A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7100 o•clock P. M. on the above
date, in the Council Chbmber of the City Hall of said City, by Peter
E. Binder, Mayor.

READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 17th day of May,
1929, were read. No errors or omissions appearing, it was moved by
Councilmen Krimmel, seconded by Councilman Love, that the minutes be
approved as read. Carried.
WRITTEN C OMMICAT IONS.
The following communications were read and disposed of as indicatedt
LOGAN R. COTTON, dated May 23rd, 1929, soliciting employment to
audit the books and accounts of the City of El Segundo for the fiscal
year ending June 30th, 1929s. Ordered filed*
C. J. S. WILLIAMSON, Chairman, Planning and Zoning Committee
of the School of Citizenship and Public Administration Short Course,
to be held at the University of Southern California, June 17th to 21st,
Inc1.1929, asking that this course be brought to the attention of
the members of the City of El Segundo municipal organization who might
be interested in this phase of public work. Ordered filed.
JOHN J. BACKUS, Chairman, Housing Committee of the School of
Citizenship and Public Administration Short Course, to be held at the
University of Southern California, June 17th to 21st, Incl. 1929,
asking that this course be brought to the attention of the members
of the City of E1 Segundo municipal department who might be interested
in this phase of public work. Ordered filed.
A. W. WHELDON, dated May 20th, 1929, requesting relief from
certain accrued assessment penalties in connection with the Street
Opening Proceeding initiated under the provisions of Resolution of
Intention No. 154. Taken under advisement.
STATE COMPENSATION INSURANCE FUND, dated May 22nd, 1929, advising
that afer a full consideration of the record of the case of Co T.
Ainsworth, deceased, said Fand rejects liability for the said death,
and advising further that Mr. Ainsvuorth's widow has been advised of
her right to apply to the Division of Industrial Accidents and Safety
for a hearing should she care to do so. Ordered filed.
HEALTH DEPARTMENT, County of Los Angeles, dated May 23rd, 1929,
reporting the work performed by the Health Department of the County
of Los Angeles, acting as Health Officer for the City of El Segundo,
within said City during the month of April, 1929. Ordered filed.
C. E. KMIN, Mayor, Glendale, dated May 22nd, 19290 advising
that at 10:00 o'clock A. M., June 7th, 1929, in the Court Room of
the Railroad Commission of the State of California, 810 Associated
Realty Building, Los Angeles, the matter of rates, tolls and other
business of the Southern California Telephone Company, Pacific Telephone
& Telegraph Company all United States Long Distance Telephone &
Telegraph Company will 1* considered at a special hearing; that the
matter of telephone rates and tolls is one of very great importance to

all municipalities in Southern California; expressing the hope that the
City Attorney will be authorised to appear and represent the City of El
Segundo at the before mentioned hearing,, and requesting that the Mayor
or some other representative of this City attend a conference to be held
at the Los Angeles Chamber of Commerce Building, June 3rd, 1929, at 6t3O
o•clock P. M., for the purpose of discussing this matter and affecting
an organisation to take concerted action in the interest of the several
municipalities. Ordered filed.

REPORTS OF OFFICERS & SPECIAL CCHMTTEES.
The City Clerk announced receipt of five deeds for use in connection
with the dedication to the City of El Segundo for public street purposes
of the property now forming that private street commonly referred to
as Irene Court. The deeds having been examined and found regular and
satisfactory in all respects, it was moved by Councilman Love, seconded
by Councilman Krimme 1, that the following resolution be adopted:
RESOLVED, that that certain street deed, dated the
10th day of May, 1929, executed by Harold Weatherfield and
Thelma Weatherfield, husband and wife, and Mae D. Lewis,
a widow, conveying to the City of E1 Segundo for public
street purposes the Northerly 15.03 feet of the Southerly
113.33 feet of the Easterly 67.00 feet of Lot 2, Block 92,
Also that certain street deed, dated the 6th day of
May, 1929, executed by W. W. Phillips and Irene Phillips,
husband end wife, as joint tenants, conveying to the City
of E1 Segundo for public street purposes the Northerly 29.90
feet of the Southerly 128.20 feet of Lot 3, Block 92;
Also that certain street deed, dated the 6th day of
May, 1929, executed by Irene Phillips and W. W. Phillips,
wife and husband, as joint tenants, conveying to the City
of El Segundo for public street purposes the Northerly 15.03
feet of the Southerly 113.33 feet of the Westerly 67.03 feet
of Lot 2, Block 92;
Also that certain street deed, dated the 20th day of
April, 19291, executed by George A. Fund and Gertrude A- Lund,
husband and wife, conveying to the City of E1 Segundo for
public street purposes the Northerly 14.87 feet of the
Southerly 128.20 feet of Lot 2, Block 92;
Also that certain street deed, dated the 21st day of
May, 1929, executed by Earnest Weatherfield and Zydia S.
Weatherfield, husband and wife, as joint tenants, conveying
to the City of E1 Segundo for public street purposes the
Northerly 15.03 feet of the Southerly 113.33 feet of the
Easterly 67.00 feet of Lot 3, Block 92; all of the above
property being a part of El Segundo Sheet No. 4, in the
City of E1 Segundo, County of Los Angeles, State of California,
as per map recorded in Book 20, Page 24 of Maps, Records of
Los Angeles County, California; and the property conveyed thereby,
be and the same are hereby accepted on behalf of the City of
E1 Segundo; and
BE IT FURTHER RESOLVED, that the City Clerk of the City
of El Segundo is hereby authorized to axis=a affix to said
deeds his certificate showing the acceptance of said deeds
and the property conveyed thereby by the said City, and to
cause the said instruments to be filed for record in the office
of the County Recorder of Los Angeles County, California.

The City Engineer made a verbal report to the Council respecting his
attendance at the meeting of the Boulder Dam Association held at Long
Beach, California, May 18th, 1929.
The City Attorney presented a rough draft of an ordinance prohibiting
certain methods of advertising within the City of El Segundo, which had
been prepared by his office. The subject was discussed and action in
the matter deferred.
Councilman Krimmel reported that he had made an inspection of the
municipal dwelling house occupied by the Water Superintendent, and that,
in his opinion, while the said dwelling is being renovated, the kitchen
thereof should be replastered. following discussion and consideration,
it was moved by Councilman Krimmel, seconded by Councilman Selby, that
in addition to funds heretofore appropriated, the am of not to exceed
$30.00 be and the same is hereby authorized to be expended in plastering
and painting the walls and ceiling of the kitchen of that certain dwelling
house owned by the City of E1 Segundo and occupied by the Superintendent
of the Water Department of said City. Carried by the following votes
Ayes: Councilman Gerow, Krimmel, Love, Selby and Binder.

Absent: None.
Moved by Councilman Love, seconded by Councilman Gerow, that the
purchase of a 14 gale wood water heater for installation and use in that
certain dwelling house owned by the City of El Segundo and occupied by
the Superintendent of the Water Department of said City, at a cost not
to exceed $25.00, be sad the same is hereby authorized. Carried by the
following vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder.

Moved by Councilmen Love, seconded by Councilman Gerow, that the
demands be allowed and warrants drawn on and paid out of the General

The matter of the auditing of the records and accounts of the City
of El Segundo for the fiscal year ending June 30th, 1929, was Given
consideration, after which it was moved by Councilman Krimmel, seconded
by Councilman Love, that the following resolution be adopted:
RESOLVED, that L. R. Cotton be and he is hereby awarded
the contract for auditing all of the books and records of
accounts of the various offices of the City of El Segundo
for the fiscal year ending June 30th, 1929, at the price
set forth in his bid or proposal therefor filed with this
Council this date, to -wit: $250.00; it being understood

that said audit shall embrace a thowough and complete
check of the books and records of the City Clerk, the
City Treasurer, City Judge, the Municipal Water Department,
the Police and Building Departments of said City, and a
report as to the accountability of each, and shall
include also the making of all necessary journal and
ledger adjusting and closing entries, and the compilation
of the Annual Report required to be filed with the State
Controll er; and
BE IT FURTHER RESOLVED, that said audit shall be com-
pleted on or before the 30th day of August, 1929.
Said resolution was adopted by the following votes
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder.

It appearing that the duties and responsibilities devolving upon R.
T. Hutchins, Street Superintendent of the City of El Segundo, are such
that the best interests of the Street Department of the City of El
Segundo will be subserved by the appointment of an Assistant Street
Superintendent, and it appearing further that a present employee of the
City of El Segundo is qualified to fill the said office acceptably, it
was moved by Councilman Love, seconded by Councilman Krimmel, that the
following resolution be adopted:
RESOLVED, that the office of Assistant Street
Superintendent of the City of El Segundo be and the same
is hereby created; that the appointee to said office shall
perform such duties as may be imposed upon him by ordinances
or resolutions of the City Council of the City of El
Segundo and such as are usually incident to the office
of Assistant Street Superintendent, at all times, however,
under the supervision and direction of the Street Superin-
tendent of said City, and subject to such specific in-
stractions as said Street Superintendent may from time to
time issue; and
BE IT FURTHER RESOLVED, that J. A. MacDonald be and
he is hereby appointed to the said office of Assistant Street
Superintendent of the City of E1 Segundo, to assume the duties
of his office on the 3rd day of June, 1929, and to hold said
office at the pleasure of and until the farther order of the
City Council of said City; and
BE IT FURTHER RESOLVED, that said appointee shall receive
as compensation in full for all services performed by him as
such Assistant Street Superintendent of the City of E1
Segundo the sum of $175.00 per month, which said compensation
shall be payable monthly as other monthly municipal salaries
are paid.
Said resolution was adopted by the following votes
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder.
Noes: None.
Absent: None.
No further business appearing to be transacted at this meeting,
it was moved by Councilman Love, seconded by Councilman Selby, that the
meeting adjourn. Carried.
