California, was called to order at 11:30 o'clock. L. on the above date, in
the Council Chamber of the City :fall of said City, by Peter E. 73inder, L -ayor.

Councilmen Present: Gerow, Krimmel, Love, Selby and 3inder.
Councilmen Absent: i:one.
-oved by Councilman Krimmel, seconded by Councilman Love, that the regular
order of business be dispensed with. Carried.
The Clerk announced tha' the matters to come before the Council at this
time were tiie =.pplicationc of "'illiam J. Gaffny and Frank Smith for permits
to overate automobile _oarkine- stations or _claces within the City of El Segundo,
and by Eeneral consent it was agreed to first consider the application of
�%illinm J. Gaffny.
The Council thereupon proceeded to consider the said application and
inquired of the Chief of Police of the City of 7-1 Segundo whether or not the
E-rar'ing or such a permit would jeopardize the public peace, health, safety
or convenience. ':he Chief of Police stated that it was difficult to estimate
the amount of vehicular traffic which would be required to use the public
highways adjacent to the proposed automobile parting station and that he
had been informed that airplanes enE-a €- d in speed contests, a number of which
are programmed events durine- the 1'ational Air Paces to be held at ?.'ines Field,
September 8th - 16th, inclusive, usually fly at a height between fifty and
one hundred feet above the ground, and that in view of the fact that the
parkinE• place proposed to be used by William J. Gaffny lies within the
boundary of the course to be taken by airplanes participating in proposed
speed contests, unquestiona�ly grave hazards would be created, in event large
numbers of machines or persons were permitted to congregate at the said
location. Councilman Selby thereupon asked the applicant if he would
accept a permit which would be revocable at the discretion of the Council,
to which Mr. Gaffny affirmatively replied, whereupon it was moved by
Councilman Gerow, seconded by Councilman Love, that the following resolution
be adopted:
III= -AS, at a regular meeting of the City Council of
the City of El Segundo, California, held on September 7th,
1928, William J. Gaffny made application to said Council for
a permit to establish and operate an automobile park or place,
at the Southwest corner of Arizona Drive and Collingwood Street
within the City of E1 Segundo;
AND ;7:-°. 'AS, after considering said application at said
meeting the same was taken under advisement until the hour
of 11:30 o'clock A. M. this date;
AP1D WHEREAS, after receiving advice of the City Attorney
in said matter, and after taking testimony of Chief of 'olice
R. T. Hutchins and Officer Cummings of the E1 Segundo Police
Department, this Council feels that it can control, by the
granting, of a conditional permit, any interference with the public
peace, health, safety and convenience which may arise;
T:D :+'MR-EAS, the said William J. Gaffny, applicant for
the permit herein referred to, has verbally announced to this
Council that he will accept a revocable permit;
119T THEREFORE, BE IT RESOL`TED, that pursuant to the application
filed therefor and suUject to the provisions of Ordrance No. 150
of the City of :E1 Segundo and to other ordinances of said City,
regulating the conduct of businesses within the said City, which
may be applicable to the business hereinafter referred to,
permission is hereby granted William J. Gaffny to operate an
automobile park or place at the Southwest corner of Arizona Drive
and Collingwood Street, with the distinct understanding that said
permit may be revoked at any time, when in the discretion of the
City Council of the City of E1 Segundo, the public peace, health,
safety and /or convenience require that the same be revoked, or
would be subserved by the revocation of the same.

Said resolution was carried by the following vote:
Ayes: Councilmen Gero w, Krimmel, Love, Selby and Binder.
Noes: Nane.
Absent: None.
The Council thereupon proceeded to give further consideration to the
application of Frank Smith for a permit to operate an automobile park
or place at the Northwest corner of Palm Avenue and Arizona Drive, which
said application had been filed with the Council at its regular meeting
held on the 7th day of September, 1928, and at said meeting taken
under advisement until this date.
The Council, feeling that in the matter of the application of the
said Frank Smith, there exists practically the same conditions as apply
to the application of one Tilliam J. Gaffny for a permit of like nature,
heretofore at this meeting disposed o£, it was moved by Councilman Love,
seconded by Councilman Krimmel, that the following resolution be adopted:
'MREAS, at a regular meeting of the City Council of
the City of El Segundo, California, held on September 7th,
1928, Frank Smith made application to said Council
for a permit to establish and operate an automobile park
or place, at the Northwest corner of Palm Avenue and Arizona
rive, within the City of E1 Segundo;
AND 4;TH;REA5, after considering said. application at
said meeting the same was taken under advisement until the
hour of 11:30 o'clock A. M. this date;
AND IMIEREAI.S, after receiving advice of the City
Attorney in said matter, and after taking testimony of
Chief of Police R. T. Hutchins and Officer Cummings of the
E1 Segundo Police Department, this Council feels that it

safety and /or convenience require that the same be revoked,

No further business appearing to be transacted at this meeting, it
was moved by Councilman Love, seconded by Councilman, Selby, that the
meeting adjourn. Carried.
