California, was called to order at 6 :30 o'clock P. MI. on the above
date in the Council Chamber of the City Hall of said City, by Peter
E. Binder, Mayor. The City Clerk being absent, the Mayor appointed
Councilman Love as City Clerk pro tem.

Councilmen Absent: Selby.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 15th day of Fa'br'd*ry,
1929, were read. No errors or omissions appearing, it was moved by
Councilman Love, seconded by Councilman Krimmel, that the minutes be
approved as read. Carried.
WRIT, TEN COIZIUNICAT IONS.
The following communications were read and disposed of as indicated:
COUNTY OF LOS ANGELES, DEPARTMENT OF HEALTH, being a report of the
activities of said Department within the City of El Segundo for the
month of January, 1929. Ordered filed.
CHARLES W. LYON, State Senator, dated February 18th, 1929,
acknowledging receipt of resolution of the City Council respecting
the County Unit plan. Ordered filed.
GEORGE W. ROCHESTER, Assemblyman, dated February 19th, 1929,
advising that consideration would be given resolution of the City
Council respecting County Unit Plan. Ordered filed.

REPORTS OF OFFICERS & SPECIAL COIDAITTEES.
The City Engineer advised having had a conference with Mr. Cortelyou
of the State HighwWy Commission relative to proposed right-of-way of
Sepulveda Boulevard throiW-h the City of El Segundo and that Mr. Cortelyou
had verbally approved map of said proposed right -of -way as prepared by
said City Engineer; that fair. Cortelyou advised he would get in touch
with proper officials relative to tying in of Sepulveda Boulevard at
the Nortberly City limits of El Segundo, and that a 66 foot right -of -way
in front of the General Chemical Company's plant within the City of
E1 Segundo would be agreeable to the State at the present time.
UNFINISHED BUSINESS.
Respecting the form of contract for the purchase of gasoline
submitted to this Council at its last regular meeting, the term of
which the City Clerk was directed to have changed from three years to
one year, the Clerk reported having conferred with representatives of
said Standard Oil Company and of said Company's consent to changing the
term of said proposed contract from three years to one year, and of
said Company's filing of a form of contract covering the purchase of
gasoline by said City for the period of one year only as requested.
After examination of the same and consideration of the matter, it was
moved by Councilman Krimmel, seconded by Councilman Love, that the
following resolution be adopted:
191HEREAS, on the 9th day of March, 1928, the City Council
of the City of El Segundo, California, authorized the execution
of a contract between said City and Standard Oil Company of
California for the purchase of gasoline by said City from said
Company, the term of which contract was for one year beginning;
the 15th day of Burch, 1928, and ending the 14th day of March,
1929; and
WHEREAS, Standard Oil Company has requested the City of El
Segundo to cancel said contract, and has submitted for approval
and execution by the City of a new contract for the purchase
of gasoline for a period of twelve months beginnir4c, February
19th, 1929, at a price considerably less than the price stated
In the contract first hereinbefore mentioned; and
WHEREAS, said last mentioned contract has been approved as
to form by the City Attorney of the City of El Segundo, and
this Council feels that the action hereinafter taken is
financially advantageous to the City of El Segundo by reason
of the lower price at v&ich gasoline will be sold to the City
of E1 Segundo;
NOW THEREFORE, BE IT RESOLVED, that that certain contract
dated at E1 Segundo, California, the 16th day of Mar h, 1928,
between the Standard Oil Company of California, a cuoration,
and the City of El Segundo, a municipal corporation, be and the
same is hereby cancelled, and the Mayor of the City of E'1
Segundo be and he is hereby authorized to execute, on behalf of
said City, a new contract with said Company for the purchase of
gasoline, for the period of one year beginning; February 19th,
1929, and the City Clerk of said City is hereby directed to
attest the same and to affix the City seal thereto.
Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love and Binder.
Noes: None.
Absent: Councilman Selby.
Councilman Selby appeared at the meeting at this time, the hour
being 6:58 o'clock P. Y. and immediately took his seat.
Respecting the request of the Committee on Sewage and Trade Waste
Disposal of the League of California Municipalities, filed with this
Council, February 8th, 1929, requesting the adoption of a resolution
supporting Senate Bill No. 692, now pending before the Legislature of the
State of California, which matter was taken under advisement on said date,
the C16rk.reported that Mr. W. T. Knowlton, Sanitary Engineer of the City
of Los Angeles, had made a personal urgent request that action be taken
immediately by this Council, whereupon &fter consideration, it was moved by
Councilman Love, seconded by Councilman Krimmel, that the following
resolution be adopted:
WHEREAS, California cities, towns and sanitary
districts are being faced with problems of disposing of
their sewage and industrial wastes under peculiar seasonal
and climatic conditions which complicate the problems or
make them unique, thus rendering inapplicable or of doubtful
value methods and standards developed elsewhere; and
ME REAS, these pressing problems are of vital concern
to all communities, large and small, and their separate
investigations would involve, in some cases, prohibitive
expense and in many castes, wasteful duplication of money and
effort; and
'T?"'R`:AS, the State is the logical agency to undertake
the solution of common problems, particularly those affecting
the health of its citizens;
NOW THE=FOM, BE IT P-l'SOLVED, that the City Council of
the City of E1 Segundo does hereby endorse and approve the
action of the Lea�-ue of California Municipalities, taken at its
last meeting, requesting the appropriation by the State of not
less than X65,000.00, for the establishment and maintenance during
the next biennium of the proper and necessary facilities for

investigations and research in methods of sewage and wastes
disposal and treatment, nd this Council does hereby respect-
fully ur -e the legislature of the State of California to
adopt suitable legislation to accomplish these purposes; and
BE IT FURTHPR RESOLVED, that the members of the Legislature
from the district in which this City is situated, are hereby
requested to lend special efforts to the furtherance of the
purposes herein expressed and the adoption of the necessary
legislation to accomplish the same; and
BE IT FURTHER RESOLVED, that the City Clerk be and he is
hereby directed to transmit certified copies of this resolution
to the Honorable C. C. Young, Governor of the State of California,
tb Hon. Charles W. Lyon, Senator and Hon. Walter J. Little,
Assemblyman, our representatives at the Legislature, and to
the League of California 14)micipalities, at No. 706 Chancery
Building, San Francisco, California.
Said resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder.
Noes: None.
Absent: gone.
