1929 OCT 04 CC MINJ 341 El Segundo, California. October 4th, 1929. A regular meeting of the City Council of the City of E1 Segundo, Califo mia, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Love, Selby and Binder. Councilman Absent: Gerow and Krimmel. READING OF MINUTES OF PREVIOUS T!EETINGS. Tne minutes of the regular meeting held on the 27th day of September, 1929, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Selby, that the minutes be approved as read. Carried. The minutes of the adjourned regular meeting held on the 2nd day of October, 1929, were read, without error or omission being noted, and were approved as read upon motion of Councilman Selby, seconded by Councilman Love, which carried. The Chief of Police, reporting respecting his requesting the Automobile Club of Southern California to erect signs at Collingwood Street and Redondo Boulevard, directing traffic destined to the South Beaches through the City of E1 Segundo, which matter was referred to him at the last regular meeting of the Council, stated that signs of the character suggested have already been erected by said Automobile Club. Councilman Krimmel appeared at the meeting at this time, the hour being 7 :27 o'clock P. M. and he immediately took his seat. The City Clerk reported having obtained prices for the tiling of portions of the Rest Rooms in the City Hall, the quotations being as follows: J. L. SMITH, Lomita All White Tile - - - - - - - - - - - - - $253.50 All Colored Tile - - - - - - - - - - -- 305.00 H. J. GRUBE, Inglewood All White Tile - - - - - - - - - - - - - 300.00 All Colored Tile - - - - - - - - - - - - 320.00 Following consideration, it was moved by Councilman Krimmel, seconded by Councilman Love, that the work of tiling the lower portions of the walls in the Rest Rooms of the City Hall, with all white tile of Hermosa Tile 6ompany's make, be awarded to J. L. Smith of Lomita, California, at the total price of $253.50. Carried by the following vote: Ayes: Councilmen Krimmel, Love, Selby and Binder. Noes: None. Absent: Councilman Gerow. J 309 SPECIAL ORDER OF BUSINESS. The hour of 7:30 o'clock P. M. at this meeting having heretofore been set as the time for the receiving of bids for furnishing the City of El Segundo with certain pipe and fittings, with certain sewage pump and equipment and two police motorcycles, all as advertised for according to law, the Mayor announced the hour of 7:29 o'clock P. M. and asked if there were any person or persons present who desired to file bids for furnishing said materials and equipment. The hour of 7:30 o'clock P. M. having arrived and all bids being in, the Mayor announced the reception of bids for furnishing the City of E1 Segundo the materials and equipment before mentioned and as advertised for, closed. It was thereupon moved by Councilman Love, seconded by Councilman grimmel, that the Council proceed to open, examine and publicly declare in the order named, all of the bids received for furnishing the City of E1 Segundo approximately 9300 feet of 10" cast iron pipe and certain fittings; one sewage pump and appurtenances and two police motorcycles, all as previously advertised for by this Council. Carried. The City Clerk announced the receipt of five bids on pipe and fittings, three bids on sewage pump and appurtenances and one bid on police motorcycles. The Council thereupon proceeded to open, examine and publicly declare all of the bids received for furnishing the City of E1 Segundo with certain pipe and fittings as advertised for, which said bids were found by said Council, to be as follows, to -wit: Bid of National Cast Iron Pipe Co. as follows to -wit: "We would be pleased to furnish your requirements as listed below at the following prices F.O.B. trenchside, E1 Segundo, Cal.: 9300' 10" B&S Class 150 /DeLavaud Centrifugal C. Fittings conforming to AWWA specifications, as listed in your notice inviting bids, $100.00 per ton. The above prices are f.o.b. trenchside, E1 Segundo, California. We can make delivery of 12' lengths and fittings at E1 Segundo sixty days after receipt of order. We can make delivery of 18' lengths and fittings at E1 Segundo ninety days after receipt of order. Following consideration and computation of the bids by the Superintendent of the Water Department and his report to the Council respecting the totals of the said bids, it was moved by Councilman Love, seconded by Councilman Krimnel, that Resolution No. 217, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEC =UNDO, CALIFORNIA, AWARDING TO NATIONAL CAST IRON PIPE COTAPANY of Los Angeles, CALIFORNIA, THE CONTRACT FOR FURNISHING SAID CITY WITH CERTAIN CAST IRON PIPE AND FITTINGS, which was read, be adopted. Carried by the following votes Ayes: Councilmen Krimmel, Love, Selby and Binder. Noes: None. Absent: Councilman Gerow. Said bid was found by said Council to be as follows, to -wit: Bid of P. A. Murphy, as follows: "First: To furnish two 1930 model Harley- Davidson motorcycles of seventy four cubic inch displacement equipped with double head lights, one red spot light each, one hundred mile maximum hand sppedometers and B & M sirens, for a total cash price of Seven Hundred and Ninety Dollars ($790.00). Second: To furnish same as above, allowinj; the City of E1 Segundo Two Hundred and Forty Dollars ($240.00) for the two motorcycles now in use, making a cash difference of Five Hundred and Fifty Dollars ($550.00). A. T.LURPHY OF LONG BEACH, CALIFORNIA, THE CONTRACT FOR FURNISHING SAID CITY WITH TWO CERTAIN MOTOR CYCLES FOR THE USE OF THE POLICE DEPARMENT OF SAID CITY, which was read, be adopted. Moved by Councilman Krimmel, seconded by Councilman Love, that the City Clerk be and he is hereby authorized to have the ceiling in the Reception Hall of the living quarters of the Fire Engine Driver, repaired at a total cost of not to exceed $15.00. Carried by the following vote: Councilman Love introduced Ordinance No. 164, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE NO. 134 OF SAID CITY ENTITLED, 'AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING TRAFFIC UPON THE PUBLIC STREETS, AVENUES, ALLEYS AND THOROUGHFARES WITHIN SAID CITY, AND REPEALING ALL ORDINANCES INCONSISTENT THEREWITH', PASSED AND ADOPTED ON THE 17TH DAY OF MAY, A. D. 19270 AS AMENDED, BY AMENDING SECTION 32 THEREOF, which was read. Moved by Councilman Love, seconded by Councilman Krimmel, that the purchase of two 30 x 3-- tires and tubes and one 32 x 4* tire and tube, at a cost not to exceed $45.00, said tires and tubes being for use on certain of the motor vehicle equipment of the City of E1 Segundo, be and the same is hereby authorized. Hutchins, having been delegated by the City Council to attend a meeting of municipal officials to be held at Oakland, California, between October 7th and 11th, 1929, which will necessitate his absence from the City, he announced that during such absence the following named municipal employees will be in charge of the respective municipal departments of the City as follows: J. Morgan - - - - - - - - - Sewer Department It appearing from a communication received this date and filed with the City Clerk, from H. H. Lewis, to the effect that he desired to assign his contract for the purchase of garbage from the City of El Segundo to George Kitahata, and it appearing that the consent to such an assign- ment will subserve the interests of the City of El Segundo, it was moved by Councilman Love, seconded by Councilman Krimmel, that the following resolution be adopted: WHEREAS, H. H. Lewis, present contractor with the City of E1 Segundo,for the purchase and removal of garbage and rubbish within said City kas indicated in his contract with said City dated the 10th day of May, 1929, desires to assign all of his right, title, interest and obligations in and to said contract to George Kitahata; and ,'AREAS, this Council is willing to consent thereto upon the conditions hereinafter set forth; NOW THEREFORE, BE IT RESOLVED: First, that permission is hereby granted said H. H. Lewis to assign all of his right, title, interest and obligations to of said contract to said George Kitahata, provided, however, that nothing herein con- tained shall be construed as relieving said H. H. Lewis from any liability which may have accrmed under said contract up to date of such assignment and provided, further, that such assignee shall consent in writing to said assignment, accept the same, and agree to be bound by each and all of the provisions and requirements of the said contract and on his part to be made, kept and./or performed; and Provided, farther, that said assignee shall furnish a good and sufficient bond in the same amount and similarly conditioned as the existing bond given by said assignor for the faithful performance of .said contract, the form of said bond to be approved by the ity Attorney and the sufficiency thereof to be approved by the 11ayor of said City.
