A regular meeting of the City Council of the City of E1 Segundo, California,
was called to order at 7 :00 o'clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Love, Selby and Binder.
Councilmen Absent: Krimmel,
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 10th day of May, 1929,
were read. No errors or omissions appearing, it was moved by Councilman
Gerow, seconded by Councilman Love, that the minutes be approved as read.
Carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
BOULDER DAM ASSOCIATION, being an announcement of the 6th Annual
Meeting of said Association at the Chamber of Commerce, Long Beach,
Saturday, May 18th, 1929, at 10:00 A. M. Moved by Councilman Love,
seconded by Councilman Gerow, that R. T. Hutchins be authorized to
attend said meeting as a representative of the City of E1 Segundo, aped
to file his demand for his necessary expenses in connection therewith.
Carried by the following vote:
Ayes: Councilmen Gerow, Love, Selby and Binder.
Noes: None.
Absent: Councilman Krimmel.
J. F. McCULLOUGH, dated May 17th, 1929, complaining of the public
nuisance created by the promiscuous distribution of advertising
matter throughout the City and urging the adoption of an ordinance
prohibiting the distribution of advertising literature except handbills,
which might advise the public of an emergency, such as a funeral, public
meeting, church meeting, etc., permission to distriftte which might be
given at the discretion of.some municipal officer. Brief discussion
followed, and the Attorney agreed to prepare an ordinance which he would
present for the consideration of the Council.
PETITION OF A. C. MOORHEAD, and others, dated May 16th, 1929, re-
questing permission to construct a 4 ft. sidewalk on the West side of
Loma Vista Street, between Holly and Pine Avenues. Moved by Councilman
Love, seconded by Councilman Gerow, that the property owners on the
West side of Loma Vista Street, between Holly and Pine Avenues, be and
they are hereby granted permission to construct sidewalks in front of
their respective properties, in accordance with specifications therefor,
heretofore adopted by this Council, provided sa&A work is prosecuted
and completed to the satisfaction of the Street Superintendent of the City
of E1 Segundo, it being further understood that such sidewalk will be
located in accordance with grades to be established by the City Engineer
of the City of E1 Segundo, stakes for which said City Engineer is hereby
authorized to set. Carried by the following vote:

A. R. GUNK, dated May 10th, 1929, being his resignation as Street
Superintendent of the pity of El Segundo, to take effect May 19th, 19299
or at the convenience of the Council. Moved by Councilman Love, seconded
by Councilman Selby, that the resignation of A. R. Gunn as Street
Superintendent of the City of El Segundo, be and the some to hereby
accepted, same to become effective as of midnight, the 19th day of Mat,
1929. Carried by the following votes

J. L. BREWER, dated May 10th, 1929, soliciting renewal of the
incandescent lamp contract between the City of E1 Segundo and himself,
which expires May 28th, 1929. Taken under advisement.
FAULKNER, OAKES & FAULKNER, Municipal and County Experts, dated May
10th 1929, being a bid for the annual audit of the books and records of
the 6ity of E1 Segundo, for the year ending June 30th, 19299 Ordered
filed.
C. J. RAMBO & CO., dated May 8th, 1929, submitting a proposition to
audit the books and records of the City of E1 Segundo for the fiscal year
ending June 30th, 1929. Ordered filed.
MIiEBY E. OLSEN, Director, University of Southern California, School
of Citizenship and Public Administration, dated May 9th, 19290 attached
to which were copies of the University*s latest announcement respecting
its Public Administration Short Course, to be held at the University of
Southern California, June 10th - 21st, inclusive, 1929, and inquiring as
to the umber of officials of the City of El Segundo who will attend.
Following consideration, it was moved by Councilman Gerow, seconded by
Councilman Selby that memberships in the School of Citizenship and Public
Administration at the University of Southern California, to be held June
10th - 21st, inclusive, 1929, be purchased for Officer Cummings and City
Clerk McCarthy, at the fee of $15.00 each, and that these municipal
officers be authorized to attend the said University between the said dates,
and to file their demands for their usual and necessary expenses in
connection therewith. Carried by the following vote:

BEND. F. PEARSON, Chairman, Juvenile Welfare Committee, dated April
29th, 1929, recommending this City s participation in the School of Public
Administration to be held at the University of Southern California during
June, 1929. Ordered filed.
R. Q. STONE, Chairman, Municipal Chemistry and Testing Committee, re-
questing that the course on Municipal Chemistry and Testing of the School
of Citizenship and Public Administration Short Course, to be held at the
University of Southern California, June 19th - 21st, 1929, be called to the
attention of the employees of the City of E1 Segundo, who might be interested,

ORAL CaMNICATIONS.
Mr, W. W. Thompson of the E1 Segundo Herald, addressed the Council relative
to a booklet, advertising the City of E1 Segundo, which the B1 Segundo Herald
will prepare and distribute during the Conventions of the Shriners and Elks
Club, to be held in Los Angeles in the very near future, and requesting that
this City purchase advertising space therein.
Following consideration, it was moved by Councilman Gerow, seconded by
Councilman Selby, that the following resolution be adopted:
WHEREAS, it appears that there is about to be published in
the City of E1 Segundo California, a brochure, setting forth
the advantages of the 6ity of El Segundo, California, with reference
to industries and homes; and
WHEREAS, said brochure is to be used for the purpose of
promoting the said City of E1 Segundo and the prosperity of the
inhabitants thereof; and
WHEREAS, this Council has not expended up to date hereof
the sum of 5% of the property tax for the current fi =cal year
and there are, therefore, monies available for promotion purposes
as provided by law; and

WHEREAS, this Council deems that the interests of said
City and of the inhabitants thereof would be promoted by
the inclusion in said brochure of certain descriptive data
and photographs, indicative of the growth of said City and
of the various departments thereof, and the service rendered
by said municipality to its citizens;
NOW THEREFORE, BE IT RESOLVED, that the City of E1 Segundo
subscribe for and does hereby subscribe for four pages (being
the two center pages and the pages immediately adjoining same),
at the price of $50.00 per page; that said pages shall contain
such municipal advertising copy as may be approved by the City
Council of said City on behalf of said City and payment shall be
made for said space upon regular demand therefor, to be audited
in the usual way at the first regular meeting of the City Council
of said City after delivery to said City of sixty -four copies
of said brochure; and
BE IT FURTHER RESOLVED, that this order is placed under the
following terms, conditions and representations:
let. That said booklet shall be of a character,
grade and type at least as good as the pamphlet
of the Hollywood Stake Herald submitted to
this Council this date and filed with the City
Clerk for future reference;
2nd. That said brochure shall be of a size at least
8 -1%2" x 11" and shall contain at least 40 pages;
3rd. That at least 10,000 copies thereof shall be
printed and made conveniently available for
free public distribution to all who may reasonably
apply therefor until such supply of 10,000 copies
may be exhausted.
Said resolution was adopted by the following votes

REPORTS OF STANDING COMMITTEES.

REPORTS OF OFFICERS & SPECIAL COM6IIITTEES.
The Chief of Police announced the appointment of Co Newmire as a
Special Police Officer and requested that this appointment be approved;
whereupon it was moved by Councilman Gerow, seconded by Councilman Love,
that the appointment of Co Newmire as a Special Police Officer be and the
same is hereby approved. Carried.
The City Engineer reported that the waterproofing of the South
wall of the Brady Building had been completed.
The Superintendent of the Water Department reported receipt of a,
communication from the County Health Department, which advised that a
recent test of the water of the municipal water department of the City of
E1 Segundo indicates that the said water is of good quality.
The City Attorney reported having had a conference with officers
of the Title Insurance & Trust Company respecting its policies of title
insurance issued to municipalities; that these policies are written on
a basis of $12.50 per parcel per $1000.00 of insurance and that if higher
limits of indemnity are desired, an additional charge of $2.50 per thousand
is made.
The City Attorney filed a written opinion, prepared by Attorney
Lester Luce of his office, upholding the said City Attorney's previously
expressed opinion that City Councils have no authority in law for the
cancellation of taxes against the property of war veterans, which is being
purchased under contract from the Veterans Welfare Board of the State of
California.
The superintendent of the Water Department advised that he had
received several bids for renovating the dwelling house owned by the
City and occupied by himself, which said bids he quoted. After con-
sideration of the same, it was moved by Councilman Gerow, seconded by
Councilman Love, that Chergo & Condo be and they are hereby awarded the
work of stuccoing the exterior of the dwelling house occupied by the
Water Superintendent, and the garage used in connection therewith, as
well as the interior of the living room and dining room in said dwelling
house, the tota36=cost of such work not to exceed $288.00. Carried by the
following votes

UNFINISHED BUSINESS.
Moved by Councilman Gerow, seconded by Councilman Selby, that
Ordinance No. 159, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
AMENDING ORDINANCE NO. 90 OF SAID CITY, ENTITLED, "AN
ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
REGULATING THE COLLECTION AND DISPOSAL OF GARBAGE AND
RCi ISH AND THE ACCETMULATION OF MANURE WITHIN SAID
CITY; PRESCRIBING PENALTIES FOR THE VIOLATION THEREOF,
AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES
IN CONFLICT THEREWITH ", ADOPTED ON THE 2ND DAY OF
JANUARY, 1923, BY AMENDING SECTIONS 1 AND 4 THEREOF,
which was introduced and read at a regular meeting of the Council held
on the 10th day of May, 1929, and reread at this meeting, be adopted.

NEW BUSINESS.
At this point, the hour being 8 :20 o'clock P. M., a recess of five
minutes was declared. At the hour of 8 :25 o'clock P. M., the Council
reconvened, all members of the Council being present except Councilman
Krimmel.
Attention of the Council was called to the fact that it will be
necessary, in view of certain pending proceedings, to appoint a successor
to Mr. Gunn as Street Superintendent of the City of E1 Segundo, Discussion
was then had with reference to a successor, and it appearing, under
conditions as the same exist in the City of E1 Segundo at this time, that
the City Engineer, ]firs R. T. Hutchins, could perform the functions and
occupy the office of street Superintendent in addition to his other duties,
it was thereupon moved by Councilman Love, seconded by Councilman Selby,
that the following resolution be adopted:
RESOLVED, that R. To Hutchins (present City Engineer of
the City of E1 Segundo, California) be and he is hereby
appointed to the office of Street Superintendent of the City
of El Segundo, California, to assume the duties of his
said office as such Superintendent of Streets on the 19th
day of May, 1929, at midnight, and to hold said office at
the pleasure of and until the further order of the City
Council of said City] and
BE IT FURTHER RESOLVED, that said official shall
perform the duties usually incident to the office of
Street Superintendent and such additional duties as the
City Council of said City may hereafter in any manner
Indicate; and
BE IT FURTHER RESOLVED, that said R. T. Hutchins
shall receive -as compensation in fall for all services
performed by him as such Street Superintendent, the sum
of $20.00 per month, payable monthly as other City salaries
are paid, until the farther order of the City Council of
said City; and
BE IT FURTHER RESOLVED, that the compensation heretofore
fixed for said R. T. Hutchins as Supervisor of the Street
Department of the City of El Segundo shall be terminated as
of the date of his taking office as Street Superintendent
as hereinabove set forth, and his sole compensation for
services rendered in or to the Street Department of the City
of El Segundo shall be the sum of $20.00 per month as said
Street Superintendent, as hereinabove indicated.
Said resolution was adopted by the following votes

No further business appearing to be transacted at this meeting,
it was moved by Councilman Gerow, seconded by Councilman Love, that the
