1929 JUL 12 CC MINJ 2x El Segundo, California. July 12th, 1929. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7:00 o'clock P. Y. on the above date, in the Council Chamber of the City ?call of said City, by the City Clerk, the 1"ayor being absent. Councilman Selby was unanimously chosen Mayor pro -tem and he immediately assumed the duties of the Itayor. ROLL CALL, Councilmen Present: Krimmel, Love and Selby. Councilmen Absent: Binder and Gero w. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 5th day of July, 1929, were read, without error or omission being noted, and were approved as read upon motion of Councilman Krimmel, seconded by Councilman Love, which carried. WRITTEN C00.11UNICATIONS. The following communications were read and disposed of as indicated: SOUTHERN CALIFORNIA EDISON CO., dated July 8th, 1929, requesting permission to set three 40 foot poles on Hillcrest Avenue, between Oak Avenue and Palm Avenue. The said application, having been approved by the Street Superintendent, it was moved by Councilman Love, seconded by Councilman Krimmel, that the permission prayed for be granted. Carried. PETITION OF EL SEGUNDO CONSTRUCTION CO. and others, dated July 12th, 1929, requesting the improvement of Penn Street between Mariposa Avenue and Pine Avenue, and contributing $217.82 toward the cost of said improvement. Yoved by Councilman Love, seconded by Councilman Krimmel, that the following resolution be adopted: WHEREAS, it appears that certain residents and property owners of the City of E1 Segundo are willing to pay certain moneys in the sum of :217.82 into the Treasury of the City of E1 Segundo, Calif- ornia and into the General Fund thereof, for the purpose of causing certain street improvements within said City to be made; and WHEREAS, said sum has been deposited with the City Clerk of said City with instructions to pay the same into said General Fund upon the adoption of the following: NOW THEREFORE, BE IT RESOLVED: That the Street Superintendent be and he is hereby authorized and in- structed to cause the portion of that certain public street within the City of E1 Segundo, known as Penn Street, lying and being between Mariposa Avenue and Pine Avenue, to be improved by the construction therein of the following improvement, to- wit: Macadam Veneer Paving. Said resolution was adopted by the following vote: Ayes: Councilmen Krimmel, Love and Selby. Noes: None. Absent: Councilmen Binder and Gerow. ORAL CCQ12M. TICATIONS. F. G. Davis, E1 Porto, addressed the Council relative to the matter of the annexation to the City of E1 Segundo of that portion of J221 County territory lying Southerly of the City of E1 Segundo and known as E1 Porto District, and of the ability of the City of E1 Segundo to furnish said District with water. The Council suggested it pre- ferred to discuss the matter at a meeting when all the Council members are present, consequently no action was taken at this meeting and Mr. Davis agreed to attend a future meeting. REPORTS OF OFFICERS & SPECIAL COMMITTEES. The City Clerk reported that Mr. Glen Bigler, residing on Arena Street, between Mariposa Avenue and Oak Avenue, had complained of the condition of the roadway of said street, and following discussion, it was by general consent determined that the Street Superintendent should perform such work in said street as will place the same in a safe condition. UNFINISHED BUSINESS. Councilman Love introduced Ordinance No. 161, entitledt AN•ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE N0, 31 OF SAID CITY, ENTITLEDt "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING THE CONSTRUCTION, ALTERATION, REPAIRING, DEMOLISHING AND MAINTAINING OF BUILDINGS AND OTHER STRUCTURES WITHIN SAID CITY, PROVIDING FOR THE CON- DEMNATION OF BUILDINGS AND OTHER STRUCTURES DANGEROUS TO PROPERTY, LIFE OR LIMB, AND FIXING AND DETERMINING FIRE LIMITS IN AND FOR SAID CITY," ADOPTED ON THE 20TH DAY OF FEBRUARY, 1918, AS AMENDED TO DATE, BY AMENDING SECTION I THEREOF, which was read. Moved by Councilman Love, seconded by Councilman Krimmel, that the following resolution be adopted: WHEREAS, on the 28th day of June, 1929, this Council passed its resolution authorizing the execution and delivery to Walter A. Hudd and Addie Budd, his wife, and to Ernest G. Butt and Olive M. Butt, his wife, of quitclaim deeds, quitclaiming unto such persons all of the rights, privileges, title, interest and easements acquired by said City in certain real property through certain instruments, all as enumerated and set forth in the resolution hereinabove referred to; and 107MS, it appears that said resolution does not correctly state the facts; NOW THEREFORE, BE IT RESOLVED, that the said resolution, which is of record in the minutes of the proceedings of this Council at Pages J -203 and 205, be and the same is hereby rescinded. Carried by the following votes Ayes: Councilmen Krimmel, Love and Selby. Noes., None. Absentt Councilmen Binder and Gerow. Mayor Binder appeared at the meeting at this time, the hour being 7.,55 o'clock P. M. and he immediately assumed the duties of the Mayor, Councilman Selby thereafter ceasing to act as Mayor protem. Moved by Councilman Love,, seconded by Councilman Krimmel, that the following resolution be adoptedt WHEREAS, ".alter A. Hudd and Addie Hudd, his wife, did under date of May 10th, 1928, make, execute and deliver to the City of El Segundo, California, their certain grant deed, conveying to the said City a perpetual easement and right -of -:ray for a public street 'T2'23 in, over, upon and across that certain piece or parcel of land situated, lying and being in the City of E1 Segundo, County of Los Angeles, State of California, described as follows, to -wit: The Easterly 25.03 feet of the Southerly 46 feet of the Northerly 113 feet of Lot 9, Block 98, as shown upon E1 Segundo Sheet No. 3, and recorded in Yap Book 20, Pages 22 and 23 of maps, Records of Los Angeles County, California, on file in the office of the County Recorder of said County, which said deed was on the 1st day of :august, 1928, duly recorded in the office of the County Recorder of Los 2xgeles Coun!-y, California, in Book 7149, at Page 266 of the official records of said County; and !`7HEREAS, the execution and delivery of the said instrument was in error in this, that the property therein described is not the property upon which it was proposed to grant to said City an easement therein referred to; and 'F1Hu"BEAS, said City accepted said instrument through error; and WTAREAS, all parties, including- said City, now desire to correct said mutual error and to that end said City desires to quitclaim its interest in the property above described unto the owners thereof of record; Ngff THEREFORE, BE IT RESOLVED, that the Ijayor of said City be and he is hereby authorized and instructed on behalf of the City of El Segundo, California, and in its name to make, execute and deliver unto the owners of said real property hereinabove described, a quitclaim deed, quitclaiming unto such owners all of the rights, privileges, title, interest and easements acquired by said City under said deed above mentioned, and that the City Clerk of said City is hereby authorized to sign and attest said deed and to cause same to be delivered on behalf of said City. Said resolution was adopted by the following vote: Ayes: Councilmen Krimmel, Love, Selby and Binder. Noes: None. Absent-' Councilman Gerow. Moved by Councilman Love, seconded by Councilman Krimmel, that the purchase of a lawn edger for use of the Parks Department, at a cost not to exceed •n12.50 be and the same is hereby authorized. Carried by the following vote: Ayes: Councilmen Krimmel, Love, Selby and Binder. Noes: None. Absent: Councilman Gerow. Yoved by Councilman Selby, seconded by Councilman Krimmel, that C. K. McConnell be and he is hereby granted his customary annual two weeks vaea.tion beginning July 20th, 1929. Carried by the following vote: 'T 225 Discussion was then had with reference to advertising and promoting the City of El Segundo, California. `!'his discussion was developed when mention was made respecting the prominence which certain Southern California cities had achieved of late in various celebrations in the Southland. Specific mention was made of the municipal band of the City of Redondo Beach appearing in the Elks Convention parade which was had during the immediate week in the City of Los Angeles. It appeared to be the consensus of the Council members that something should be done by the City of E1 Segundo toward advertising the name of the City of E1 Segundo more broadly and in a favorable manner. After said discussion, it was moved by Councilman Love, seconded by Councilman Krimmel, and unanimously carried, that the following resolution be adopted: RESOLVED, that the City Clerk is hereby authorized and instructed to investigate the cost to the City of E1 Segundo of procuring the services of a band, which could either be known under the name of "E1 Segundo Municipal Band", or which could give concerts to be advertised as sponsored by said City, or in some manner to bring the name of the City of E1 Segundo before the public attending concerts given by such band under such auspices. That the said Clerk is particularly requested to communicate with the persons in charge of the Redondo Beach Municipal Band, ascertaining whether or not such band would be available for use by the City of E1 Segundo upon occasions to give a program or programs advertising said City, and any other data which might appear pertinent or appropriate, and report the same to this Council at the next regular meeting thereof. No further business appearing to be transacted at this session, it was moved by Councilman Selby, seconded by Councilman Love, that the meeting adjourn until Tuesday, the 16th day of July, 1929, at the hour of 4:15 o'clock P.
