A regular meeting of the City Council of the City of E1 Segundo, California,
was called to order at 7:00 o'clock P. 1% on the above date, in the Council
Chamber of the City Hall of said City, by George Love, Mayor.
ROLL CALL,
Councilmen Present: Krimmel, Selby and Love.
Councilmen Absent: Binder ;=i Gerow.
READING OF MINUTES OF PREVIOUS I!EETING.
The minutes of the regular meeting held on the 20th day of December,
1929, were read. No errors or omissions appearing;, it was moved by Councilman
Krimmel, seconded by Councilman Selby, that the minutes be approved as read.
Carried.
WRITTEN COII NICATIONS.
The following communications were read and disposed of as indicated:
MAYOR, CITY OF GLENDALE, dated December 21st, 1929, extending an
invitation to the citizens of El Segundo to visit the City o_" Glendale,
January 2nd and 3rd, 1930, on which days open house to all of Southern
California will be held by the City of Glendale, their new public buildings
and municipal enterprizes being open to public inspection on these days.

PACIFIC TELEPHONE & TELEGRAPH COMPANY, dated December 21st, 1929,
being an application to construct a pole line in Duley Road North of E1
Segundo Aven-ze. The said application having been approved by the Street
Superintendent, it was moved by Councilman Selby, seconded by Councilman
Krimmel, that Pacific Telephone & Telegraph Company be and it is hereby
granted permission to construct a pole line on the West side of Duley Road North
of E1 Segundo Avenue, in accordance with its application therefor and its
sketch No. JO 191469 attached to said application, provided said work is
prosecuted and completed to the satisfaction of the Street Superintendent
of the City of E1 Segundo. Carried.

ORAL COMFJNICATIONS.
REPORTS OF STA1DING C01,21ITTEES.
Councilman Krimmel of the Public Works Committee reported having
investigated the request of Mr. E. MunFer that the City do certain grading
in Sheldon Street and in Walnut Avenue adjacent to Lot 1 of Block 100,
and Lots 1 and 3, of Tract 2757, and that his recommendation is unfavorable,
as in his opinion, the grading required at this location is not greater than
that other property owners have been required to do in other locations, in
order to construct sidewalks and curbs.
Councilman Krimmel of the Public `corks Committee stated also that
he had Liven some study to traffic conditions on Richmond Street between E1
Segundo Avenue and Grand Avenue, and his conclusion is that angular parking
on said street is dangerous and that parallel parking should be substituted
therefor, adding his recommendation that parking spaces should be blocked
off with white lines, and that the spaces be longer by three feet than the
lene;th of ordinary automobiles, to permit of the manouvering of automobiles
into and out of the parking spaces. The Council discussed the matter at
length and by general consent instructed the Chief of Police to do all things
necessary to comply with the recommendation of Councilman Krimmel.
REPORTS OF OFFICERS QPTD SPECIAL COfl!7UTTEES.
Chief of Police Hutchins advised the Council that 11r. R. L. Clark,
whose residence is situated on the East side of Sheldon Street opposite the
the Easterly terminus of Sycamore "venue at Sheldon Street had reauested
the installation of a traffic flasher or reflector in front of the said
premises, to warn motorists of the dead end street and to minimize the danger
of vehicular traffic drivin6- over the curb in front of his home and damaging
his property. The Chief of Police stated that he had investigated the
matter and recommended that the request be not granted, for the reason that
there is not sufficient traffic on Sycamore Avenue to create a hazardous
condition, or to warrant the installation requested.
The Street Superintendent recommended the installation of a Page
Hi-,Way Fence on a portion of El Seā¬undo Avenue between Center Street and
.srizona Drive, to replace wooden ward rails End other barriers in use at
this location at the present time. After considering the necessity of
affordir_5 adequate protection along the edge of the highway at this point,
and of the increased safety features of this type of guard fence, it was
moved by Councilman Selby, seconded by Councilman Yrimmel, that the
installation of approximately 300 feet of Pale Hi -Way fence along, the
edge of a certain portion of E1 SeE-rondo Avenue between Center Street and
irizona Drive, be -nd the same is hereby authorized, at a cost not to exceed
X160.00. Carried by the following vote:
"yes: Councilmen_ Krimmel, Selby and Love.
Noes: None.
Absent: Councilmen Tinder and Gerow.

Loved by Councilman Krimmel, seconded by Councilman Selby, that the
purchase of three 72" x 36" ,ialnut Tables, from the Standard Furniture
Company, at a total cost of not to exceed A160.00, be and the same is hereby
authorized. Carried by the following vote:
Ayes: Councilmen_ Krimmel, Selby and Love.
Aloes: None.
Absent: Councilmen Binder and Gerow.
:.roved by Councilman Selby, seconded by Councilman Krimmel, that the
purchase of ten ':'ebster Rotary* Arm chairs, Stock No. 2057 -8, from Beaver
& 11stson, be and the same is hereby authorized, at a total cost of not to
exceed $207.00. Carried by the following vote:
Ayes: None.
Krimmel, Selby and Love.
Noe s: None.
Absent: Binder and Gerow.
Councilman Binder appeared at this point, the hour being 7:45
o'clock P. I.I. and he immediately took his seat at the Council table.

Moved by Councilman Krimmel, seconded by Councilman Selby, that the
following resolution be adopted:
WHEREAS, news of the sudden and unexpected death of
Alfred M. Smiley, on the 26th day of December, 1929, has
come to this Council, and has shocked and grieved this
entire community, of which he has been a part for eighteen
years; and
IMI RE"S his passing removed from our midst a citizen
endeared to young and old alike, who, though of retiring
disposition, had a pleasant smile and kindly word for all
with whom he came in contact; and
IMPEAS, during six years of his residence here, the
said Alfred M. Smiley filled the office of Councilmen of
this City, serving his constituency faithfully and well; and

MITIER?.AS, in view of the services he has in the past
rendered this community, it is the desire of this Council
that a peYm anent record be made of the esteem in which he
was held by the members of this Council and by the
community at large;
NOW THEREFORE, BE IT RESOLVED, that the City Clerk of
the City of E1 Segundo be and he is hereby instructed to
inscribe this resolution in the minutes of the proceedings
of the City Council of the City of E1 Segundo; to forward
a copy hereof, together with an expression of sympathy of
this Council to the family of the deceased, and also to
furnish a copy hereof to the press.
Said resolution was adopted by the following vote:
Ayes: Councilmen Binder, Krimmel, Selby and Love.
Noes: None.
Absent: Councilman Gerow.
No further business appearirnt to be transacted at this session, it
was moved by Councilman Binder, seconded by Councilman Krimmel, that the
meeting adjourn until Thursday, the 2nd day of January, 1930, at the
hour of 11:40 o'clock A. 19. Carried.
