1929 NOV 15 CC MINJ 345 E1 Segundo, California. Nov. 15th, 1929. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7s00 o•clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by George Love, Mayor. ROLL CALL. Councilmen Present: Gerow, Krimmel, Selby and Love. Councilmen Absents Binder. READING OF MINUTES OF PFZVIOIIS MEETING. The minutes of the regular meeting held on the Sth day of November, 1929, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Krimmel, that the minutes be approved as read.. Carried. WRITTEN COMHUNICATIONS. The following communications were read and disposed of as indicated: LOS ANGELES COUNTY HEALTH DEPARMENT, dated Nov. Sth, 1929, being a report of its activities within the City of E1 Segundo during the month of September, 1929. Ordered filed. ORAL COM4dUNICATIONS. Mr. J. Isen, owner of State Theatre, E1 Segundo, addressed the Council, requesting that it give consideration to the matter of amending Ordinance No. 1659 which now prohibits the distribution of advertising matter within the City of E1 Segundo, so that the Theatre would be permitted to distribute its program from louse to house weekly. Mr. Isen was informed that no such exception could be made in the ordinance and preserve its constitutionality. However, Mr. Isen was informed that the Council would think the matter over and endeavor to work out some other remedy. None. REPORTS OF STANDING CCMTTEES. REPORTS OF OFFICERS AND SPECIAL COMTTEES. The City Clerk reported that Mrs. Helen K. Brock, Asst. Sec•y. of Sawtelle Branch Chamber of Commerce had requested him to endeavor to get a number of persons from E1 Segundo interested in the development of Sepulveda Boulevard to attend a luncheon to be given by the West Los Angeles Branch, Los Angeles Chamber of Commserce, at Noon, Tuesday, November 19th, 1929, at the construction camp of J. G. Donovan do Son at the Sepulveda tunnel under Mulholland Highway. No action taken with respect to this matter. The Clerk announced receipt of a Grsnt of Easement from Fred Daley which will permit the City of E1 Segundo to construct and maintain a water line across the property of the Grantor in Section 7 within the City of E1 Segundo. The form of the Grant having been approved by the City Attorney, it was moved by Councilman Krimmel, seconded by Councilman Selby, that that certain Grant of Easement, dated the 12th day of November, 1929s, and executed by Fred Daley, granting to the City of E1 Segundo a perpetual easement and/or right -of -way for the construction, maintenance and operation of mains and pipe lines for conducting and transporting water for various purposes (all as more specifically set forth in said instrument) in, under and along the following parcel of land, to -wits J 347 The Northerly 12 feet of the Northwest 1/4 of the Northwest 1/4 of the Southeast 1/4 of Section 7, Township 3 South, Range 14 West, S. B.B. and M., being a portion of Rancho Sausal Redondo in the County of Los Angeles, and the real property conveyed thereby, be and the some are hereby accepted on behalf of the City of El Segundo and the City Clerk be and he is hereby directed to cause the instrument to be filed for record in the office of the County Recorder of Los Angeles County, California. Carried by the following votes Ayes: Councilmen Gerow, Krimmel, Selby and Love. Noes: None. Absent: Councilman Binder. The Superintendent of the Water Department advised receipt of a letter dated October 219t, 1929, from the Los Angeles County Health Department, advising that laboratory tests of sample of water taken from the water lines of the municipal water department and from certain water lines of the Standard Oil Company indicate that all of the water is very satisfactory for domestic use. The City Attorney filed with the Council a copy of Decision Noz 21767 of the Railroad Commission of the State of California, Case No. 2688, respecting rates, tolls, rentals, charges, classifications, rules, regulations, contracts and practices or any of them, of Southern California. Telephone Company, the Pacific Telephone & Telegraph Company, sad United States Lang Distance Telephone and Telegraph Company, applicable to the service reddered directly or indirectly by the said Companies to the subscribers of the Southern California Telephone Company and the area served by said company. The City Attorney reported receipt of advises that the Industrial Accident Commission had denied the application of Ethel Ainsworth for a re- hearing in the matter of the death of Claud T. Ainsworth. The City Attorney also reported that in his opinion the State law requiring the registration of contractors does not affect city contracts with unlicensed contractors, or contractors who have failed to comply with the law, The Street Superintendent reported that Pacific Telephone and Telegraph Company had asked for a permit to extend a line across Collingwood Street from the Northerly side of said street to the private road running South into Pickwick Stage Company's property, no poles for this line to be placed on public streets within the City of E1 Segundo. It was thereupon moved by Councilman Selby, seconded by Councilman Krimmmel, that Pacific Telephone & Telegraph Company be and it is hereby granted permission to run its wires across Collingwood Street at a point a little West of Inglewood - Redondo Boulevard, for the purpose of providing telephone service to Pickwick Stage Company located at said point, it being understood that no poles therefor will be set in the public streets of the City of El Segundo. Carried by the following votes Ayes: Councilmen Gerow, Krimmel, Selby and Love. Noes: None. Absent: Councilman Binder. None, UNFINISHED BUSINESS. NEW BUSIISSS. Moved by Councilman Selby, seconded by Councilman Gerow, that the purchase of a test pump and gauge for use of the municipal water department at a cost of not to exceed $25.00, be and the same is hereby authorised. Carried by the following votes J - - 3-4-9 Ayest Councilmen Gerow, Krimmel, Selby and I*ve. Noest None. Absent: Councilman Binder. Moved by Councilmen Krimmel, seconded by Councilman Selby, that the Purchase of a new toiled flush tank for use in the dwelling house occupied by the Water Superintendent be and the same is hereby authorized, the cost thereof not to exceed $15.00. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Selby and Love. Noes: None. Absents Councilman Binder. No farther business appearing to be transacted at this session, it was moved by Councilman Selby, seconded by Councilman Krimmel, that the meeting adjourn* until Monday, the 18th day of November, 1929, at the hour of 11 :30 o'clock A.
