A regular meeting of the City Council of the City of E1 Segundo, California,
was called to order at 7:00 o'clocl_ P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor,
ROLL CALL.
Councilmen Present: Cannon, Gerow, Krimmel, Love and Binder.
Councilmen Absent None.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 17th day of February,
1928, were read, without error or omission appearing, and it was moved by
Councilman Cannon, seconded by Councilman Gerow, that the minutes be approved
as read. Carried.
WRITTEN COMIMICATIONS.
The following communications were read and disposed of as indicated:
OSCAR HAUGE, Yayor, City of Long Beach, California, dated February
20th, 1928, being notice of a conference to be held in the Ctty of Long
Beach, at 10:00 o•clock A. M., February 29th, 1928, for the purpose of
discussing matters pertaining to the Metropolitan Water Bill. Ordered filed.
WESTERN CONSTRUCTION EQUIPMENT DISTRIBUTORS, dated February 13th,
1928, announcing the Western Road and Equipment Exposition to be held in
Los Angeles March 7th to 11th, 1928 and inviting the heads of Municipal
Departments of this City to attend the same. By general consent, the Street
Superintendent and the City Engineer were authorized to attend said Exposition.
LOS ANGELES CHAMBER OF COMMERCE, a report of the State Pakk
Conference, held February 8th, 1928, together with a list of the various
representatives in attendance at said Conference. Ordered filed.

Mayor Binder reported that he had not been able to see Mr. L. A.
Ward during the week, concerning- disposition of the trees felled by the
Street Department of the City, but thit he would do so prior to the next
meeting of the Council.
The Chief of Police reported that metal markers to designate pedestrian
lanes, which it was suggested be used for such lanes at the intersection of
Richrond Street and Grand Avenue, in lieu of the canvas strips now used for
such purpose, or painting lines upon the pavement, would cost 15�.each, and
that if such markers are procured and spaced 18" on centers, the cost would
approximate 036.00. It was thereupon moved by Councilman Krimmel, seconded
by Councilman Love, that the purchase of metal markers to designate pedestrian
lanes at the intersection of Richmond Street and Grand Avenue, at a total cost
of not to exceed $36.00, be and the same is hereby authorized. Carried by
the following vote:
Ayes: Councilmen Cannon, Gerow, Krimmel, Love and Binder.

Councilman Love reported that the air receiver at the City Hall, used
in connection with the diaphone fire alarm signalling device, has been
tested and conforms to regulations prescribed by the State Industrial
Accident Commission, and by general consent the Clerk was instructed to
report the existence of said tank to said Commission.
Councilman Love reported that he and the Water Superintendent had
inspected Municipal Water Department Pump No. 1, and that in view of the
fact that a test on said pump has not been had since September, 1927,,felt
that before rendering an opinion as to the necessity for authorizing
repairs to said pump, a test should be made at this time, and by general
consent such a test was authorized.
UNFINISHED BUSINESS.
Moved by Councilman Gerow, seconded by Councilman Krimmel, that
Ordinance No. 146, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,,
EXTENDING THE APPOINTLIENT AND COMPENSATION OF THE
COMVISSIONTERS TO ASSESS THE BENEFITS AND =MAGES AND
TO HAVE GM.M:?AL SUPERVISION OF THE PROPOSED WORK OF
LAYING OUT AND OPENING OF CYPRESS STREET, PEPPER
STREET, CEDAR STREET, A ^ACIA AVENUE, SYCAYORE AVENUE
AND OAK AVENUE IN THE CITY OF EL SEGUNDO, CALIFORNIA,
AS ORDERED BY ORDINANCE NO. 135 OF SbID CITY,
which was introduced and read at a regular meeting of this Council
held on February 17th, 1928, and reread at this meeting, be adopted.
Carried by the following vote:
Ayes: Councilmen Cannon, Gerow, Krimmel, Love and Binder.

NEW BUSINESS.
Moved by Councilman Cannon, seconded by Councilman Krimmel, that
the purchase of 1000 feet of 2" galvanized iron pipe for use of the Water
Department, at a cost not to exceed $250.00, be and the same is hereby -
authorized. Carried by the following vote:
Ayes: Councilmen Cannon, Gerow, Krimmel, Love and Binder.
Noes: None.
Absent: None.
The Chief of Police advised the necessity of the construction of a
kennel for the keeping of impounded dogs. Discussion ensued, terminating
in a decision that the Chief of Police and the Street Superintendent
investigate the matter and take care of same in such manner as they deem
most practical and economical.
Moved by Councilman Love, seconded by Councilman Krimmel, that the
City Clerk be and he is hereby authorized to purchase five 5 x 7 American
Flags, at a cost not to exceed $40.00. Carried by the following vote:
Ayes: Councilmen Cannon, Gerow, Krimmel, Love and Binder.
Noes: None.
Absent: None.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Gerow, seconded by Councilman Love, that the meeting
adjourn. Carried.
