1930 AUG 13 CC MINqM E1 Segundo, California. August 13th, 1930. A regular meeting of the City Council of the City of El Segundo, California, was called to order at ss00 o•clock P. M. on tine above date, in the Council Chamber of the City Hall of said City, by George Love, Mayor• EM CALL* Councilmen Presents Binder, Gerow, Krimmel, Selby and Love. Councilmen Absents None. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 6th day of August, 1930, were read. No errors or omissions appearing, it was moved by Councilman Binder, seconded by Councilman Krimmel, that the minutes be approved as read. Carried. WRITTEN CICATIONS. The following communications were read and disposed of as indicated: PACIFIC COAST ASSOCIATION OF FIRE CHIEFS, dated August 8th, 19309 announcing the Thirty- Seventh Annual Convention of the said Association to be held in Oakland, California, September let to 4th, 19302 and recommending that the Fire Chief of this City be authorised to attend said Convention. Action in this matter having heretofore been taken, the letter was ordered filed. HARRY J. SCHOTT, M. D., dated August 12th, 1930, respecting a re- examination of J. Zivalic, a municipal employee, injured sometime ago in the coarse of his employment with the City of $1 Segundo, and recommending that said employee be placed on light work for several weeks to avoid complications or permanent disability as a result of said injury. The recommendation receiving the approval of the Council, by general consent the Street Superintendent was so_ instructed. None. None• oRAL CammJNICATIONS. REPORTS OF STANDING CONKITTEES. REPORTS OF OFFICERS AND SPECIAL COMSITTEES. Clyde Woodworth, City Attorney, who was unavoidably absent from this meeting, was represented by his associate, Mr. Lester 0, Lace, who presented to the Council Mr. Woodworth•s letter dated August 13th, 19309 advising that certain taxes levied upon properties acquired by the City of El Segundo from the El Segundo School Districts had been duly cancelled on the records of Los Angeles County, and that said properties now show clear of all tax liens. Mr. Woodworth presented also another report, which is quoted herein In full as follows, to -wits "August 13, 19304 Honorable City Council of the City of El Segundo, Ciiy Hall, =1 Segundo, Califo mia. Gentlemens- I regret my inability to be present at your meeting this evening, but trust my absence will not result in any inconvenience for this one meeting. There are but two matters for consideration tonight, upon which, subject to your favorable consideration, I would care to comment. First: I bel ie ve the tax ordinances should be adopted if possible, with the correct figures inserted so that same can be published in the next issue of the Herald. The law, as you know, requires that a resolution fixing the rates of taxes in rijur city, necessary to raise the amounts referred toe ordinance above mentioned, must be adopted on or prior to the last Tuesday in August of each year. This resolution last mentioned can be adopted at your meeting of August 20th, and I shall see that it is furnished in ample time. There is nothing further therefore for you to do with reference to tax matters at tonight•s meeting, except adopt the ordinance, which is in the hands of the City Clerk, Secondt Ordinance No. 170 establishing a public library in and for your city, is now effective, and it becomes advisable to appoint the "Board of Library Trustees of the City of E1 Segundo, California ", which, as you know, shall consist of five members to be appointed by the Mayor, by and with the consent of the City Council of said City. It is only natural to assume that for the first year or so of the existence of this library, heavier expendLitures of public fiends for that purpose will be required, than in subsequent years, when maintenance and replenishment will be the major items. Now, of course, the city is faced with the providing of a suitable and acceptable site, the construction of a building, the equipping of the same with suitable library appurtenances, and the establishment of the physical library itself, such as books, etc. In view of the foregoing statements, it would seem adtl sable to the undersigned that the five members of the City Council could perhaps best serve in the capacity of library trustees for this fbrmati ve period, as the direct expenditure of so much public money is immediately involved, and in view of the fact that under present plans the general Hind revenues suggested for appropriation to library purposes will be required to cover something in excess of the usual twelve months' period. You will appreciate, of course, that the suggestions hersinabove made in this letter are suggestions only from your legal department, but I feel it incumbent upon my office to make the same at this time. J 629 The City Clerk reported to the Council that on the 15th inst., certain automobile public liability and property damage insurance policies of the City expire, and that as yet the insuror had not quoted renewal premiums, although a competing company had done so. Following consideration, it was moved by Councilman Krimmel, seconded by Councilman Binder, that the City Clerk be and he is hereby authorised and instructed to procure public liability and property damage insurance in the same amounts heretofore carried by the City of E1 Segundo on motor vehicles of the City of E1 Segundo, and on the motor vehicles of employees of the City of E1 Segundo, who are required to use their personal automobiles in the discharge of their municipal duties, provided, however, that the premium for such insurance as the City is required to carry upon such of said vehicles as it assumes liability for the use of, shall not exceed the sum of $735.00. Carried by the following votes J 634 Ayes Councilmen Binder, Gerow, Krimmel, Selby and Love. Noes$ None. Absents None. At this point, the hour being 7$25 o'clock P. M., a thirty minute recess was declared. At 7$55 o'clock P. M., the Council reconvened, Councilmen Binder, Gerow, Krimmel,, Selby and Love being present and answering roll call. UNFINISHED BUSINESS. Moved by Councilman Krimmel, seconded by Councilman Gerow, that Ordinance No. 171, entitled$ AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, FIRING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAXATION UPON THE TAXABLE PROPERTY THEREIN AS A REVENUE TO CARRY ON THE VARIOUS DEPARTMENTS AND PAY THE BONDED INDEBTEDNESS OF SAID CITY FOR THE CURRENT YEAR, 1930 -1931, which was introduced and read at a regular meeting of the City Council held on the 6th day of August, 1930, and reread at this meeting, be adopted. Carried by the following vote: Ayes$ Councilmen Binder, Gerow, Krimmel, Selby and Love. Noes: None. Absent: None. Moved by Councilman Gerow, seconded by Councilman Krimmel, that the following resolution be adopted$ WHEREAS,, on the 16th day of May, 1930, Mrs. Many& S. Davidson, Mrs. Emily Ho Nelson. Robert 'thorburn, William As Krimmel, Jr. and George Love, were appointed as a Library Committee to confer with J. F. McCullough, Library Investigator, to make eecdo6mdations concerning a certain proposed municipal library in and for the City of B1 Segundo; and WHEREAS, since said date, this Committee has expended much time, thought and effort in behalf of this municipal enterprise, and has pertbrmed this important civic work in a highly commendable manner and has famished this Council with data and information which will prove exceedingly valuable in perfecting the library organisation and in administering its affairs; and WHEREAS, it appears that the work for which said Committee was created has been completed; NOW THEREFORE, BE IT RESOLVED, that said Committee be and the same is hereby discharged; that this Council hereby expresses and records its appreciation of the work of said Committee and of each of the members thereof; that this resolution be recorded in the minutes of the proceedings of #h6 City Council of the City of El Segundo at which the same is adopted and that the City Clerk of the City of El Segundo be and he is hereby directed to fo)rard to each of the persons hereinbefore named, members of the said Committee, a copy of this resolution. Moved by Councilman Selby, seconded by Councilman Gerow, that the employment of J. F. The Mayor thereupon announced that he had given serious con- sideration to the appointment of the Board of Library Trustees of the City of El Segundo, California, as established by Ordinance No. 170 of said City, and to the suggestion of the City Attorney embodied in his report, heretofore filed with this Council at this meeting, and that pursuant thereto he felt that said Board of Library Trustees should be appointed at this time. The Mayor thereupon announced the appointment of the entire City Council, consisting of Peter E. Binder, John A. Gerow, William A. Krimmel, Jr., William R. Selby and George Love, as constituting the Board of Library 'Trustees of the City of E1 Segundo, California, as provided in Ordinance No. 170 of said City, following which it was moved by Councilman Selby, seconded by Councilman Gerow, that the appointment of Deter E. Binder, John A. Gerow, William A. Krimmel, Jr., William R. Selby and George Love, to constitute the Board of Library Trustees of the City of E1 Segundo, California, as announced by Mayor Love at this meeting, be and the same is hereby approved. Moved by Councilman Binder, seconded by Councilman Gerow, that beginning September let, 1930, and until the further order of this Council, the salary of J. A. Macdonald, as Assistant Street Superin- tendent of the City of E1 Segundo, be and the same is hereby increased from $175.00 to $185.00 per month, and that the salary of B• J• Grow, who, whenorigibal employed, was designated as repair man, and who shall hereafter be desigRated as Municipal Mechanic, be and the same is hereby increased from $165.00 to $160.00 per month. The said salaries of the said respective employees shall be full compensation for all services rendered the City of E1 Segundo in their respective capacities, and shall be paid monthly as other municipal employees employed on a monthly basis, are paid. Absents Bone• J639 Moved by Councilman Brimmel, seconded by Councilman Gerow, that the following resolution be adoptedt WHEREAS, a public library has been established for the City of EI Segundo, California, as provided Ordinance No. 170 of said City, effective on the 8th August, 1930; and WHEREAS, the Board of Library Trustees of t he El Segundo, California, has not been organized a length of time to enable it to present a budget t so that a special library tax might be incorporat tax requirements of the City of El Segundo for th fiscal year; and In and In day of City Of sufficient o this Council, ad in the e current WHEREAS, it is necessary that funds be available for the use of said Board of Library Trustees in conducting and maintaining said E1 Segundo library and it is desirable that A separate fund be maintained for this purpose; NOW THEREFORE, BE IT RESOLVED, that there is hereby created a fund, as provided in Section 8 of said Ordinance No. 170, which shall be named in the books of accounts of the City Of El Segundo as "Library Fand "; and BE IT FURTHER RESOLVED, that the City Clerk and the City Treasurer of the City of El Segundo are hereby authorized to open such account in their respective books and to imsiediately transfer from the General Fund of the City of El Segundo to the credit of said Library Fund the stmt of #89000.00• Said resolution was adopted by the following votes Ayest Councilmen Binder, Gerow, Kriamel, Selby and Lon.
