City Gardener Arthur Budgen, who returned to work on November 9th,
1928, following his leave of absence, reported that he found conditions
in his Department in excellent shape.
The City Clerk reported having had conference with Mr. C..N. Elgan,
Y nager of Southern California Edison Company at- Inglewood, California, and-
Yr. Y. A. Bentley of the Southern C- ..lifornia Gas Company, Redondo Beach,
respeetinF the establishment of E1 Segundo service offices by the respective
Companies; that each had assured that satisfactory relief would be given
in the very near future and that when final arrangements are made, the City -
would-be advised of the same by letter.
The City Engineer reported that the crater line to the drinking
fountain in the City "all could be changed and a new fountain head installed
at nominal cost, whereupon it was moved by Councilman Gerow, seconded by
Councilman Selby, that the City =- ngineer be and he is hereby authorized to
cause the water line to the drinking fountain in the City Hall to be taken
from a new source of supply, so that cool water for drinking: purposes will
be available 8•nd to chant.e the fountain head in the bowl of the drinking
fountain, all at w cost not to exceed X12.00. Carrie by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder.
Noes: None.

The Superintendent of the Water Department recommended changes in
certain of the distribution lines of the Yr nicipal Water Department, which
will require the purchase of new pipe and the abandonment and removal of
certain old water lines, whereupon it was moved by Councilman Krimmel,
seconded by Councilman Gerow, that the City Clerk of the City of El Segundo
be and he is hereby directed to advertise for bids in the manner required by
law for 7000 ft. of 2" galvanized iron standard screw pipe, fo.b. municipal
pipe yard, El Segundo. Carried by the following vote:

Department be and it is hereby authorized to abandon and remove the old 2"
water line in the alley West of Eucalyptus Drive between Grand avenue and Pine
Avenue;-also the old 2" water line in Arena Street between Holly Avenue and
Pine Avenue and the old 2" water line in the alley West of Arena Street
between Holly Avenue and Pine Avenue, all at a cost not to exceed $100.00.

be allowed and warrants drawn on and paid out of the respective fund covering

NEW BUSINESS.
Moved by Councilman Love, seconded by Councilman Gerow, that the Altar
Society of St. Anthony•s Church be and it is hereby granted permission to use
the City Hall A�7ditorium, December 7th, 1928, for the purpose of holding a
benefit card party. Carried.
Moved by Councilman Gerow, seconded by Councilman Love, that Lodge No.
507, F. & A. M. be and it is hereby granted permission to use the City Hall
Auditorium the evening of December 17th, 1928. Carried.
?r=oved by Councilman Krimmel, seconded by Councilman Gerow, that the roof
of the Municipal Water Department Pump House No. 2 be repaired at a cost not
to exceed $25.00. Carried by the following vote:

Discussion was had relative to neglect of certain business people subject
to license tax of the City of El Segundo to pay their license within the time
prescribed by law and to the fact that the penalty prescribed for delinquency
is insufficient, whereupon it was moved by Councilman Gerow, seconded by
Councilman Selby, that the City Attorney of the City of E1 Segundo be and he is
hereby instructed to prepare an ordinance amending Ordinance No. 12 of the City
of El Segundo, so as to increase the penalties now charged for delinquency in
the payment of business license fees. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder.
Noes: None.

A recent_ experience having demonstrated the desirability of equipping
the City of E1 Segundo volunteer Fire Department with x up -to -date emergency
equipment, the Fire Chief recommended the purchase of a 3ullard -Davis
Inhalator to enable the Fire Department to give first aid treatment in cases
of electric shock, gas poisoning and other emergencies, in which this device
may be used. Following discussion, it was moved by,Councilman Love, seconded
by Councilman Gerow, that the purchase of a Bullard -Davis Inhalator, complete,
be and the same is hereby authorized at a cost not to exceed X205.00. Carried
by the fog lowing vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder.
Noes: None.

No. 4 for use in connection with the diaphone fire alarm signalling• apparatus.
Nrs. Cevilla D. ;cells, having requested, through the City Clerk, that the
City of E1 Segundo quit claim certain easements which it owns across certain
of her property within the City of El Segundo, which matter the City Council
has previously investigated, it was moved by Councilman Love, seconded by
Councilman Krimmel, that the following resolution be adopted:

this Council to the existence of a certain easement for water
lines and /or _ripe lines in, over, upon and across that certain
parcel of real property now owned by the said Cevilla D. ,'r'ells,
and which .is situated in the City of E1 Seg ndo,,County of Los
Angeles, State of Caiifo rnia, and described as follows, to -writ:
