October 5th, 1928.
A regular meeting of the City Council of the City of E1 Segundo;
_California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by the City Clerk,-
the Mayor being absent. Councilman Gerow was unanimously chosen Mayor
pro-tem, and he immediately assumed the ditties of the Mayor.
ROLL CALL.
Councilmen Present: Krimmel, Love and Gerow.
Councilmen Absent: Binder and Selby.
READING OF 17NUTES OF PREVIOUS MEFTINGS.
The minutes of the regular meeting held on the 28th day of September,
1958, were read without error or omission being noted and were approved
upon motion of Councilman Love, seconded by Councilman Krimmel, which carried.
The mirnites of the adjourned regular meeting held on the 2nd day of
October, 1928, were read. No error or omission appearing, it was moved by
Councilman Krinnel, seconded by Councilman Love, that the minutes be
approved as read. Carried.
Councilman Selby appeared at the meeting at this time, the hour being
7:12 o'clock P. Y. and immediately took his seat.
WRITTEN C012.=CATIONS.
The following communications were read and disposed of as indicated:
l"ARBELITE CORPORATION OF AIZRICA, extending a cordial invitation to
all of the municipal officials of this City who will attend the Convention
of the Leaq"ue of California Municipalities at San Bernardino to call at
said Company's booth in the Convention Hall. Ordered filed.
ORAL CONWJNICATIONS.
The owner of the property known as 125 -129 Richmond Street addressed
the Council relative to obtaining a special permit to erect garages in
the rear of said premises, using a form of construction differing from that
specified in the building ordinance of the City of E1 Segundo with respect
to buildings erected in Fire District No. 1. The applicant was informed
by the Council that it felt it would have to adhere to the provisions of
the building ordinance.
REPORTS OF STANDING C011MITTEES.
Councilman Krimmel reported that he and - Mayor Binder had made an inspection
of the City and that it was their opinion that second hand building materials
stored upon vacant property and in the parkings at the Southwest corner of
Richmond Street and Holly Avenue should be removed from such parkings and the
general appearance of the location cleaned up, following which it was moved by
Councilman Krimmel, seconded by Councilman Selby, that the City Clerk be and he
is hereby directed to address a communication to Mr. A. J. Sullivan, requesting
him to remove second hand building materials belonging to him from portions
of the public street at the Southwest dorner of Richmond Street and Holly
Avenue and to clean up the lots upon which other of this material is stored.
Carried.
Councilman Krimmel also reported that the grating over the opening
into the wet wall at sewer pump house No. 1 be made more substantial and the
matter was referred to the City Engineer.
Councilman Krimmel recommended also that a drip pan be procured for
use under the Sewer Department automobile when the same is stored in the

service building at Sewer Pump House No. 1 and this matter was referred
to the City Engineer for attention.
Councilman Krimmel expressed the belief that certain portions of the
roadway of Collingwood Street should be repaired and the Council concurring,
it was moved by Councilman Krimmel, seconded by Councilman Love, that the
Street Superintendent be and he is hereby authorized and directed to repair
the roadway of Collingwood Street at its intersection with Arizona Drive
and between Arizona Drive and Inglewood— Redondo Road. Carried by the following
vote:
Ayes: Councilmen Krimmel, Love, Selby and Gerow.
Noes: None.
Absent: Councilman Binder.
Councilman Krimmel also advised that the Santa Fe Railroad Crossing
at Collingwood Street and Inglewood- Redondo goad is badly in need of repair
and by general consent the City Clerk was instructed to communicate with
the A. T. & S. F. Railway Company, asking said Company to improve the condition
of the crossing.
Councilman Love reported that complaints had been made concerning the
condition of the roadway of Duley Road, following which it was moved by
Councilman Krimmel, seconded by Councilman Love, that the Street Superintendent
be and he is hereby authorized and directed to make repairs in the roadway of
Duley Road, at a cost not to exceed ''30.00. Carried by the following vote:
Ayess Councilmen Krimmel, Love,,Selby and Gerow.
Noes: None,
Absent: Councilman Binder.
Councilman Krimmel reported that weeds in certain streets and parkings
are becoming objectionable and by general consent the Street Superintendent
was instructed to remove all of such weeds at his early convenience.
Councilman Gerow complained of the unsightliness,of cans, which are
being dumped on certain of the outlying public streets of the City of E1
Segundo and that in view of the expense of collecting and disposing of the same,
he felt that a special officer should be employed to patrol these streets in
an endeavor to apprehend the offenders and put a stop to the practice by citing
such offenders into court. No action was taken.
REPORTS OF OFFICERS & SPECIAL COUMITTEES.
The City Clerk announced receipt of certain instruments affecting
real property involved in the street opening proceedings intitiated under
Resolution of Intention No. 154 and Ordinance No. 135 of the City of E1
Segundo, following which it was moved by Councilman Love, seconded by Councilman
6lthat the following resolution be adopted:
RESOLVED, that that certain street deed, dated the 5th
day of October, 1928, executed by J. Ward Miller and Mamie
G. Miller, his wife, conveying to the City of E1 Segundo
for public street purposes the-Eaeterly 5 feet of the
Westerly 20 feet of the Northerly 80 feet of Lot 9, Block
103, El Segundo Sheet No. 3, as recorded in Book 20, Pages
22 -23 of Maps, Records of Los Angeles County, California,
on file in the office of the County Recorder of said County;
and that certain street deed, dated the 29th day of June,
1928, executed by Hyrum J. Anderson and Isabella M. A nderson,
his wife, conveying to the City of El Segundo for public
street purposes the Northerly 40 feet of Lot 8, Block 13,
Tract No. 1685, Map Book 21, Page 98, Records of Los Angeles
County, California, on file in the office of the County
Recorder of said County; also that certain Partial Reconveyance,
dated the 21st day of September, 1928, executed by California
Title Insurance Company, releasing from the lien created by
that certain Trust Deed recorded May 15th, 1928, in Book 8577,
Page 115, of Official Records, Los Angeles County, California,
the Northerly 40 feet of Lot 6, Block 13, Tract 1685, as per
map recorded in Book 21, Page 98 of Maps, in the office of the

County Recorder of said County, and the property
conveyed thereby, be and the same are hereby accepted
on behalf of the City of El Segundo; and
BE IT FURTHER RESOLVED, that the City Clerk of the
City of El Segundo be and he is hereby authorized,
upon receipt of advice from the Southwest Title Company,
that through such instruments, the City of E1 Segundo
will acquire title to said property, free and clear of
encumbrance, to cause the said instruments to be filed
for record, and to cause to be delivered to the grantors
the amounts awarded them in the Report of Commissioners
appointed for such purpose, under the provisions of
Ordinance No. 135 of said City.
Said Resolution was carried by the following votes
Ayes: Councilmen Krimmel, Love, Selby and Derow.
Noes: None.
Absent:Councilman Binder.

Gunn be and he is hereby granted one week vacation beginning October 8th, 1928,
being the final week of the customary annual two weeks vacation allowed
