A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7 :00 o'clock, P.Y, on the above date in the Council Chamber of the City Hall of said City by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Love, Krimmel, Gerow and Binder. Councilmen Absent: Selby. READING OF THE A,1.1INUTES OF PREVIOUS ,'!FETING. The minutes of the regular meeting held January 18, 1929, were read. No errors or omissions appearing, it was moved by Councilman Gerow, seconded By Council- man Love, that the minutes be approved as read. Carried. WRITTEN CO)CITI'ICATIONS. The following communication was read and disposed of as indicated: BOULDER DAM ASSOCIATION dated January 18, 1929, attached to which was a copy of the Boulder Dam Bill, and which advised the Council that it would be more completely informed in the not distant future. Ordered filed. ORAL C0124UNICATIONS. None. REPORTS OF STANDING COIX- ITTEES. None. REPORTS OF OFFICERS AND SPECIAL COIA ITTEES. The City Clerk informed the Council that Lodge #435 N.O.O.F. had requested that the janitor's closet in the lobby of the City Hall Auditorium be assigned to its use as a storage place for their regalia. Following consideration and discussion the Council by general consent determined that the closet in question could not be surrendered conveniently by the janitor, but that if the Lodge desired to construct its own closet, space would be alloted for the sane. The City Clerk advised that certain property owners had expressed their desire to have Acacia Avenue improved from Bonita Vista Avenue to a point west of Hillcrest Avenue where the grading of said street terminates. Moved by Councilman Krimmel, seconded by Councilman Love that the Street Supt* be and bi is hereby authorized and directed to prepare an estimate of the cost of constructing a Macadam Veneered Paving in Acacia Avenue from Bonita Vista Avenue to a point west of Hillcrest Avenue where the grading of said Acacia Avenue terminates, and to furnish said estimate to the City Clerk who is thereupon authorized and directed to prepare in the usual form acceptable to this Council, a petition calling for the improvement of said Acacia Avenue between said points. Carried. The City Engineer reported that certain parts of the "Little Wonder" Air Compressor used in connection with the heating apparatus of the City Hall are very badly worn and that in his opinion repairs to the Air Compressor would be less economical than the purchase of a new compressor which may be had at a cost not to exceed $27.50 Following consideration, it was moved by Councilman Love, seconded by Councilman Krimmel that the purchase of a "Curtis" Compressor at a cost not to exceed $27.50 for use in connection with the heating apparatus in the City Hall be and the same is hereby authorized. Carried by the following vote. Ayea: Councilman Love, Kimmel, Gerow, Surkk and Binder Nays: None. Absent: Councilman Selby. Councilman Selby appeared at the meeting at this time, the hour being 7:28 o'clock, P.M, and he immediately took his seat. J 2-7 SPECIAL ORDER OF BUSINESS. The hour of 7230 o'clook, P.M, at this meeting having heretofore been fixed as the time and place for the receiving of bids for the construction of a wire fence around certain property of the Municipal Pater Works at Lomita St. and Grand Ave., the Mayor announced the fact and stated that the hour of 7 :29 o'olock P.M, had arrived, and that if any person or persons present in the Council Chamber desired to file bids for the doing of said work they should do so immediately. The hour of 7:30 o'clock, P.M. having arrived, and all bids being in, the Mayor announced the receiving of bids for furnishing the material and constructing a certain woven wire fence around the reservoir located at Lomita St. and Grand Ave. in the City of E1 Segundo closed. The City Clerk thereupon announced that five bids had been received. It then was moved by Councilman Gerow, seconded by Councilman Love that the Council proceed to open, examine and publicly declare all of the bids received for furnishing the material and constructing a woven wire fence around the reservoir located at Lomita St. and Grand Ave. in the City of E1 Segundo. The Board then proceeded to open, examine and publicly declare all the bids received for furnishing said material and doing the said work which said bids were found by the Board to be as follows. to wits Bid of AMERICAN FENCE AND CONSTRUCTION CO. After consideration of all of the said bids, it was moved by Council- man Gerow, seconded by Councilman Love that Resolution No.R08, entitled: A RESOLUTION OF THE CITY OF EL SEGUNDO, CALIFORNIA, AWARDING TO ANDERSON FENCE COMPANY OF LOS ANGELES, CALIFORNIA, THE CONTRACT FOR CONSTRUCTING AND COMPLETEING A CERTAIN WOVEN WIRE FENCE AROUND THE RESERVOIR LOCATED AT LOMITA STREET AND GRAND AVENUE IN SAID CITYp which was read, be adopted. The said Resolution was carried by the following vote, to wits Ayes: Councilman Gerow, Krimmel, Love, Selby and Binder. Noes: None. Absent: None. The City Attorney reported that "after further conference with Attorney Milliken representing the heirs of the Dinsmore Estate, respecting an easement to the City of E1 Segundo for the opening of Mariposa Avenue easterly from Arizona Drive, that Mr. Millikan states that the property is now under lease to the Richfield Oil Company and that he has endeavored to get the said Oil Company's consent to the grant of the easement desired by the City. The City Attorney reported also that Mr. Creer of the Trust Department of the Los Angeles First National Trust and Savings Bank advises that all of the Fisher subdivision within the City of E1 Segundo is under option to the Pittsburg Plate Glass Company, and that until the expiration of said option sometime in February, nothing can be done concerning the opening of Mariposa Avenue through said subdivision. However, by general consent, the City Engineer was instructed to furnish the City Attorney the legal description of that portion of the said Fisher subdivision which will be required in the opening or extension of Mariposa Avenue so that he can proceed as previously explained to the Council in the event that said Pittsburg Plate Glass Co. fails to exercise its option. Moved by Councilman Krimmel, seconded by Councilman Gerow that the purchase and installation of a galvanized iron water tank on the tandem roller be and the sane is hereby authorized, cost not to exceed (32.25 Carried by the following vote. Moved by Councilman Gerow, seconded by Councilman Love that the Shpt`of.tlhs Water Dept. be authorized to lay a 2" galvanized iron water main in Loma Vista Street, from Grand Ave. to Holly Ave. at a cost not to exceed $299.00 such line to provide service in lieu of the service at present provided by a rivited pipe line. Fire Chief McConnell expressed a desire to experiment with several types of Fire Sirens for the purpose of determining whether or not a Siren should be purchased by the City and used as an auxiliary to the diaphone signal apparatus. By general consent the Council agreed to the proposed demonstration. Moved by Councilman Krimmel, seconded by Councilman Love that the following Resolution be adopted, M oro7e WHEREAS representitives of the Coach Company have interviewed this Council respecting its proposal to apply to the Railroad Commission of the State of California for a franchise to establish and operate a Motor Passenger service between the cities of Santa Monica and San Diego in the State of California over and along the Coast Highway between said points, and WHEREAS this Council feels that the operation ofa Motor Passenger service as herein before referred to will add materially to the benefit and conven- ience of the citizens of the communities through which it is proposed to operate said passenger service, NOW THEREFORE, BE IT RESOLVED that this C uncil does hereby approve the said proposed Motor Passenger service of said MoT �e Coach Company over and along the Coast Highway between the cities of Santa Monica and Sah Diego, and does hereby commend to the Railroad Commission ofMthe State of California its favorable consideration of the application of said Coach Cotppany herein before referred to. Councilman Krimmel moved the adoption of Resolution No. 209, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, ADOPTING A SCHEDULE OF RATES FOR WATER AND CERTAIN RULES AND REGULATIONS WITH REFERENCE TO THE SERVICE OF WATER WITHIN THE SAID CITY FROM THE MUNICIPAL WATER WORKS DEPARTMENT THEREOF, AND REPEALING ALL PREVIOUS RESOLUTIONS IN CONFLICT THEREWITH. which was read.
