1929 MAR 01 CC MINd �51 El Segundo, California. March 1st, 1929. A regular meeting of the City Council of the City of El Segundo, California, was called to order at 7 :00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Birder, Mayor. ROLL CALL. Councilmen Present: Gerow, Krimmel, Love, Selb.-T and Binder. Councilmen Absents Nome. READING OF M.IETUTES OF PREVIOUS MEETING. adjourned The minutes of the/regular meeting held on the 21st day of February, 1929, were read. No errors or omissions appearing, it was moved by Councilman Gerow, seconded by Councilman Krimmel, that the minutes be approved as read. Carried. WRITTEN C0185MICATIONS. The following communications were read and disposed of as indicatedt E "ORELAND AIRCRAFT, INC., dated February 25th, 1929, asking that as soon as casvenient the City arrange to construct a water line to the property of said Company on Collingwood Street, betwesA_ Arizona Drive and Inglewood — Redondo Road, as contract for the erection of its building has been let and same will be completed in approximately 40 days. Following request of the Superintendent of the Water Department that he be penuitted to provide the service, it was moved by Councilman Love, seconded by Councilman Krimmel, that the Superintendent of the Water Department be and he is hereby autliorized to lay a 2" galvanized iron water main along a portion of Arizona Drive and a portion of Collingwood Street, to provide water service at the Northwest quarter of Section 7 within the City of El Segundo. Carried by the following vote: Ayes: Cottincilmen Gerow, Krimmel, Love, Selby and Binder. Noes: None. Absent: None. ORAL COTATUNICATIONS. Major Shindler and Mr. Hahneman addressed the Council relative to the desirability of expediting proceeding's in the Sepulveda Boulevard matter. REPORTS OF STANDING COMMITTEES. Councilman Gerow of the Public Works Committee, stated that residents in the vicinity ofrRanklin Avenue and Penn Street had complained of storm waters standing in low spots in that vicinity, and by general consent the matter was referred to the City Engineer to be remedied. REPORTS OF OFFICERS & SPECIAL C001ITTEES. The City Attorney reported that his office had conferred with Mr. B. R. Creer of Security Trust & Savings Bank relative to obtaining an easement for public street purposes over a portion of the Fisher Subdivision as a new portion of Mariposa Avenue, and of having been advised that the Chief Engineer of the Pittsbur€ Plate Glass Company, which has an option on the said property, is in Los Angeles at the present time and that the status of the matter should be determined in the very near fature. The City Attorney reported also with respect to the opening of Mariposa Avenue from Arizona Drive Easterly, that 14r. Milliken, the attorney representing the Dinsmore Estate, was reluctant to advise his clients to grant an easement to the City of El Segundo for public street J 7:1 Purposes over said property until he had been € iven some assannce that said property will not be assessed for improvements which may be constructed therein, and that further conferences in this connection will be necessary. The City - 'ngineer reported that R. P. Radich & Company had begun the construction of a sewer line in Oak Avenue, between ITain Street and Virginia Street, and that he was at this time handinc to the City Attorney a draft of a Resolution of Intention for the construction of sidewalks and curbs in said street between said points. The City Clerk reported that Mrs. C. P. riallory had telephoned him this date, advising that 17r. C. P. l:allory is out of the City of Los Angeles, for which reason he had not responded to the Clerk's letter of February 11th, advising him that unless the conditions recited in that certain resolution of the City Council adopted February 1st, 1929, were complied with on or before 7:15 o'clock P. M., March let, 1929, the authorized sale of the property would be rescinded, and had asked that an extension of one week be granted. The Council, feeling that sufficient time had been given Mr. C. P. Mallory for the performance of the things required of him in the matter of his purchase of certain real property of the City of El Segundo, as per an award of the City Council of the said City, made August 17th, 1928, it was moved by Councilman Gerow, seconded by Councilman Love, that the action of this Council taken February 1st, 1929, respecting the sale to C. P. Kallory of certain municipal real property, described in that certain resolution of the City Council adopted February let, 1929, and of record at Page J -43 of the minutes of the proceedings of said Council, be and the same is hereby ratified and approved, and the said sale is hereby rescinded and made void and the City Clerk is hereby directed to refund to C. P. Mallory the deposits made by him as directed in the said resolution. Carried by the following votes Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder. Noes: None. Absent: None. UNFINISHED BUSINESS. Moved by Councilman Love, seconded by Councilman Krimmel, that Ordinance No. 156, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, PROHIBITING THE ESTABLISHIENT, OR CARRYING ON WITHIN THE BOUNDARIES OF A CERTAIN PORTION OF SAID CITY OF CERTAIN BUSINESSES, INDUSTRIES, TRADES AND CALLINCS HEREIIT DECLAFED AND DETIM, 11INED TO BE NUISANCES, OBNOXIOUS APID DANGEROUS TO H vIAN BEINGS, which was introduced and read at a regular meeting of this Council held on the 15th day of February, 1929, and reread at this meeting, be adopted. Councilman Krimmel introduced Ordinance No. 157, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE N0. 29 OF SAID CITY, ENTITLED, "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING THE MAKING, OARRYING, KEEPING, POSSESSING, SELLING AND DISCHARGING OF CERTAIN WEAPONS AND DEVICES", PASSED AND ADOPTED ON THE 26TH DAY OF DECEN.FBER, 1917, which was read• Moved by Councilman Krimmel, seconded by Councilman Selby, that miscellaneous supplies for the Park Department be purchased at a sum not exceeding $13.00.
