El Segundo, Cal. May 18th, 1928.
A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor•
ROLL CALL.
Councilmen Present: Gerow, Brimmel, Selby and Binder.
Councilmen Absent: Love.
READING OF MINUTES OF PREVIOUS MEETINGS.
The minutes of the regular meeting held on the 11th day of May, 1928,
were read. No errors or omissions appearing, it was moved by Councilman
Gerow, seconded by Councilman Selby, that the minutes be approved as read.
Carried.
The minutes of the adjourned regular meeting held on the 16th day
of May, 1928 were read without error or omission appearing, and it was
moved by Councilman. Krimmel, seconded by Councilman Gerow, and unanimously
carried, that the minutes be approved as read.
WRIT-MEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
AFRICAN CONSERVATION CLUB, dated May 12th, 1928, soliciting
financial assistance in support of Boulder Dam Legislation. Ordered
filed.
PACIFIC SOUTHWEST EXPOSITION, dated May 15th, 1928, requesting
information as to the personnel of the official delegation which will
represent the City of E1 Segundo at the opening of said Exposition, May
26th, 1928. The officials able to attendoore requested to notify the
Clerk so that he might advise the Exposition Officials.
BOULDER DAM ASSOCIATION, dated May 15th, 1928, containing data
respecting the progress of Boulder Dam Legislation. Ordered filed.
JOS. G. GOTETTE, dated May 16th, 1928, an application for
employment by the City of El Segundo. Ordered filed.
ORAL C@NMMICATIONS.
Mr. C. P. Mallory stated that he would like to be permitted to
dispose of the tree stumps being out by the City. Following discussion,
it was suggested that he file a written communication with the Council,
stating what price he would pay for the same.
None.
REPORTS OF STANDING COR ITTEES.
FEPORTS OF OFFICERS & SPECIAL COM- 11TTEES.
City Gardener Bud.gen informed the Council that someone had attempted
to trim a cashurenia tree in the parking in front of the premises of Floyd
Christian, at the Southwest corner of Palm and Bonita Vista Avenues, and in
so doing had mutilated the tree to such an extent that said tree is ruined.
Discussion ensued concerning the :practice of individuals trimming
trees planted in the p arkings by the City without permission and the platting
of miscellaneous trees and shrubs in parkings throughott the City without the
Council's consent; at the conclusion of which it was moved by Councilman
Krimmel, seconded by Councilman Gerow, that the following resolution be adopted:

WHEREAS, the attention of this Council has been
directed to the fact that certain persons and property
owners have mutilated and destroyed certain trees and
shrubs growing in the parkways of the public streets of
said City;
Now THEREFORE, BE IT RESOLVED, that this Council
hereby condemns such practices and directs the attention
of the citizens of said City to the fact that the City
has full, exclusive and complete jurisdiction over such
parkways and all trees, shrubs and plants therein and the
planting and maintenance thereof;
AND BE IT FURTHER RESOLVED, that said City at all times
stands ready, on the requests of citizens and property
owners, to take any and all needful steps to remedy any
conditions which may be objectionable and is willing, in
proper cases, to permit property owners and persons interested,
to beautify and improve the said parkways by installation
and planting of more trees or vegetation than is provided
by the City, but that such private work can only be done by
special permit first obtained;
AND BE IT FURTHER RESOLVED, that the attention of the
Public be directed to the fact that the practice of owners
tampering with such public property is not only frowned
upon, but is at the same time, unlawful and renders the person
perpetrating the same liable to arrest and punishment.
Said resolution was carried by the following voter
Ayes: Councilmen Gerow, Krimmel, Selby and Binder.

Absentt Councilman Love.
The Superintendent of the Water Department reported that a
representative of the County Health Office visited this City on Wednesday,
the 16th, and had taken samples of water from the City s water walls,
for the purpose of making an inftstrial analysis and that a report is
expected shortly.
The Chief of Police requested an expression from the Council
concerning the employment, in certain instances, of a special officer
for the purpose of serving bench warrants, Lengthy discussion ensued,
following which it was moved by Councilman Gerow, seconded by Councilman
Krimmel, that the following resolution be adoptedt
WHEREAS, this Council, through past experience,
finds that the public interest of said City and the
effeciency with which offenders are brought to trial,
are best subserved by the deputizing by the Chief of
Police of the City of E1 Segundo, California, of
certain persons from time to time to serve bench warrants
issued out of the Police Court of said City;
NOV; THEREFORE, BE IT RESOLVED, that the Chief of
Police of said City be and he is hereby authorized to
appoint and/or deputize from time to time and as often
as in his opinion the tame is required, such person or
persons as in his opinion can best perform the service
of any particular bench warrant issued out of said Court;
AND BE IT FURTHER RESOLVED, that said person or persons
so appointed and /or deputized, shall receive as compen-
sation in full for each warrant so served, after being
so deputized, the sum of $5.00, payable out of the
General Fund of said City.
Said resolution was carried by the following votes

The City Attorney presented a form of release to be executed to the Speed
and Service Track Company and /or R. W. Twining, in consideration of the am of
$145.78 to be paid to the City of E1 Segundo in consideration of the execution
of said release, which said release had the effect of releasing said Speed and
Service Truck Company and /or R. W. Twining from any and all liabilities to said
City, arising out of that certain accident in which oil was spilled over E1
Segundo Avenue, between Richmond Street and Main Street in said City, on the
first day of February, 1928.
Upon motion duly made, seconded and unanimously carried, the Mayor and
the City Clerk of the City of E1 Segundo were authorized to execute and
deliver to Speed and Service Truck Company and /or R. W. Twining, a certain
form of release, approved and presented to this Council this date by the City
Attorney, releasing said Speed and Service Truck Company and/or R. We Twining
from liability to the City of E1 Segundo, arising out of that certain accident
in which oil was spilled over E1 Segundo Avenue, between Richmond Street and
Main Street in said City, on the first day of February, 1928, the execution and
delivery of said release to be conditioned upon the receipt by said City
within a reasonable length of time of said sum of $145.78.
The City Clerk reported that on Saturday, May 19th, City Clerks, Treasurers,
Assessors and other City officials of Southern California cities, numbering in
all approximately fifty, would visit the City of E1 Segundo for the purpose of
holding a conference concerning municipal affairs; that similar meetings have
previously been held and the cities at which the same were held had acted as
hosts and entertained the visitors; that he felt the occasion a wonderful
opportunity to create good will and advantageously advertise the City of E1
Segundo and asked the Council if it would defray the expense of the visitors•
luncheon.
Thereupon it was moved by Councilman Gerow, seconded by Councilman
Krimmel, that the following resolution be adopted:
WHEREAS, there are available in the City Treasury of the
City of El Segundo, California, unexpended, certain funds -
available for the purpose of advertising and promoting the said
City in the manner as contemplated by law;
AND WHEREAS, there exists in the State of California, a
certain organisation known as Central Southern California City
Clerks, Auditors, Assessors and Treasurers Association;
AND WHEREAS, a meeting of the said Association is scheduled
to be held in the City of E1 Segundo, California, on Saturday,
the 19th day of May, 1928;
AND WHEREAS, this Council finds that said meeting of said
Association presents an excellent and advantageous way of advertising
and promoting the City of E1 Segundo generally in Southern California;
NOW THEREFORE, BE IT RESOLVED, that the City of El Segundo
furnish a luncheon to be given to the members of said Association
and their gents on said 19th day of May, 1928; that said luncheon
shall be served by the Ladies Aid Society of the First Methodist
Episcopal Church of E1 Segundo in the dining -room of said Church,
end that said City will pay the said Ladies Aid Society the sum of
$1900 for each meal actually furnished at said luncheon to a member
of said Association or a guest thereof; a list of such members or
guests actually attending said luncheon to be certified as correct
by the Secretary of the said City Clerks, Auditors, Assessors and
Treasurers Association, and that the City Clerk of said City be
and he is hereby delegated to supervise and audit the claim for
said luncheon; that the total amount payable under the authority
herein given shall not exceed the sum of $50.00, and shall be paid
out of the General Fund of said City and shall be charged to the
Advertising and Promotion account.
Said resolution was carried by the following votes
Ayes: Councilmen Gerow, Krimmel, Selby and Binder.

L'NFIldISHED BUSINESS.
Councilman Gerow introduced Ordinance No. 148, entitledt
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
ARMING ORDINANCE NO. 16 OF SAID CITY, ENTITLED:
"AN ORDINANCE OF THE CITY OF EL SEGUNDO, REGULATING
THE USE OF FIiECF.ACKERS, TORPEDOES, FIF07ORKS AND
DISPLAY EXPLOSIVES OF ALL KINDS WITHIN SAID CITY",
BY AMENDING SECTION 1 THEREOF,
which was read.

The Street Superintendent informed the Council that his attention
had been called to the fact that an abandoned frame building on the North
side of El Segundo Aveme between Ricimond Street and Main Street is being
dismantled piece -meal; that portions-of the building are in danger of
falling; that there is danger of injury to children who play about the
building and that by reason of vacancy and apparent abandonment,the building
is a fire hazard. Whereupon, by general consent, the City Clerk was instructed
to communicate with the owner of said building in an effort to have him
demolish the same or repair it in a satisfactory manner.
Councilman Gerow expressed the opinion that the City should erect
City Limit signs at the various street intersections, designating the
boundaries of the City, which thought was concurred in by the Council and
by general consent the Clerk was authorized to obtain prices on suitable
enamel signs.
No further business appearing to be transacted at this meeting,
it was moved bylCouncilman Gerow, seconded by Councilman Selby, that the
meeting adjourn. Carried.
