1928 JAN 20 CC MINPsal E1 Segundo, Cal. January 20th, 1928. A regular meeting of the City Council of the City of El Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Krimmel, Love and Binder. Councilman Absent: Cannon. READING OF =N TTES OF PREVIOUS .TETINGS. The minutes of the regular meeting held on the 13th day of January, 1928, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Gerow, that the minutes be approved as read. Carried. The minutes of the adjourned regular meeting held at 4:40 o'clock P. T::. on January 16th, 1928, were read without error or omission being noted and were approved as read upon motion of Councilman Gerow, seconded by Councilman Krimmel, which carried. The minutes of =the adjourned regular meeting held at 7:15 o'clock P. Y. on the 16th day of January, 1928, were read without error or omission appearing, and it was moved by Councilman Krimmel, seconded by Councilman Love, that the minutes be ap_roved as read. The following communications were read and disposed of as indicated: LOS ANGELES CRJ,13E.R OF COTMZT —ERCE, dated January 17th, 1928, requesting that the City of El Segundo be represented at a meetibg_to be held at the Los Angeles Chamber of Commerce, on Wednesday, February 8th, 1928, to obtain a general expression of opinion as to certain sites in Southern California which should be given consideration as State Park sites. It was moved by Councilman Krimmel, seconded by Councilman Love, that the r:ayor of the City of E1 Segundo be authorized to represent the City of E1 Segundo at the meeting referred to in the communication of the Los Angeles Chamber of Commerce filed with this Council this date, and that said official be authorized-to file his demand for his necessary and reasonable ex7enses in connection with his attendance at said meeting. It was thereupon moved by Councilman Krimmel, seconded by Councilman Love, that the following resolution be adopted: RESOLVED, that the City Clerk of the City of El Segundo, be and he is hereby requested to mail two printed copies of all ordinances of the City of E1 Segundo, hereafter adopted by the Council of said City, to the League of California Yanicipalities, 706 Chancery Bldg., 564 L7arket Street, San Francisco, Cal. Councilman Love of the Public Safety Committee advised of the recent issuance by the Industrial Accident and Safety Commission of the State of California of revised Air Pressure Tank Safety Orders, effective January 1st, 1928, and that in accordance therewith the diaphone air receiver at the City Hall should be tested and the result thereof reported to said Commission. It was thereupon moved by Councilman Gerow, seconded by Councilman Krimmel, that the matter of testing the air receiver at the City Hall and the performance of other acts required in the premises, so as to conform with the air pressure_ safety tank orders issued by the Industrial Accident and Safety Commission of the State of California, be referred to Councilman Love for accomplishment and that in connection therewith the sum of not to exceed $25.00 is hereby appropriated for actual and necessary expenses. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love and Binder. Noes: None. - s Absent: Councilman Cannon. REPORTS OF OFFICERS &- SPECI T, CO11.'ITT =S. The City Clerk reported receipt of a Partial Reconveyance covering the Northerly 40 feet of the Easterly 102.03 feet of Lot 8, flock 93, E1 Segundo Sheet No. 3, which said real property is requi ed in the completion of the laying out and opening of certain new public streets within the City of El Segundo, as provided under Resolution of Intention No. 154 and Ordinance No. 135 of said City. Loved by Councilman Gerow, seconded by Councilman Love, that that Partial Reconveyance dated January 16th, 1928, executed by California Title Insurance Company, releasing from the lien created by that certain Trust Deed recorded May 5th, 1927, in Book 7531, Page 41 of Official Records, Los Angeles County, California, the Northerly 40 feet of the Easterly 102.03 feet of Lot 8, Block 93, El Segundo Sheet No. 3, be and the same is hereby accepted on behalf of the City of E1 Segundo, and the City Clerk of said City is hereby directed to cause the said instrument to be filed for record in the office of the County Recorder of Los Angeles County, California. "_'he City Clerk reported that the City of El Segundo fire engine had been sent to Los Angeles to have a new tire mounted on the right front wheel thereof as previously directed by the City Council, and that after said new tire was mounted it was discovered that the old tire on the left front wheel of said vehicle was worn to such an extent that said left side was approximately 13-r lower than the right side of the front of said vehicle, and that it was felt that this condition would make it difficult and dangerous to operate the fire engine, and that upon the recommendation of the tire company and the American- LaFrance Fire Engine Company, he had requested the I:ayor to authorize the purchase and mounting of a new tire on the left front wheel of said fire engine. He stated that in view of the emergency and further in view of the fact that the fire engine at said time was in Los Angeles and that it would be economical to obtain immediate authorization for the mounting of a new tire, so that the vehicle would not again have to be sent to Los Angeles, he had advised the mayor of the situation and that the Mayor, in view of the circumstances, had given such authorization. It was thereupon moved by Councilman Love, seconded by F 85 Councilman Krimmel, that the action of the T.ayor in authorizing the Purchase and mounting, of a tire upon the left front wheel of the fire engine this date, which said purchase had not heretofore been authorized by this Council, be and the same is hereby approved, ratified and con- firmed. Carried by the followin6- vote: Ayes: Councilmen Gerow, Krimmel, Love and Binder. Noes: None. Absent: Councilman Cannon. The City Engineer and the Street Superintendent filed an estimate of the cost of improving Oak Avenue between P.iain Street and Virginia Street, which said estimate totalled .62725.15. After consideration of the same, and the character of the work to be performed in accordance with the plan suggested by the City Engineer and Street Superintendent, the Council, by general consent, decided that the said cost should be distributed as follows: X1098.88 to be paid by the property owners and 51626.27 to be paid by the City. Immediately thereafter, it was moved by Councilman Gerow, seconded by Councilman Love, that the City Clerk be and he is hereby authorized and directed to prepare a petition, calling for the improvement of Oak Avenue between TLain Street and Virginia Street, by grading and the construction therein of a macadam veneer pavement. Said petition to provide for the prepayment into the General Fund of the City of E1 Segundo by the property owners benefited of the sum of 51098.88. Carried by the following vote: Ayes: Councilmen Gerow, _:rimmel, Love and Binder. Noes: None. Absent: Councilman Cannon. The City Clerk and the City Attorney each reported respecting- conferences had with the Southwest Title Company concerning delivery to the City of E1 Segundo of certificates covering property heretofore deeded to the City of E1 Segundo for public street purposes, and that said Title Company had promised to speed up its work. The City Attorney reported having written the State Compensation Insurance Fund concerninE the claim of D. Fahland for compensation on account of an injury alleged to have been received while in the employ of the City of El Segundo; also that he had sent a personal representative to the office of the State Compensation Insurance Fund in Los Angeles and learned that the matter had been referred to the San Francisco offices of said Fund. In his opinion a reply to his communication should be received_ before the next regular meeting of the Council and he stated that in event one is not received, he would file an application for adjustment of claim, form for which had been received from the Los Angeles office of said Fund. The City Engineer reported his immediate need of certain sewer equipment, to remove from the public sewers of the City, widespread growths of tree roots, which are endangering its serviceability. It was thereupon moved by Councilman Gerow, seconded by Councilman Love, that the following resolution be adopted: there exists and this Council hereby finds that there exists, an immediate necessity for the purchase by the City of El Segundo, California, of certain server equipment for said City, as follows, to -wit: 1 - 6" Kuhlman Patent Expansion Bucket - - - 524.00 1 - 8" Kuhlman Patent Ex_oansion Bucket - - - 26.00 2 - Kuhlman Patent 1'anhole Guide Jacks, complete, (Manhole cover ring 22" diamter) �; 550.00 ea. - - - - - - - - 100.00 1000' - Steel Cable � .12 per foot - - - - 120.00 Total 270.00 AND TEREAS, this Council finds that the acquisition of such equipment is essential at the earliest possible moment to safegaard the public health and safety of said city; A NOSY ^_'=FOPS, Be It Resolved, that the City Engineer, the officer in charge of the sewage disposal system of the City of E1 Segundo, California, be and he is hereby authorized and instructed to cause to be purchased at once on behalf of said City at a cost not to exceed 1270.00, all of the equipment hereinabove mentioned; AND 1ff1TT=.S, in the opinion of this Council the particular equipment above referred to sold by W. S. The hour of 8:00 o'clock P. at this meeting, Navin€ heretofore been set as the time for receivin€ -bids for the removing of that certain one story frame church building formerly known as First Methodist Episcopal Church of E1 Segundo, California, from the Northeast corner of Main-Street and Lariposa Avenue, where the same is now located, to the westerly side of Richmond Street between Holly Avenue and Pine Avenue within said City, as heretofore advertised for, the °.'ayor arose and announced the hour of 7:59 o'clock P. M. and asked if there were any person or persons present who desired to file bids for removing said building. The hour of 8:00 o'clock P. 1. having arrived, and all bids being in, the ? °.ayor declared the time for receiving bids for removal of the above specified building, as advertised for, closed. The City Clerk announced receipt of two bids. It was thereupon moved by Councilman Gerow, seconded by Councilman Krimmel, that the Council proceed to open, examine and publicy declare all of the bids received for removing that r �7 t 88 j certain one story frame church building, formerly known as First Methodist Episcopal Church of E1 Segundo, California, from the Northeast corner of Main Street and i,:ariposa Avenue, where the same is now located, to the Westerly side of Richmond Street between Holly Avenue and Pine Avenue, within said City. The Council thereupon proceeded to open, examine and publicly declare all of said bids, which said bids were found by said Council to be as follows, to -wit: Bid of Chester Seay House Loving Co., as follows: "The undersigned hereby proposes to furnish all labor, material and equipment necessary for, or appurtenant to, the removal, moving and placing upon new foundation the certain one story frame church building known as First Methodist Episcopal Church, all in accordance with Specifications for Removal of Church Building Acquired by City, at the following price: Removal, moving, placing upon new foundation, approximately 3 feet in height, and including cost of removal and replacing all overhead wiring encountered during prosecution of work - - - $465.00. In the event that the City of E1 Segundo should elect to relieve me of the responsibility of removing and replacing overhead wiring encountered during construction, you may deduct $65,00 from the above amount bid. Loved by Councilman Love, seconded by Councilman Krimmel, that the purchase of a vacuum cleaner from the Electric Shop, E1 Segundo, be and the same is hereby authorized, at a cost not to exceed $75.00. Voved by Councilman Gerow, seconded by Councilman Krimmel, that the following resolution be adopted: =REAS, in the performance of municipal functions of the City of E1 Segundo, and the transaction of its official business, emergencies arise from time to time, requiring prompt decisions and the expenditure of moneys in the preservation of the public peace, health and safety of the City of E1 Segundo; AND ;`.'HEREAS, the municipal officers of the City of El Segundo, charged viith the responsibilities of conducting its affairs, customarily seek the sanction of the City Council in such extra- ordinary matters; AND "?�.REAS, these emergencies frequently arise at times when it is inconvenient or impractical for the Council to convene; NO''' =BEFORE, B_ IT RESOLVED, that the Mayor of the City of E1 Segundo be designated as the approving officer at such times, and that he be further authorized to approve emergency - expenditures not in excess of the sum of 0100.00, without approval of other members of the City Council. The City Clerk reported that the El Segundo Construction Company had made a bona fide offer of 11,000.00 for that certain real property in the City of E1 Segundo, owned by said City, and described as follows, to -wit: Lot 20, Block 10, E1 Segundo, as per map recorded in Map Book 18, Page 69 of Maps, Records of Los Angeles County, California. The Council thereupon proceeded to thoroughly discuss said matter and to receive testimony with reference to the value of said land and its further use for municipal purposes.
