A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Krimmel, Love, Selby and Binder.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 6th day of September,
1929, were read. No errors or omissions appearing, it was moved by
Councilman Selby, seconded by Councilman Gerow, that the minutes be approved
as read. Carried.
WRITTEN COM',UNICATIONS,
The following communications were read and disposed of as indicated:
SOUTHERN CALIFORNIA EDISON CO., dated September 5th, 1929, requesting
permission to replace a pole on Palm Avenue, between Eucalyptus Drive and
Sheldon Street, for the purpose of rendering service to the premises
situated No. 329 East Palm Avenue. The said application having been
approved by the Street Superintendent, it was moved by Councilman Love,
seconded by Councilman Gerow, that the permission requested be granted,
provided the work is prosecuted and completed to the satisfaction of the
Street Superintendent of the Uity of E1 Segundo. Carried.
ORAL COX6UNICATI0NS.
Mr• C. E. Kenney addressed the Council relative to the benefits to
be derived from the erection of a two faced sign at the junction of the
Coast Boulevard and Coast Highway Nest of the City of E1 Segundo, for the
purpose of directing traffic through the City of El Segundo. Following
discussion, Mr. Kenney was thanked for his suggestion and the matter was
taken under advisement.
REPORTS OF STANDING COIV1+:_'ITTEES.
Councilman Krimmel of the -Public Works Committee, recommended that a
pedestrian lane be located on Grand Avenue at the Alley between Richmond
Street and Vain Street. After several members of the Council and the
Chief of Police had expressed themselves relative to the matter, it was
decided, by general consent, to watch the situation for a period before
taking any definite action thereon.
REPORTS OF OFFICERS AND SPECIAL COMR?ITTEES.
The City Attorney reported having examined the Easement Guarantee of
Title furnished by the Security Title Insurance and Guarantee Company of
Los Angeles, covering portions of Lots 2 and 3, Block 92, E1 Segundo, which
were dedicated to the City for public street purposes, and finding that the
exceptions therein set forth are not inconsistent with any uses to which the
City will put the said land. It was thereupon moved by Councilman Krimmel,
seconded by Councilman Love, that the said Guarantee Certificate, being
No. 53267, and dated the 26th day of August, 1929, be received and filed.
Carried.
The City Attorney also drew the Council's attention to a recent court
decision, holding municipalities liable where, in carrying on street proceedings,
they had designed a plan of improvement, which was in its very nature,
inherently wrong, and which would most likely result in damage to either persons /
or property. He suggested that, while our City had always been very careful
in this regard, they should be ever alert when plans are presented, to
carefully examine the same for possible violations of the rule announced
in said decision.

The Superintendent of the Water Department called attention to the
necessity of constructing a water main from the municipal reservoir site to
the industrial property in the Easterly section of the City of El Segundo,
and to the further necessity of purchasing the pipe and fittings necessary
therefor. He submitted a list of the commodities required, whereupon it
was moved by Councilman Love, seconded by Councilman Krimmel, that the City
Clerk be and he is hereby authorized and directed to advertise for bids in
the manger provided by law, for the following materials, to -wit:

The City Engineer advised of the need for tires and tubes for the motor
vehicle equipment of the Sewer and Street Departments, whereupon it was
moved by Councilman Selby, seconded by Councilman Krimmel, that the purchase
of two tires and tubes at a cost not to exceed $26.00 be and the same is
hereby authorized. Carried by the following votes

The Superintendent of the Water Department advised of his Departments
need of 500 ft. of 3%4" galvanised pipe, together with other miscellaneous
small fittings, the cost of which would not exceed $85.00, and thereafter it
was moved by Councilman Gerow, seconded by Councilman Selby, that the purchase
of 500 ft. of 3/4" galvanized pipe and miscellanous small fittings for use of
the Water Department be and the same is hereby authorized, the total cost
thereof not to exceed $85.00. Carried by the following votes
Ayes: Councilmen Gerow, Krimmel, Love, Selby ant Binder.

The City Engineer informed the Council of the necessity for purchasing a
sewage pump and certain accessories for installation at Sewer Pump House No. 1.
The cost thereof appearing to be too great to permit of the same being purchased
in the open market, it was moved by Councilman Gerow, seconded by Councilman
Selby, that the City Clerk be and he is hereby authorized and directed to
advertise for bids on one 6 x 13 Horizontal Direct Connected Type Sewage
Pump, together with one 15 H.P. 220 volt, 50 cycle, 960 R. P. M., General
Electric or Westinghouse motor or equal; one 15 H.P. 220 volt, 50 cycle,
Westinghouse Auto Starting witch or equal; one General Electric Chain
Operated Float Switch; Type C. R. 2931, or equal.

The Chief of Police advised the Council that the motorcycles of the
Police Department should be replaced with new equipment. Discussion followed,
from which it was determined that the cost of new motorcycles is such that
bids upon the same should be received, whereupon it was moved by Councilman
Love, seconded by Councilman Krimmel, that the City Clerk be and he is hereby
authorized and directed to advertise for bids for the sale of two used
motorcycles of the City of El Segundo, and for the purchase of two new motor-
cycles. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder.
Noes: None.
Absent: None.
No further business appearing to be transacted at this session, it was
moved by Councilman Krimmel, seconded by Councilman Selby, that the meeting
adjourn until Tuesday, the 17th day of September, 1929, at the hour of 4x40
o•clock P. M. Carried.
