1929 JUN 28 CC MINJ 201 E1 Segundo, California. June 28th, 1929. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by the City Clerk, the Mayor being absent. Councilman Gerow was unanimously chosen Mayor pro -tem, and he immediately assumed the duties of the Mayor. ROLL CALL. Councilmen Present: Krimmel, Love, Selby and Gerow. Councilman Absent: Binder. READING OF MINUTES OF PREVIOUS R7EETING. The minutes of the regular meeting held on the 21st day of June, 1929 were read. No errors or omissions appearing, it was moved by Councilman Krimmel, seconded by Councilman Love, that the minutes be approved as read. Carried. 7,'RITTEN C0W-.WTICATIONS. The following communications were read and disposed of as indicated: ALBERT J. SULLIVAN, dated June 25th, 1929, requesting an extension of sixty days time from June 27th, 1929, for the completion of his contract for the work or improvement of a portion of Oak Avenue from Main Street to Virginia Street within the City of E1 Segundo under Resolution of Intention No. 210 of the City Council of said City. It was thereupon moved by Councilman Krimmel, seconded by Councilman Love, that Albert J. SAllivan be and he is hereby granted a sixty day extension of time in which to complete the work contemplated under his contract with the City of El Segundo dated the 28th day of May, 1929, for the work or improvement of a portion of Oak Avenue from Main Street to Virginia Street, within the said City. Carried by the following vote: Ayes: Councilmen Krimmel, Love, Selby and Gerow. Noes: None. Absent: ,Councilman Binder. LOD�A E. HASLA ", Pastor, El Segundo Foursquare Gospel Lighthouse, requesting permission to erect and use for g)spel services for a period of six weeks, on Lots 4 and 5 of Block 42, within the City of E1 Segundo, a tent 40 x 60 ft. Moved by Councilman Krimmel, seconded by Councilman Love, that this permission be granted. Carried. TAY DEERI11G, Executive Secretary, Parks and Beaches Association, dated June 26th, 1929, inviting attendance at a conference on State and Regional planning for recreation, to be held at San Diego, California, Monday, July lst, 1929. Ordered filed. J. L. POKIFROv, Los Angeles County Health Officer, dated June 25th, 1929, asking that contract for the services of the County Health Department as Health Officer of the City of El Segundo, be renewed. The said form submitted having been approved as to form by the City Attorney, and the Council feeling, after discussion, that the price charged by the County `, of Los Angeles for performing the functions of Health Officer for the City of E1 Segundo is reasonable, and that the City of E1 Segundo could not obtain so extensive or satisfactory service in any other manner for such moderate cost, it was moved by Councilman Love, seconded by Councilman Krimmel, that the lv "layor of the City of El Segundo and the City Clerk thereof, be and they are hereby authorized to execut=, on behalf of the City-of E1 Segundo, as of the 1st day of July, 1929, that certain agreement between the City of E1 Segundo and the County of Los Angeles, for the performance of all of the functions relating to public health within the City of E1 Segundo, for the period of one year beginning on the before mentioned L_ J:203 date, by the said Health Department of Los Angeles County, at the sum of $1000.00 per annum, which said sum shall be paid semi - annually, as provided in said contract. Carried by the following vote: Ayes: Councilmen Krimmel, Love, Selby and Iierow.. Noes: None. Absent: Councilman Binder. ORAL CO1%TJNICATIONS. Mr. C. V. Loop, who previously addressed the Council relative to certain street opening, widening and improvement proceedings, presented a map of his proposed plan, which he left for the examination and consideration of the Council. Jesse Simmons, Editor, E1 Segundo Herald, gave a resume' of the progress being made by the E1 Segundo Herald in the preparation and publication of its official booklet advertising E1 Segundo, stating that additional financial help will be necessary in order to insure the high class publication it is the Herald's intention to produce. By general consent the matter was taken under advisement. REPORTS OF OFFICERS AND SPECIAL COMMITTEES, The City Clerk advised that because errors had been made in the descriptions of certain properties intended to be conveyed to the City of E1 Segundo for public street purposes, in the deed of Ernest G. Butt and Olive M. Butt, dated April 30th, 1928, and in the deed of - Talter A. Rudd and Addie Hudd, dated May 10th, 1928, the properties of other owners have been affected, and that in order to induce one of the Title Insurance Compan.es to write a title insurance policy covering certain property in Lot 9, Block 98, belonging to one Walter Hyde, it appeared to be necessary for the City to quitclaim whatever interest in the property of said Walter Hyde had been erroneously deeded to the City. Following discussion, it was moved by Councilman Selby, seconded by Councilman Krimmel, that the following resolution be adopted: WHEREAS, Ernest G. Butt and Olive 14. Butt, did under date of April 30th, 1928, make execute and deliver to the City of El Segundo, California, their certain grant deed, conveying to the said City a perpetual easement and right -of -way for a public street, in, over, upon and across that certain piece or parcel of land situated, lying and being in the City of E1 Segundo, County of Los Angeles, State of California, described as follows, to -wit: The Easterly 25.03 feet of the Southerly forty -six feet of the Northerly one hundred fifty -nine feet of Lot 9, Block 98, as shown upon E1 Segundo Sheet No. 3, and recorded in Map Book 20, Pages 22 and 23 of Maps, Records of Los Angeles County, California, on file in the office of the County Recorder of said County, which said dedd was on the 1st day of August, 1928, duly recorded in the office of the County Recorder of Los Angeles County, California, in Book 7191, at Page 243, of the official records of said County; and WHEREAS, Walter A. Hudd and Addie Hudd, his wife, did under date of May 10th, 1928, make, execute and deliver to the City of El Segundo, California, their certain grant deed, conveying to the said City a perpetual easement and right-of-way for a public street, in, over, upon and across that certain piece or paceel of land situated, lying and being in the City of E1 Segundo, County of Los Angeles, State of California, described as follows, to -wit: J 26-5- The Easterly 25.03 feet of the Southerly forty -six feet of the Northerly one hundred thirteen feet of Lot 9, Block 98, as shown upon E1 Segundo Sheet No. 3 and recorded in Map Book 20, Pages 22 and 23 of Ylap s, Records of Los Angeles County, California, on file in the office of the County Recorder of said County, which said deed was on the let day of August, 1928, duly recorded in the office of the County Recorder of Los Angeles County, Califo mia, in Book 7149, at Page 266, of the official records of said County; and WHEREAS, the execution and delivery of the said in- struments and each of them was error in this that, the properties therein described are not the properties nor either of them the property upon which it was proposed to grant to said City an easement therein referred to; and WHEREAS, said City accepted said instruments and each of them through error; and WHEREAS, all parties, including said City, now desire to correct said mutual error and to that end said City desires to quitclaim its interests in the properties above described unto the owners thereof of record; NOW THEREFORE, BE IT RESOLVED, that the Mayor of said City be and he is hereby authorized and instructed on behalf of the City of El Segundo, California, and in its name to make, execute and deliver unto the owners of said real property first hereinabove described ski a quitclaim deed, quitclaiming unto such owners all of the rights, privileges, title, interest and easements acquired by said City under said deed first above mentioned, and that the City Clerk of said City is hereby authorized to sign and attest said deed and to cause same to be delivered on behalf of said City; and BE IT FURTHER RESOLVED, that the Mayor of said City be and he is hereby authorized and instructed on behalf of the City of El Segundo, Califomia, and in its name to make, execute and deliver unto the owners of said real property secondly hereinabove described a quitclaim deed, quitclaiming unto such owners all of the rights, privileges, title, interest and easments acquired by said City under said deed secondly above mentioned, and that the City Clerk of said City is hereby authorized to sign and attest said deed and to cause same to be delivered on behalf of said City. Said resolution was adopted by the following vote: Ayes: Councilmen Krimmel, Love, Selby and Gerow. Noes: None. Absent: Councilman Binder. The Fire Chief announced that extra firemen would be on duty on the date of July 4th, 1929, The Street Superintendent reported that Mr. Terwilliger, District Supervisor of the streets of Los Angeles in this district, informed him that the City of Los Angeles could not contribute anything toward the improvement of Collingwood Street between Inglewood- Redondo Road and Main Street. The City Attorney reported his attendance at the hearing before the Division of Industrial Accidents and Safety of the State of Califo rnia concerning the Ainsworth case had before Referee Laird, with Attorneys Flynn and Musto representing State Compensation Insurance Hand, relating briefly what took place and stating that the case had been submitted to the Commission for its decision. The Street Superintendent stated that it had been the intention of the Standard Oil Company to oil the bank on the South side of E1 Segundo Avenue adjoining its property, but that one of its engineers had questioned whether or not the City might prefer to have said bank covered with mosst instead. After discussing the matter briefly, by general consent it was decided that the moss should be planted. Moved by Councilman Love, seconded by Councilmen Krimmel, that the purchase of eight tires and tubes for use of various municipal departments, at a cost not to exceed 370.00, be and the same is hereby authorized. Carried by the following vote: Ayes: Councilmen Krimmel, Love, Selby and Gerow. Noes: None. Absent: Councilman Binder. Moved by Councilman Love, seconded by Councilman Selby, that between the dates July 1st, 1929 and October 1st, 1929, K. E. Campbell be transferred from the Street Department to the Police Department, to serve in the capacity of relief police officer between said dates, during the vacations of the regular police officers, and shall be compensated for such services at the rate of 0160.00 per month, which said compensation shall be paid semi - monthly as other municipal employees of the City of E1 Segundo. Carried by the following vote: Ayes.- Councilmen Krimmel, Love, Selby and Gerow. Noes: None. Absent: Councilman Binder. Moved by Councilman Krimmel, seconded by CouncilmanSelby, that C. K. McConnell, Fire Chief, be and he is hereby authorized to atteild the Fire Chieftt Convention, to be held at Vancouver, B. C., and to file his demand against the City of E1 Segundo for his actual and necessary expenses in connection therewith. Carried by the following vote: Ayes: Councilmen Krimmel, Love, Selby and Gerow. Noes: None. Absent: Councilman Binder. No further business appearing to be transacted at this session, it was moved by Councilman Krimmel, seconded by Councilman Love, that the meeting adjourn until Monday, July 1st, 1929, at 4:15 o'clock P.
