M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Krimmel, Love, Selby and Binder. Councilmen Absent: None. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 19th day of April, 1929, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Gerow, that the minutes be approved as read* Carried. WRITTEN COid4[[TNICATIONS. The following communications were read and disposed of as indicatedt UNIVERSITY OF SOUTHERN CALIFORNIA, dated April 20th, 19290 calling attention to the second annual session of the School of Citizenship and Public Administration Short Course, to be held at the said University, June 10th - 14th, and June 17th - 21st, 1929. LOCKE, Chairman Legislative Committee of the League of Calitb rnia I[anicipalities, dated April 24th, 1929, calling attention to the passage of Assembly Bill No. 595, which, if approved, will make every City or other political subdivision, liable in damages for death or injuries to persons or property as the result of the negligent operation of a motor vehicle by any of the agents, officers or employees of such political subdivision, and advising the Council to telegraph its views to the Governor if it does not think the bill should become a law. AMERICAN ACADEMY OF POLITICAL AND SOCIAL SCIENCE, being apreliminary announcement of the program of the Second Annual Meeting of the Los Angeles Center of the said Organization, to be held in Los Angeles, California, May 3rd and 4th, 1929. Ordered filed* SPECIAL ORDER OF BUSINESS. The hour of 7 :30 o•clock P. M. at this meeting, having heretofore been fixed as the time and place for the reception of bids for the sale of garbage collected by the City of E1 Segundo, the Mayor announced the hour of 7 :29 o *clock P. M. and asked if there were any person or persons present who desired to file bids for the same. The hour of 7s3O o•olock P. M. having arrived and all bids being in, the Mayor then announced that the time for the receiving of bids for the sale of garbage collected by the City of E1 Segundo, as advertised for, closed. The Clerk announced receipt of three bids, following which it was moved by Councilman Krimmel, seconded by Councilman Love, that the Council proceed to open, examine and publicly declare all of the bids received for the sale of garbage collected by the City of El Segundo, pursuant to the notice calling for such bids, published according to law. Carried. The Council then proceeded to open, examine and publicly declare said bids, which said bids were found by said Council to be as follows, to -wits Bid of H. H. Lewis, as followst a J ins. "Garden Grove, Cal. Apr. 26, 29. To the Honorable City Council, E1 Segundo, Cil. As per your advertisement, I wish to submit my bid for garbage from the City of E1 Segundo. Item 3: I offer the price of 30¢ per cubic yard for a three year contract. It is a little confusing for me to estimate garbage by the yard, as I have always bought it by weight, and different cities will vary considerable in weight per cubic yard, as smaller cities usually have less restaurant garbage and more vegetable trimmings, which is bulky and not so much weight. I have had several years successful experience with garbage contracts and would endeavor to give satisfaction. Yours very truly, H. H. Lewis, R. F. D. #1, Box 42B9 Garden Grove, Cal. In case your Honorable Body would prefer to have the garbage go by weight, I will pay seventh cents per ton and pay for the weighing the first week out of each month. H. H. Lewis ". Bid of J. I. Smith, as follows: "To City Council of the City of E1 Segundo Sirs: In regards to the bid on garbage of the City of El Segundo, I hereby submit the following bid of twelve and half cent (12I¢) per cubic yard for a period of one year, with the privilege of a two year extension of said contract. Pick -up to be made three times per week. Garbage to be placed in bankers convenient for me to load. Dated this 26th day of April, 1929. Hawthorne Garbage Co., By - J. I. Smith ". Bids of George Kitahata, as follows: "April 23, 1929. Victor D. NoCarthy, City Hall, E1 Segundo, Calif. Undersigned, George Kitahata, in pursuance of notice to bidders on garbage, hereby bids for all garbage collected by the City of El Segundo and delivered to the bin provided by the City for a period of three years from the date of the awarding of the contract, the following smamts: Twelve and one-half cents per cubic yard the first year; twelve and one -half cents per cubic yard the second year; Twelve and one -half cents per cubic yard the third year. This bid is on the basis of two cubic yards to a ton. Said sums shall be net to the said City of E1 Segundo. Payment therefor in full shall be made by the undersigned on or before the 10th day of each calendar month for all garbage collected and deposited during the preceding month. The con- tractor agrees to carry on operations so as not to become a nuisance, to secure all permits for transportation and otherwise which are required, at his own risk, and to comply with all the terms and provisions of the notice to bidders dated April 6th, 1929, reference to which is hereby made. George Kitahata, R, F.D. 1, Box 141 -A, Artesia". "April 23, 1929. Alternative Bid Victor D. McCarthy, City Hall, El Segundo, California. Undersigned hereby proposes to furnish a truck and a driver for the collection of all garbage from the City of El Segundo, for a period of three years, and proposes to furnish said track and driver at the price of 'yen Dollars ($10.00) per day, to be paid by the City of E1 Segundo to undersigned, collections to be made three days a week, or a total of Thirty Dollars ($30.00) a week, on a three day a week basis for collection. Undersigned, in addition thereto, is to be given and have all the garbage from said City of El Segundo for said three year period, and agrees to convey same away from the City of E1 Segundo and dispose of same so it will not be a nuisance or offensive to the City of E1 Segundo. Payment is to be made on the lot day of each month to undersigned, and the City of E1 Segundo must furnish two men to accompany said truck and driver, the two men to empty the garbage cans, the driver not to be required to do anything except operate the track. All permits for transporting through the County of Los Angeles of said garbage, shall be secured by undersigned. Said garbage shall be free from glass, cans, metal and rubbish, end this proposition does not cover ashes, trash, bottles, cans, or anything but what is commonly known as garbage. Following discussion mad consideration of the respective bids, It was moved by Councilman Gerow, seconded by Councilman Love, that the following resolution be adopteds RESOLVED, that all of the bids received, pursuant to notice therefor published according to law, for the sale of garbage collected by the City of E1 Segundo, be and the same are hereby rejected, with the exception of the bid of H. H. Lewis; and BE IT FURTHER RESOLVED, that the contract for the sale of garbage collected by the City of E1 Segundo be awarded to the said H. H. Lewis at the price named in his said bid, to -wits 30 cents per cubic yard; and BE IT FURTHER RESOLVED, that the City Attorney of the City of E1 Segundo be and he is hereby authorised and directed to prepare a suitable contract between the City of El Segundo and the said H. H. Lewis respecting the sale of said garbage. Said resolution was adopted by the following votes Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder. Noes: None. Absents None. j 131" { ._J None. Keefer as a Special Police Officer, whereupon it was moved by Councilman Love, seconded by Councilman Gerow, that said appointment be approved. Carried. None. None. UNFINISHED BUSINESS. PAYING BILLS. NEW BUSINESS. Moved by Councilman Krimmel, seconded by Councilman Gerow, that the following resolution be adopteds WHEREAS, it appears that certain residents and property owners of the City of E1 Segundo are willing to pay certain moneys in the sum of $660.30 into the Treasury of the City of E1 Segundo, California, and into the General Land thereof, for the purpose of causing certain street improvements within said City to be mad.ei and WHEREAS, said sum has been deposited with the City Clerk of said City with instructions to pay the same into said General Fund upon the adoption of the followings NOW THEREFORE, BE IT RESOLYEDs That the Street Superin- tendent of the City of El Segundo be and he is hereby authorized and instructed to can se the portion of that certain public street within the City of El Segundo, known as Richmond Street, lying and being between Grand Avenue and Mariposa Avenue, to be improved by the canstraction therein of the following improvenen$v to -mitt macadam veneer paving. Said resolution was adopted by the following votes Ayes$ Councilmen Gerow, Krimmel, Love, Selby and Binder. Noess None, Absents None. Moved by Councilman Gerow, seconded by Councilman Krimmel., that Lodge No. 507, F. & A. X. be and it is hereby granted permission to use the City Hall Aaditorium, Wednesday evening, May 29th, 1929, and that the customary rental charge of $3.75 be made therefor. Carried. Moved by Councilman Gerow, seconded by Councilman Krimmel, that the purchase of 100 each 3/4" lead and iron corporation cocks, and 3/4" lead and iron unions, be and the same is hereby authorized at a cost not to exceed $160.00. Carried by the following votes Ayes= Councilmen Gerow, Krimmel, Love, Selby and Binder. Noess None. Absents None. Moved by Councilman Selby, seconded by Councilman Gerow, that the purchase of one barrel of bitumuls and one bitumuls pump, at a total cost of not to exceed $60.00, be and the same is hereby authorized. Carried by the following votes Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder. Hoes: None. Absents None. Moved by Councilman Love, seconded by Councilman Krimmel, that the purchase of steel and other materials necessary to mount the thirty -di J 135 foot extension ladder upon the municipal fire waggon, at a cost not to exceed $10.00, be and the same is hereby authorized. Carried by the following votes Ayess Councilmen Gerow, Krimnel, Love, Selby and Binder. Hoes: None. Absent: None. No further business appearing to be transacted at this session, It was moved by Councilman Love, seconded by Councilman lelby, that the meeting adjourn until Wednesday, the lot day of May, 1929, at the hour of 4:40 o'clock P.
