July 19th, 1929.
A regular meeting of the City Council of the City of E1 Segundo, California,
was called to order at 7 :00 o'clock P. M. on the above date in the Council
Chamber of the City Hall of said City by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Krimmel, Love, Selby and Binder.
Councilmen Absent: None.
WRITTEN, C=,'UNICATIONS.
The following communications were read and disposed of as indicatedt
MAYOR, CITY OF CLEVELAND, dated July 12th, 1929, advising of the holding
of National Air Races and an Aeronautical Exposition at Cleveland, Ohio,
from August 24th to September 2nd, 1929, and expressing the belief that
it would be fitting for this City to be represented in the pageant by the
entry of a float or otherwise. Ordered filed.
BURETS, l "CDONNELL, SMITH EYGINEERING CO., dated July 11th, 1929, tendering
its services to make a study of local electric lighting and power conditions.
Ordered filed.
H. IT. FLICK, dated July 19th, 1929, being his resignation as assistant
Building Inspector and assistant Engineer, and requesting that he be
granted his vacation prior to the effective date of said resignation.
Moved by Councilman Krimmel, seconded by Councilman Gerow, that H. M.
Flick be and he is hereby granted his customary, annual 2 weeks vacation,
beginning August 5th, 1929, and that his resignation as assistant Building
Inspector and Assistant Engineer of the City of E1 Segundo be accepted,
effective as of midnight August 18th, 1929.

ORAL COTWUNICATIONS.
IM. 0. C. DVIY, owner and operator of E1 Segundo Transit Company which
holds a franchise to operate buses within and between the City of E1 Segundo
and the City of Inglewood, addressed the Council for purpose of obtaining
its consent and approval of a change in the route for the operation of
the buses within the City of E1 Segundo. The Council having discussed and
considered the matter at length, it was moved by Councilman Selby, seconded
by Councilman Krimmel, that the following resolution be adoptedt
V7HEREAS, E1 Segundo Transit Company has applied to
this Council for its consent to a change in the routing of the
buses of said Company while operating within the City of E1
Segundo and proposes a new routing which in the opinion of
this Council will serve a considerably larger number of
residents of the City of E1 Segundo; will provide a service
for the new industrial district in process of development in
the north easterly part of the City of E1 Segundo, and will
afford a more direct service to Mines Field, adjoining said
industrial district; will eliminate one extremely hazardous*
grade crossing and will afford a useful and desirable intra-
City service not heretofore provided;
NO`•1V THEr'iEFORE, BE IT RESOLVED: The City Council of
the City of E1 Segundo does hereby consent to and approve of
the re- routing of the buses of, said E1 Segundo Transit Company
and does hereby grant permission to route the same as
follows, to- wit: Outbound, from Terminus Grand Avenue and
Richmond Street easterly on Grand Avenue to Main Street;
northerly on Main Street to Collin,--wood Street; thence east-
erly on Collin wood Street to Inglewood Redondo Road.
Inbound, westerly on Collingwood Street from Inglewood
Redondo Road to Main Street; southerly on Main Street to
Pine Avenue; westerly on Pine Avenue to Concord Street;
southerly on Concord Street to Grand Avenue; thence east-
erly on Grand Avenue to the before mentioned Terminus.
The foregoing resolution was adopted by the following vote:
Ayes: Councilman Gerow, Krimmel, Selby, Love and Binder.
Noes: None.
Absent: None.
IM. GAID, representing the Dinsmore Estate and Mr. Lake, representing
the Gaugh. Estate, each addressed the Council relative to dedicating certain
rights of way for street purposes through section 7 of the City of
El Segundo, adjoining their respective properties as an extention of
Mariposa Avenue from Arizona Drive to Inglewood Redondo Road, stating
that if they did so they would expect some assurance that they would not
be subject to assessments for the improvement fo the proposed right of
way. The Council agreed to take the matter under advisement and to advise
the gentlemen when they might again be present for a conference.
2M,e F. G. DAVIS and delegation from El Porto district addressed the
Council relative to the annexation of said district to the City of El Segundo
and the likelihood of this City furnishing the said district with water.
The Council believing the matter one which should be submitted to the
Electors of the City of E1 Segundo for a decision, the delegation retired
with the understanding that they might renew negotiations some time in the
future.

The City Clerk reported that the Health Officer had requested the
Council's consent to an extension of the dog quarantine for a period of
forty days following the termination of the existing quarantine, by reason
of the outbreak of a new case of Rabies in the City during the week.
Moved by Councilman Frimmel, seconded by Councilman Selby that the extension
of the Rabies quarantine on dogs for a period of forty days from and
after tre termination of the existing quarantine, as ordered by the Health
Officer of the City of E1 Segundo, be and the same is hereby approved.
Carried.

Moved by Councilman Gerow, seconded by Councilman Selby that the purchase
of 500 feet 4 inch pipe, meter Darts and other supplies for the Water
Department of the City of El Segundo, be and the same is hereby authorized at
a cost not to exceed X125.00.
Carried by following vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder.

Yoved by Councilman. Love, seconded by Councilman Gerow that the following'
resolution be adopted:
RESOLVED, that R. R. Douglas, be and he is hereby
appointed to the office of Assistant ErFineer of the City of El Seg-
undo, to assume the duties of ]-,is said office July 22nd', 1929.
Said apoointee shall be compensated for all services rendered
the City of E1 Segundo from and after said date and until the
further order of this Council at the rate of ''175 per month,
which said c)--_Densation shall be paid r.-onthly as other mun-
icipal employees compensated on a monthly basis are paid.
In addition thereto and beginning August 5th, 1929 the said
em -,014e shall be compensated for the i.-,-se of his personal
automobile in the discha.re of his official duties at the
rate of °'15 per month, which said compensation_ shall likewise
be paid monthly.
As assistant Engineer of the City of El Segazndo the
said appointee shall be under t_e direct supervision and con-
trol of the City Engineer of the City of E1 Segundo, and in
addition to performing such Engineering tasks as may be ass -
igned to him, shall perform such other and additional duties
asthe said City Engineer or this C=-_cil may from time to
time designate.

Moved by Councilman Love, seconded by Coucilman Selby, that the following;
resolution be adopted:
RESOLVED, that R. T. Hutchins, be and he is hereby granted
permission to take his customary, annual 2 weeks vacation
beginning July 22nd, 1929, this action amending and super-
seding a previous act of this Council adopting a vacation

schedule and which set forth a different date for the vacation
of the said R. T. Hutchins; and
BE IT FURT R EESOLVED, that during the said vacation
H. Y. Flick shall be in chwrEe of the Engineering and Building
Department, J. A. Ci-mings shall be in charge of the Police
Department, I. N. Sumner:'shall be'in charge of the Water Dep-
artment, and J. A. McDonald shall be in charge of the Street
Department.
The said resolution was adopted by the following votes
