1928 MAY 25 CC MIN1721 El Segundo, Cal. May 25th, 1928- 1 regular meeting of the City Council of the City of El Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Hayot. ROLL CALL. Councilmen Present:, Gerow, Krimmel, Love, Selby and Binder. Councilmen Absent: None. READING OF IZINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 18th day of May, 1928, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Krimmel, that the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications were read and disposed of as indicated: HIRAM W. JOHNSON, United States Senator, dated May 18th, 1928, expressing thanks for the Council's telegram of May 7th, 1928, re- specting the Boulder Dam project. Ordered filed. A. J. VAN WIE, Secretary - Treasurer of the Central Southern California City Clerks, Auditors, Assessors and Treasurers Association, expressing appreciation of the luncheon given and the courtesies extended said Association on the occasion of its visit to E1 Segundo, may 19th, 1928. Ordered filed. C. P. MALLORY, dated May 25th, 1928, offering 2¢ each for all of the eucalyptus tree stumps recently cut by the City where located at the present time and 3-12¢ each for all of such stumps delivered to No. 505 West Palm Avenue. Discussion ensued concerning the disposition of all of thq eucalyptus tree stamps cut by the City and by general consent it was decided not to sell the same and the Street Superintendent was instructed to pile them at a location adjacent to the can dump on West Maple Avenue. AUTOMOBILE CLUB OF SOUTHERN CALIFORNIA, dated May 22nd, 1928s being a reply to the City Clerk's letter to said Club dated May 21st, and advising that said Club will furnish without charge the "City Limit" signs required by the City of El Segundo and heretofore the subject of discussion before this Council. FOSTER & KLEISER COMPANY, dated May 25th, 1928, an application for permission to erect billboard on Lots 10 to 13 inclusive, Block 23, E1 Segundo. Follovdng discussion, it was moved by Councilman Gerow, seconded by Councilman Love, that the request be denied. Carried. ORAL CC4 MNICATIONS. Mr. Walter K. Mitchell, of the firm of Bullock, Kellogg & Mitchell, Los Angeles, addressed the Council relative to his firm making the annual audit of the Citys books for the fiscal year ending June 30th, 1928. It was moved by Councilman Love, seconded by Councilman Krimmel, that the matter of the audit of the municipal accounts and records for the fiscal year ending June 30th, 1928, be made a matter of consideration under Unfinished Business, at the Council Meeting to be held June 8th, 1928. Carried. None. REPORTS OF STANDING COMMITTEES. REPORTS OF OFFICERS & SPECIAL CMWTTEES. The Mayor announced receipt of a telegram from Burdette Moody of the Boulder Dam Association, advising of the adoption of the Boulder Canyon Dam bill by the House of Representatives of the United States, and re- questing that additional telegrams be sent to Vice- President Dawes and United States Senators, urging the adoption of said bill by the United States Senate. Moved by Councilman Gerow, seconded by Councilman Selby, that the City Clerk be authorized and instructed to comply with the telegraphic request of Burdette Moody with respect to the sending of telegrams to the Vice - President of the United States and Senators thereof. Carried by the following vote: Ayes: Councilmen Gerow, Krimnel, Love, Selby and Binder. Noes: None. Absent: None. The Mayor announced that during the week the Street Superintendent had informed him of the necessity of the immediate purchase of a magneto for use on one of the City's road rollers, the cost approximating $70.00, and that he had authorized such expenditure; also that he had instructed the Street Superintendent to clean all of the globes'in the municipal auditorium. By general consent such action on the part of the Mayor received the approval of the Council. The City Attorney reported having received notification from the Division of Industrial Accidents and Safety of the State of California, to the effect that said Division had awarded Dave Fahland, a former employee of the City of E1 Segundo, additional compensation on account of an injury sustained by said Fahland while he was in the employ of the City. The City Clerk advised the Council that the mounting of new tires upon the rear wheels of the fire truck will have to be delayed seven to ten days, by reason of the inability of the American- LaFrance Fire Engine Company to supply a relief fire engine until that time. The Fire Chief reported to the Council that he had attended the Fire Chiefs* Conventioii at Coronado, May 18th to 20th inclusive; that the sessions were instructive and highly beneficial; that many Councilmen were present, and as an evidence of the interest of the delegates to the Convention in the topics under discussion,'he stated that their sessions began as early as 5:30 o'clock in the morning and continued through until 9:00 to 9:30 o'clock in the evening. The Fire Chief reported also that the Standard Oil Company had been able to procure some second -hand mval fire hose and had expressed a willingness to sell a quantity thereof to the City if any of the municipal departments had use for 1 -1/2" hose. It was moved by Councilman Gerow, seconded by Councilman Love, that the purchase of 200 feet of 1 -1/2" fire hose for use of the Street Department and 50 feet of the same for use of the Fire Department, all-at a cost not to exceed 10� per foot, from the Standard Oil Company of California, be and the same is hereby authorized. Carried by the following vote: Ayes: Councilmen Gerow, Brimmel, Love, Selby and Binder. Noes: None. Absent: None. UNFINISHED BUSINESiS. Moved by Councilman Gerow, seconded by Councilman Selby, that Ordinance No. 148, entitled: 1741, row AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AM=ING ORDINANCE NO. 16 OF SAID CITY, ENTITLED: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, REGULATING THE USE OF FIRECRACKERS, TORPEDOES, FIREWORKS AND DISPLAY EXPLOSIVES OF ALL KINDS WITHIN SAID CITY", BY AMENDING SECTION 1 THEREOF, which was introduced and read at a regular meeting of the Council held on the 18th day of May, 1928, and reread at this meeting, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder. Noes: None. Absent: None. The matter of the sale of certain real property of the Water Department having heretofore been considered by the Council, it was moved by Councilman Krimmel, seconded by Councilman Love, that Resolution No. 193, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA; ORDERING AND DIRECTING THE CITY CLERK OF SAID CITY TO CAUSE TO BE PUBLISHED A CERTAIN NOTICE ADVERTISING CERTAIN REAL PROPERTY NOW OWNED BY SAID CITY AND WHICH IS NO LONGER NEEDED FOR MUNICIPAL PURPOSES TO BE SOLD TO THE HIGHEST BIDDER, which was read, be adopted.
