September 20th, 1929.
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o•clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by the
City Clerk, the Mayor being absent. Councilman Gerow was unanimously
chosen Mayor protem, and he immediately assumed the duties of the
Mayor.

READING OF MINUTES OF PREVIOUS MEETINGS.
The minutes of the regular meeting held on the 13th day of October,
1929, were read. No errors or omissions appearing, it was moved by
Councilman Krimmel, seconded by Councilman Selby, that the minutes be
approved as read. Carried.
The minutes of the adjourned regular meeting held on the 17th deer
of October, 1929, were read without error or omission being noted,
and said minutes were approved upon motion of Councilman Love, seconded
by Councilman Selby, which carried.
WRITTEN COMMNICATIONS.
The following communications were read and disposed of as indicateds
S. V. CORTELYOU, District Engineer, Division of Highways of the State
of California, dated September 17th, 1929, assuring this City of State
cooperation to take care of the cost of grading and paving a 30 foot
section in the center of Sepulveda Boulevard in the City of E1 Segundo,
based upon a 100 fb of width of roadway, and at least 56 feet of pavement
with curbs, the plans and specifications to be mutually approved.
Following the reading of the communication and its consideration, it
was moved by Councilman Selby, seconded by Councilman Love, that the
communication be received and filed, and relying upon the representation
therein made, as to financial assistance from the State of California
in the improvement of Sepulveda Boulevard within the City of E1 Segundo,
the City Engineer be and he is hereby directed to proceed with the
preparation of the necessary data for the improvement of said Sepulveda
Boulevard as recommended by the Division of Highways of the State of
California and to submit the same to said Division for approval.
Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love and Selby.

EL SEGUNDO CHAMBER OF CCHMRCE, dated September 18th, 1929, requesting
the appointment of a delegate to meet with others on the evening of
Thursday, September 26th, 1929, in the Council Chamber of the City Hall,
at the hour of 7t00 o'clock P. M. to discuss plans for an organized
Halloween frolic. The Mayor pro -tem appointed Councilman Selby to
represent the City Council at said meeting.
LEAGUE OF CALIFORNIA MUNICIPALITIES, letter received September 16th,
1929, being official call to the 31st Annual Convention of said League,
to be held at Oakland, California, Oct. 7th to 11th, incl. 1929. Ordered
filed.
JOHN L. DAVIE, Mayor of the City of Oakland, California, dated
September 16th, 1929, inviting as many City Officials as possible to
attend the Convention of the League of California Municipalities to be

held in the City of Oakland, Oct. 7th to 11th, incl., 1929. Ordered filed.
LEAGUE OF CALIFORNIA MUNICIPALITIES, dated September 14th, 1929,
notifying the Council that a movement is on foot to organize a Municipal
Water Works Association, to be affiliated with the League of California
Municipalities and requesting that a representative of this City be
delegated to attend the session to be held for that purpose, Wednesday,
October 8th, 1929, at 11 :00 o'clock A. M. at the Hotel Oakland, Oakland,
Calif. Ordered filed.
COUNTY OF LOS ANGELES, HEALTH DEPARTMENT, dated September 12th,
1929, referring to the pollution of beach waters between E1 Segundo and
Redondo, expressing the opinion that the condition is the result of the
discharge of oil from an oil spring off Manhattan Beach, which has been
known to be active, and asserting that such pollution is not due to a
discharge of crude oil fram Standard Oil Tankers, and that following
repeated investigations, said Department found the Standard Oil Company
desirous of cooperating in every way to solve and eliminate the condition
complained of. Ordered filed.
Mayor Binder appeared at the meeting at this point, the hour being
7:40 o'clock P. M., and he immediately took his seat, and assumed the
duties of the Mayor, Councilman Gerow thereafter ceasing to act as
Mayor pro -tem.
PACIFIC TELEPHONE & TELEGRAPH COMPANY, being its application No.
R.O. 77896, dated September 19th, 1929, requesting permission to set
three poles on the North side of Walnut Avenue West of Washington Street;
one pole on the East side of Washington Street North of Walnut Avenue
and one anchor on the East side of Washington Street South of Walnut
Avenue.
Also said Company's Application No. 770897, requesting permission
to set one pole on the West side of the Alley East of Loma vista
Street, approximately 240 ft. South of Franklin Avenue.
The said applications having received the approval of the Street
Superintendent of the City of El Segundo, it was moved by Councilman
Krimmel, seconded by Councilman Love, that the requests of Pacific
Telephone & Telegraph Company for permits to set new construction as set
f6rth in their Applications Nos. 770896 and 770897, filed with this Council
this date, be and the same are hereby granted, provided the work proposed
is prosecuted and completed to the satisfaction of the Street Superintendent
of the City of E1 Segundo. Carried.
BOULDER DAM ASSOCIATION, dated September 17th, 1929, advising that
all applicants for power rights or benefits from the Colorado River must
have official applications before the Secretary of the Interior not later
than October 1st, 1929. Ordered filed.
ORAL COMMUNICATIONS.
Dr. A. S. Gough was present in response to an invitation extended
by this Council, for the purpose of discussing some plan by which the City
might acquire a right -of -way for public street purposes over a portion of
property in the ownership of which he is interested. The Council's desire
for acquiring the suggested right -of -way for public street purposes at
this particular time and its attitude with respect to future public
improvements upon said right -of -way were explained in detail to Dr. Gough,
at the conclusion of which he departed, stating that he would confer with
adjoining property owners and further confer with this Council at a later
date.
Mr. A. L. Cartland addressed the Council relative to the
desirability of constructing an improvement in that portion of the alley
East of Concord Street between Grand Avenue and Holly Avenue. He was
informed that heretofore the Council authorized the preparation of a
petition for the improvement of this Alley and that if he would call the
Clerk's office the next morning he would be informed as to the name of
the person to whom the petition was delivered.

Mr. Cartland also complained of the blowing of the diaphone at 8 :00
o'clock A. M. and 5 :00 o'clock P. M. daily, and the Fire Chief explained
that inasmuch as the Fire Department is volunteer, blasts on the
diaphone are the best known means for assemblying the Fire Department
in the event of a fire, and that the blasts referred to are made twice
daily for testing the apparatus and assuring that it is in working
condition.
REPORTS OF OFFICERS & SPECIAL COMITTEES.
The City Attorney reported having had a conference with a Mr• Brown,
underwrriter for the Union Indemnity Company, respecting Policies Nos.
334733 and 334854, insuring the City against loss by reason of the
operation of its motor vehicles, that Mr. Brown felt that the policies,
as worded, were intended to comply with the provisions of laws recently
enacted by the Legislature of the State of California, making cities
responsible for personal injuries or property damage resulting from the
operation of municipally owned motor vehicles, but that his Company
would attach an endorsement to the said policy, stating in substance
that they were intended to cover the liability created by Section 1714
of the Civil Code of the State of California, which relates to the
responsibility of municipalities to persons who sustain any damage by
reason of death or injury to persgn or property as the result of the
negligent operation of motor vehicles of a municipality.
The City Attorney reported having received from the Industrial
Accident Commission of the State of California its finding and award
in the matter of Ethel Violet Ainsworth vs. State Compensation Insurance
Fund and City of E1 Segundo, LA Claim No. 11997, and that said award
recites that the defendants be and they are dismissed and discharged
from liability therein. The City Attorney thereupon filed a copy of
such findings and award with the City Clerk.
The City Engineer stated that the preparation of engineering data
for the improvement of Sepulveda Blvd* would necessitate his employment
of additional help, whereupon it was moved by Councilman Love, seconded
by Councilman Krimmel, that the City Engineer be and he is hereby
authorized to employ one instrument man and one chairman in his
Department, the compensation of such employees not to exceed $8.00 per
day and $6.00 per day respectively. Carried by the following voter
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder.

NEW BUSINESS.
Moved by Councilman Krimmel, seconded by Councilman Gerow, that the
Street Superintendent be and he is hereby directed to cause to be
removed from the roadway of the public street at the Northwest corner
of Loma Vista Street and Grand Avenue, that certain pole which at present
is aaed as an anchor for the electrically lighted El Segundo sign
suspended adjacent to said location. Carried by the following votes
Ayes Councilmen Gerow, Krimmel, Love, Selby and Binder.
Noes: None.
Absent: None.
Moved by Councilman Krimmel, seconded by Councilman Love, that the
Street Superintendent be and he is hereby authorized and instructed to
remove an acacia tree from the South side of Franklin Avenue between
Penn and Sierra Street, and to repair the sidewalk adjacent thereto which
has been damaged by the roots of the tree hereby ordered to be removed.
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder.

Moved by Councilman Gerow, seconded by Councilman Love, that the
purchase of copies of the Codes of General Laws of the State of
California revised to date, and the required number of books of Street
Improvement Laws, be and the same are hereby authorized at a total cost
of not to exceed :30.00. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder.

Absent: None.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Gerow, seconded by Councilman Swimmel, that the meeting
adjourn. Carried.

The City Clerk reported that the City Judge is in need of a new docket
for his Court Room, whereupon it was moved by Councilman Krimmel, seconded
by Councilmen Love, that the City Clerk is hereby authorized to purchase
a docket for the use of the City Judge, at a cost not to exceed 150.00.
Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder.

The Street Superintendent reported that in accordance with previous
direction of the City Council, the pole used as an anchor for the "E1
Segundo" sign at Loma Vista Street and Grand Avenue has been removed from
the roadway of said street; also that the tree has been removed from the
parking in Franklin Avenue between Penn and Sierra Streets, and that the
sidewalk adjacent thereto has been repaired.
The City Engineer reported that progress is being made in the pre-
paration of the data for the improvement of Sepulveda Boulevard within
the City of E1 Segundo; also that an appointment has been made with County
Road Commissioner Jones for Monday, September 30th, 1929, to go into the
matter of County aid in the project.
During the discussion of the matter, the extent of the District to be
assessed for the proposed improvement and the Act to be used in making the
same were given consideration, after which it was moved by Councilman Love,
seconded by Councilman Krimmel, that the City Clerk be and he is hereby
authorized and directed to notify by mail all of the persons owning property
for a distance of one - fourth of a mile on each side of Sepulveda Boulevard,
whose names and addresses he may reasonably be able to procure, to attend a
meeting at the City Hall, October 18th, 1929, at 8:00 o'clock P. M., for
the purpose of discussing which of the several means available are best
suited for use in connection with the proposed improvement of Sepulveda
Boulevard, in order that the City may take advantage of moneys tendered
as an aid to the proposed improvement by other Governmental agencies.

UNFINISHED BUSINESS.
The Superintendent of the Water Department reported that in preparing
the description of that portion of the Dinsmore Estate over which it was
proposed to obtain an easement for a water line, he discovered that the
proposed location is obstructed by a row of eucalyptus tree stumps to such
an extent that the laying of the line would be excessively costly. He
recommended that the location be shifted to the Gough property South of
the location formerly proposed and stated that Dr. Gough, one of the owners
interested in said Estate, had agreed to consider the matter if a form of
the easement required by the City would be presented to him for examination
and meets with his approval.
It was thereupon moved by Councilman Selby, seconded by Councilman
Gerow, that the Superintendent of the Water Department be and he is
hereby authorized and directed to prepare a description of that portion
of the Gough Estat* over which it is desired to obtain an easement for water
line purposes and to submit the data to the City Attorney for the preparation
of the form of easement usually used by the City of E1 Segundo, also that
he furnish the City Attorney the descriptions of any other properties over
which additional easements may be required for water line construction in
connection with the laying of a 10" water main between Arizona Drive and
Inglewood- Redondo Road. Carried by the fbllowing votes
