1928 JAN 13 CC MIN7s,. El Segundo, California. January 13th, 1928. A regular meeting of the City Council of the City of El Segundo, California, was called to order at 7:00 o'clock P. IT. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. 3inder, Mayor. ROLL CALL. Councilmen Present: Gerow, Krimmel, Love and Binder. Councilmen Absent: Cannon. No errors or omissions appearing, it was moved by Councilman Krimmel, seconded by Councilman Love, that the minutes be approved as read. Carried. WpRIT77EN COL2,7JITICATIONS. The following communications were read and disposed of as indicated: G. R. AY- 'LSON, dated January 10th, 1928, requesting the removal of a row of eucalyptus trees bordering his property at the corner of Whiting Street and Mariposa Avenue. R. C. DONNALLY, dated January 12th, 1928, requesting the removal of several eucalylbtus trees bordering his property on the West side of Eucalyptus Drive North from I:ariposa Avenue and on the North side of Mariposa Avenue "lest from Eucalyptus Drive. G. L. I'E7RRITT, dated January 13th, 1928, requesting the removal of a row of eucalyptus trees on the East side of Eucalyptus Drive, in front of No. 606 Eucalyptus Drive and for a distance of twenty feet North thereof. The several communications respecting the removal of el.zcalyptus trees from several locations within the City of E1 Segundo having had the consideration of the Council, it was moved by Councilman Krimmel, seconded by Councilman Love, that the Street Superintendent of the City of E1 Segundo be and he is hereby authorized and instructed to remove eucalyptus trees from the public streets within the City of El Segundo as requested in the communications of G. R. Axelson, R. C. Donnally, and G. L. Merritt, filed with this Council this date. Carried. Petition of Chas. Cramp and twenty -nine others, dated January 5th, 1928, requesting installation of goose neck street lights at the corners of Collingwood Street and Bonita Vista Avenue, and Collingwood Street and Hillcrest Avenue. Moved by Councilman Krimmel, seconded by Councilman Love, that, pursuant to the petition of Chas. Cramp and twenty -nine others, filed with this Council this date, Southern California Edison Company be requested and authorized to install goose neck street lights at the corners of Collingwood Street and Bonita Vista Avenue, and Collingwood Street and Hillcrest Avenue, as an addition to the existing street lighting contract between the City of E1 Segundo and said Southern California Edison Company. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love and Binder. Noes: None. Absent: Councilman Cannon. ORAL C0 ?.S,. TITICATIOITS. Yr. Stephen Green of Santa Barbara, California, addressed the Council concerning; the City's failure to pay to.him the amount awarded him for dedication to the City of E1 Segundo of certain of his property within said I177 City for public street Purposes, as required by the provisions of Ordinance No. 135 of said City. The Mayor requested the Clerk to inform the Council concerning said matter, and the Clerk reported that up to this time he had received only five certificates from the Title Company covering deeds to real property for public street purposes heretofore tendered the City of El Segundo, and accepted by the Council, but that during the present week the said Title Company had given assurances that additional reports would be forthcoming within a few days. It appearing from discussion which followed that the Council is dissatisfied with the manner in which the Title Company is handling the matter, on motion of Councilman Gerow, seconded by Councilman Love, which carried unanimously, the City Clerk was instructed to call upon the Southwest Title Company and urge it to give immediate attention to the matter of writing certificates as agreed by it in its contract with the Commissioners appointed for the laying out of certain new public streets within the City of E1 Segundo, under the provisions of Ordinance iJ o. 135, and failing in his endeavor to accomplish this purpose, to arrange, in his discretion, to have the writing of such certificates taken care of by some other Title Company, SPECIAL ORDER OF BUSINESS. The hour of 7 :30 o'clock P. Y. at this meeting, having heretofore been set as the time for the receiving of bids on certain cast iron pipe for the Water Department of the City of E1 Segundo, as heretofore advertised for, the Mayor arose and announced the hour of 7:29 o'clock-P. jo% and asked .. if there were any person or persons present who desired to file bids for s furnishing said pipe. The hour of 7:30 o'clock P. It. having arrived, and all bids being in, the mayor declared the time for receiving of bids for furnishing the City of El Segundo with certain cast iron pipe, as advertised for, closed. The City Clerk announced that he had received four bids, whereupon it was moved by Councilman Gerow, seconded by Councilman Love, that the Council immediately proceed to open, examine and publicly declare all of the bids received for furnishing the City of E1 Segundo with certain cast iron pipe, as advertised for. Carried. REPORTS OF ST= uDIIsG C011. '_ITTEES. Councilman Krimmel of the Public Works Committee, reported that on the 8th inst., he and Councilman Gerow and 1ayor Binder had made an inspection of certain municipal property and recommended that retaining walls be erected on certain portions of the East and ?lest sides of Lot 2, Block 13, Tract 1685, the site of municipal sewer Pump Station No. 1, to prevent adjoining property from sloughing on to said property. Following consideration of the matter and the Street Superintendent's report that in his estimation the cost of such retaining walls fvould not exceed 1150.00, it was moved by Councilman Krimmel, seconded by Councilman Love, that the Street Superin- tendent of the City of E1 Segundo be and he is hereby authorized and instructed to construct approximately 150 feet of cement retaining wall on the East and West sides of Lot 2, Block 13, Tract 1685, municipal property within the City of E1 Segundo, at a total cost of not to exceed $150.00. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love and Binder. Noes: None. Absent: Councilman Cannon. Councilman Krimmel of the Public Works Committee, reported also that in the opinion of the Councilmen who had inspected municipal property as heretofore reported by him, a brick incinerator should be erected on Lot 2, Block 13, Tract 1685, and'that existing fences along the Easterly •side of said property, which, at the present time, are separated in the center of said lot, should be connected. Thereafter it was moved by Councilman Krimmel, seconded by Councilman Gerow, that the Street Superintendent of the City of El Segundo be and he is hereby authorized and instructed to construct a brick incinerator on Lot 2, Block 13, Tract 1685, and to connect existing fences on the Easterly side of said lot, all at a cost not to exceed $35.00. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love and Binder. Noes: None. Absent: Councilman Cannon. Councilman Gerow reported that the tire on the right front wheel of the fire engine is badly worn and that it should be replaced with a new tire, whereupon it was moved by Councilman Gerow, seconded by Councilman Krimmel, that the City Clerk be and he is hereby authorized and instructed to purchase a new tire for use on the right front wheel of the City of E1 Segundo's fire engine and to have the same mounted thereon; also to have the front wheels of said fire engine tested for correct alignment, all at a cost not to exceed $85.00, and in order to afford the City of E1 Segundo fire protection during the time s that said work is being done, to arrange for a substitute fire engine to stand by while the City of E1 Segundo's equipment is out of service, or to provide other satisfactory fire protection which may be approved by the Mayor and the Fire Chief of the Fire Department. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love and Binder. Noes: None. Absent: Councilman Cannon. REPORTS OF OFFICERS & SPECIAL COL��ITTEES. The City Clerk reported that Mr. Dave Fahland, who claims to have been injured recently while in the employ of the Water Department of the City of E1 Segundo, had asked him to take up with the Council the matter of the rejection by the State Compensation Insurance Fund of his claim for compen- sation by reason of such injury, which claim Mr. Fahland supported with letters from Dr. C. Max Anderson of Hermosa Beach and Dr. R. S. Anthony, of El Segundo. The Council, desiring to have its employees treated fairly in the matter of claims for compensation which are just, and desiring to be more fully advised as to the reason for the rejection of the claim of Mr. Fahland by the State Compensation Insurance Fund, the compensation insurance carrier of the City of E1 Segundo, the said matter was referred to the City Attorney for investigation and report to the Council. The City Clerk reported that Mr. John F. Martin is desirous of having Oak Avenue, from Main Street to Virginia Street, improved at the earliest possible time by the construction therein of a macadam veneer pavement, under the plan heretofore frequently used by the City and to that end requested that an estimate of the cost of such work be made and a petition be prepared and delivered to him for circulation among the property owners. Thereupon it was moved by Councilman Love, seconded by Councilman Gerow, that the Street Superin- tendent of the-City of E1 Segundo and the City Engineer thereof, be and they are hereby directed to prepare and present to this Council an estimate of the cost of constructing a macadam veneer paving in Oak Avenue from Main Street to Virginia Street. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love and Binder. Noes: None. Absent: Councilman Cannon. The City Attorney reported that there had been submitted to him during the week for approval a form of easement for sewer purposes over and across certain portions of E1 Segundo High School District property, which said easement had been prepared by the County Counsel of Los Angeles County. He stated that while the form of easement differs from that which he as City Attorney originally prepared and submitted to the County Counsel, he believes the present form to be fair and satisfactory and that he, as legal adviser of the City of E1 Segundo, had approved the same and that it had been returned to the Trustees of E1 Segundo High School District for execution, which he believed would be accomplished in the very near future and the instrument would be delivered to the City of E1 Segundo. The Street Superintendent reported that on the East side of Whiting Street between Holly and Pine Avenues,•roots of acacia trees are growing through the pavement in the street and that in his opinion these trees should be removed. Several members of the Council being of like opinion, Councilman Krimmel was requested to interview owners of property in front of which said trees are growing, so that their attitude in the matter might be ascertained. The Street Superintendent reported that the water standing in Collingwood Street between Sheldon Street and Arizona Drive is not the result of overflowing irrigation water, but the puddle is the result of recent rains and that the point at which the same exists is low and not susceptible to drainage. He stated that he honed to overcome the trouble by filling the roadway with decomposed granite and this received the approval of the Council. The City Engineer reported that the service and emer•ency brakes on the Chevrolet Roadster used by the Sewer Department need relining•, and that at the present time he had obtained only one ^notation for the doing' of said work, said price beinE $12.50. It was thereupon moved by Councilman Cerow, seconded by Councilman Krimme,l, that.the City Engineer be and he is hereby authorized to have all of the brakes on the Chevrolet Roadster now being used by the Se?«er Department relined, and that in addition to the_nrice already procured for such work, that he procure additional prices and award the work to the lowest bidder, the total cost thereof not to exceed "12.50. L::oved by Councilman Krimmel, seconded by Councilman Gerow, that the Superintendent of the Water Department be and he is hereby authorized and instructed to attach a fire hydrant to the end of a 6" water line running easterly across Main Street at Oak Ave:Yue from the westerly side of Main Street, the cost of such installation not to exceed $10.00. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love and Binder. Noes: None. Absent: Councilman Cannon. Lioved by Councilman Love, seconded by Councilman Krimmel, that the Street Superintendent be and he is hereby authorized to employ in his department, two additional laborers, whose compensation is hereby fixed at the rate of 62� per hour.
