councilman Gerow, which carried. WRITTEN COlI MICATIONS. The following oommunications were read and disposed of as indicateds J. L. POMEROY, M. D., Los Angeles County Health Officer, reports received August 19th, 1930, respecting activities of the Los Angeles County Health Department as Health Officer of the City of El Segundo within the City of E1 Segundo, during the months of April, May and June, 1930. Ordered filed. AUTOMOBILE CLUB OF SOUTHERN CALIFORNIA, dated August 15th, 1930, advising that the said Club had taken over the distribution of Niterday Reflectors in various sizes; that these reflectors can be placed in any type of container to snit the City•s needs; that the Club would be glad to quote prices on the different sizes when this City might be in the market for any type of reflector, and that it can furnish the same to the City of El Segundo at lower cost than these reflectors can be purchased elsewhere. Ordered filed. RALPH D. CORNELL, Landscape Architect, dated August 14th, 19300 advising that under separate cover he was forwarding one Van Dyke negative and black line print each of the grading and planting plans for the City Park, as well as two copies of the consolidated planting list as taken from the planting plan. After examination of the same, it was moved by Councilman Gerow, seconded by Councilman Krimmel, that the communication and one copy of the planting list be filed with the City Clerk, and that the prints of the grading and planting plan be filed with the City Engineer. Carried. REPORTS OF STANDING COMMITTEES, Councilman Gerow drew attention to the nuisance created by stray dogs in the City and to the fact that many persons are harboring dogs for which they have not procured licenses as required by law, and recommended that the matter be given particular attention. By general consent it was referred to the Chief of Police for appropriate action. J 6413 Councilman Krimmel advised that in the East side of Loma Vista Street South of Franklin Avenue, there is a sand furrow, which creates an inconvenience to the persons residing on that street, and following discussion, it was moved by Councilman Krimmel, seconded by Councilman Gerow, that the Street Superintendent be and he is hereby instructed to have the sand furrow removed from the East side of Loma Vista Street South of Franklin Avenue. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel and Binder. Noes: None. Absent: Councilmen Love and Selby. REPORTS OF OFFICERS & SPECIAL COMMITTEES. The City Clerk reported that Mr. John R. Quinn, Supervisor of the 4th Supervisortal District of Los Angeles County, desired to meet citizens of the City of, Segundo informally on the afternoon of Thursday, August 219t, 1930, and asked if the use of the City Hall was agreeable to the Council. Following a discussion of this matter, it was moved by Councilman Krimmel, seconded by Councilman Gerow, that the following resolution be adopted: RESOLVED, that between this date and the General Election in November, 1930, free use of the City Hall Auditorium be granted to any candidate for public office, for election to which ballots will be cast within the City of El Segundo, provided such use will not interfere with the conduct of municipal business therein, or with the arrangements of my of the organizations who pay a stipulated monthly rental for the use of said Auditorium on pre - arranged specific dates; and Provided Further, that otherwise the use of the auditorium under the permit herein granted, shall be subject to the usual regulations heretofore adopted by this Council for the use of said City Hall Auditorium. Motion to adopt the foregoing resolution was carried by the following vote: Ayes: Councilmen Gerow, Krimmel and Binder. Noes: None. Absent: Councilmen Love and Selby. The City Clerk advised the Council that the Pacific Electric Railway Company has applied to the Railroad Commission of the State of California for an order to permit it to discontinue passenger service between El Segundo and Hawthorne. It being customary for the Railroad Commission to advise all civic and public bodies interested in matters of this kind prior to its ruling thereon, it was decided not to take action until after notification of a hearing has been received from the Railroad Commission. UNFINISHED BUSINESS. Moved by Councilman Gerow, seconded by Councilman Krimmel, that Resolution No. 234, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, FIRING THE RATES OF TAXES LEVIED IN AND FOR SAID CITY, SUFFICIENT TO RAISE THE AMOUNT OF MONEY FIXED BY THE SAID CITY COUNCIL IN ORDINANCE NO. 171 THEREOF, PASSED AND ADOPTED ON THE 13TH DAY OF AUGUST, A. D., 1930, AND THE EXPENSE OF COLLECTION OF SAID AMOUNT, THE SAID RATES HEREIN FIXED BEING THE RATES OF TAXES IN AND FOR SAID CITY FOR THE CURRENT YEAR 1930 -1931, which was read, be adopted. Carried by the following votes Ayess Councilmen Gerow, Krimmel and Binder. Noes: None. Absents Councilmen Love and Selby. PAYING BILLS. None. NEW BUSINESS. None. No further business appearing to be transacted at this meeting, it was moved by Councilman Gerow, seconded by Councilman Krimmel, that the meeting adjourn. Carried.
