June 7th, 1929.
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by Peter
E. Binder, Mayor.
ROLL CALL.
Councilmen Presents Gerow, Krimnel and Binder.
Councilmen Absent: Love and Selby.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 31st day of May,
1929, were read.. No errors or omissions appearing, it was moved by
Councilman Gerow, seconded by Councilman Krimmel, that the minutes
be approved as read. Carried.
WRITTEN CCW-UNICATIONS.
The following communications were read and disposed of as indicated;
PACIFIC TELEPHONE & TELEGRAPH CO., being its application to set
four poles and one anchor on the West side of the alley East of Penn
Street, between El Segundo Avenue and Franklin Avenue. The matter
having been investigated and approved by the Street Superintendent, it
was moved by Councilman Krimmel, seconded by Councilman Gerow, that
said Company be granted permission to place said construction in
accordance with its application therefor, provided the said work is
prosecuted and completed to the satisfaction of the Street Superintendent
of the City of El Segundo. Carried,
J. L. POMEROY, Los Angeles County Health Officer, dated June
4th, 1929, respecting rabies among dogs of this district, and recommending
the establishment of a quarantine in accordance with the provisions of
Ordinance No. 95 of the City of El Segundo. It was thereupon moved by
Councilman Krimmel, seconded by Councilman Gerow, that this Council
recommends that the suggestion of the County Health Officer contained in
his letter of June 4th, filed with this Council this date, respecting
establishment of a quarantine against dogs within the City of E1 Segundo,
be approved and placed in effect immediately, and that the Health
Officer be empowered to take appropriate action so to do, giving due
notice thereof in the local press. Carried.
STATE COMPENSATION INSURANCE FUND, dated May 31st, 1929, advising
that Mrs. Ethel Ainsworth has filed, with the Division of Industrial
Accidents and Safety, an application for the adjustment of claim alleged
to have arisen out of industrial injury sustained by her husband., Claud
Ainsworth, which resulted in his death, while employed by the City of
E1 Segundo, and that it will be unnecessary for the City to take any
steps in the matter unless advised further by the said-Fund.
The City Attorney at this point likewise advised receiving notice
of hearing to be had in the above mentioned matter at 1Ot30 A. M., June
26th, 1929, following which it was moved by Councilman Gerow, seconded
by Councilman Krimnel, that the City Attorney of the City of E1 Segundo
be and he is hereby authorized and instructed to attend the hearing in
Case No. 651605, before the division of Industrial Accidents and Safety,
as counsel for and representative of the City of El Segundo, fbr the
purpose of protecting the City's interest in said matter. Carried.
GEORGE HJELTE, Chairman, Recreation and Parks Section, of the
School of Citizenship and Public Administration Short Course, of the
University of Southern California, to be held June 17th to 21st, 1929s,
requesting the attention of the members of the City of E1 Segundo

municipal organization be called to the subject matter of this section
and that they be urged to attend. Ordered filed.
BESSIE CHAMBERLAIN, Chairman, City Clerkship Administration
Section, of the School of Citizenship and Public Administration Short
Course, of the University of Southern California, to be held June
17th to 21st, 1929, requesting that the attention of the members of
the City of E1 Segundo municipal organization be called to this section
and that they be urged to attend. Ordered filed.
EMERY E. OLSON, Director, University of Southern California,
dated May 29th, 1929, calling attention to the School of Citizenship
and Public Administration Short Course of the University of Southern
California, to be held June 17th to 21st, 1929, and urging that as
many as possible of the officials of the City of El Segundo attend
said Bourse. Ordered filed.
EL PORTO IMPROVEMENT ASSOCIATION, dated May 27th, 1929,
requesting the City Council of the City of El Segundo io give consideration
to the matter of annexation of E1 Porto District, and setting forth
various reasons therefor. Ordered filed.

REPORTS OF OFFICERS & SPECIAL COMMITTEES.
The Superintendent of the Water Department requested authority
to purchase certain equipment, following which it was moved by Councilman
Krimmel, seconded by Councilman Gerow, that the purchase of one dozen
No. 2 round pointed shovels, and fifteen 3/4" Worthington Meters, for
use of the Water Department, be and the same is hereby authorized, at
a cost not to exceed $150.00. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, and Binder.
Noes: None.
Absent: Love and Selby.
The City Attorney reported attendance at a hearing before the
Railroad Commission of the State of California, in the matter of Case
No. 2688, which is an investigation into the telephone situation in
Southern California; that the he..ring appeared to be one to determine
what rates should be charged by Southern California Telephone & Telegraph
Company, and whether or not the rates in effect are burdensome to
present users. He explained in detail his observations at the hearing
and agreed to keep the Council informed as the hearing progresses.
UNFINISHED BUSINESS.
Moved by Councilman Gerow, seconded by Councilman Krimmel,
that Ordinance No. 160, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
REGULATING THE DISTRIBUTION OF HANDBILLS AND OTHER
PAMPHLETS, NOTICES AND ADVERTISEMENTS, AND THE
POSTING OF STICKERS OR OTHER PLACARDS OR NOTICES
WITHIN SAID CITY, AND REPEALING ALL DRDINANCES AND
PARTS OF ORDINANCES IN CONFLICT THEREWITH,
which was introduced and read at a regular meeting of the City Council
held on the 31st day of May, 1929, and reread at this meeting, be
adopted. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel and Binder.
Noes: None.
Absent: Councilmen Love and Selby.

NEW BUSINESS.
The City Engineer then presented to the Council the Assessment Diagram
for the improvement of a portion of Oak Avenue, under Resolution of
Intention No. 210, said diagram being numbered M 290606. After
examination of said diagram, it was moved by Councilman Krimmel, seconded
by Councilman Gerow, that the following resolution be adopteds
RESOLVED, that the Assessment Diagram for the
improvement of a portion of Oak Avenue, under Resolution
of Intention No. 210 of the /City Council of the City of
El Segundo, California, said diagram being numbered
M 290606, is satisfactory to this Council in all
particulars, and the same is hereby approved by this
Council, and the City Clerk is hereby authorized and
directed to endorse the approval of this Council upon
said Assessment Diagram.

No further business appearing to be transacted at this meeting, it
was moved by Councilman Krimmel, seconded by Councilman Gerow, that the
