A regular meeting of the City Council of the City
of
California, was called to order at 7 :00 o'clock P. M.oE the eabove � date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Krimmel, Love and Binder.
Councilmen Absent: Cannon.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 3rd day of February,
1928, were read. No errors or omissions appearing, it was moved by
Councilman Gerow, seconded by Councilman Love, that the minutes be approved
as read. Carried.
WRITTEN C(R 'UNICATIONS.
The following communications were read and disposed of as indicated:
R. H. HOBBS, dated February 10th, 1928, being a request for a
to conduct a billiard parlor at No. 101 Richmond Street. permit
consideration of said application, it was moved by CouncilmaalKrimm 1,
seconded by Councilman Love, that the following resolution be adopted:
WHEREAS, R. H. HOBBS, by written application filed with
the City Clerk on the 10th day of February, 1928, has requested
that a permit be granted him to conduct a billiard parlor in the
building situated at the Northwest corner of Richmond Street and
E1 Segumdo•Avenue, being No. 101 Richmond Street, in the City of

NOW THEREFORE, BE IT RESOLVED, that said applicant be and
he is hereby granted permission to conduct a billiard parlor in
said City at said location, for the period of one year from date
hereof, subject however, to the right of the City Council of
said City to sooner revoke the same, as provided in Ordinance NO.
8 of said City and all ordinances amendatory thereof or supplementary
thereto; and
BE IT FURTHER RESOLVED, that the City Clerk shall immediately
issue a written permit unto said applicant therefor*

ORAL COMMUNICATIONS.
Mr. J. C. Cozad, a steeple jack, addressed the Council relative to
Painting the flag pole on the City Hall and the one in the Franklin Avenue
Park, which he agreed to do for the sum of $10.00. The Street Superin-
tendent, who was present at the Council Meeting, informed the Council
that he believed his Department would not be able to do the work as
cheaply, and that he felt the price of $10.00 was a very reasonable price
and recommended that Mr. Cozad be employed for the purpose* It moved by Councilman Gerow, seconded by Councilman Krimmel, that J- Co Cozaapon
be employed to paint the *flag poles on the City Hatt and in the Franklin
Avenue Park respectively, for the total sun of $10000, such work to be
completed to the satisfaction of the Street Superintendent. Carried by
the following vote:
Ayes Councilmen Gerow, Krimmel, Love and Binder.

Absent: Councilman Cannon.

REPORTS OF STAM)ING C0jW.. TESS.
Councilman Gerow of the Public Works Committee, expressed the belief
that boulevard stop signs should be erected on the North side of
Collingwood Street near its intersection with Main Street, so as to
cause west bound traffic on Collingwood Street to come to a complete
stop before entering Main Street. Following
it was moved by Councilman Love, seconded by Councilman aBrimmel,tthatather'
Chief of Police of the City of E1 Segundo be instructed to cause a
boulevard stop sign to be erected on the North side of Collingwood Street,
a proper distance East of Main Street, for the purpose of causing West
bound traffic on Collingwood Street to come to a complete stop before
entering Main Street. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love and Binder.
Noes: None.
Absent: Councilman Cannon.
Councilman Brimmel reported several bad holes in Pine Avenue between
Virginia Street and Main Street, and -the matter was referred to the Street
Superintendent for attention.
Councilman Gerow reported that Mrs. Eason, residing at the Northwest
corner of Pine Avenue and Sheldon Street, had complained that the alley
in the rear of her premises had not been satisfactorily repaired subsequent
to the laying of water mains in said alley. By general consent the matter
was referred to the Water Superintendent for investigation.
Mayor Binder reported that Mr. W. J. Hoefle, residing at No. 129
Concord Street, had complained of a bad hole in the street in front of
his premises, and that complainant also expressed the believe that at this
point there is a leak in the salt water line to the Grammar School plunge.
This matter was referred to the Street Superintendent for attention.
Mayor Binder reported that Mr. A. J. Pierson, residing at the
Southwest corner of Franklin Avenue and Whiting Street, had complained
that a storm water drain installed at said corner is not operating
effectively, and by general consent the Street Superintendent was instructed
to take care of the matter.
REPORTS OF OFFICERS AND SPECIAL COal1MITTEES.
The City Clerk reported redeipt of a Partial Reconveyance from Security
Trust & Savings Bank, a Corporation, releasing the South 15 feet of the
North 40 feet of Lot 16, Block 9, Tract 1685, in the City of E1 Segundo,
which said parcel of land is required by the City in the completion of the
street opening proceedings instituted under the provisions of Resolution
of Intention NO.-154, from the effects of the lien created by that certain
Trust Deed executed by Mihran A. Anthony and Rose Anthony, and recorded
June 24th, 1926, in Book 6268, Page 55 Of-Official Records, in the office
of the County Recorder of Los Angeles County, California.
Moved by Councilman Love, seconded by Councilman Gerow, that that Partial
Reconveyance, dated February 7th, 1928, executed by Security
Bank, a Corporation, releasing from the lien created by that certain Trustgs
Deed recorded June 24th, °1926, in Book 6268, Page 55 of Official Records, Los
Angeles County,C&Iifornia, the Southerly 15 feet of the Northerly 40 feet of
Lot 16, Block 9, Tract 1685, in the City of E1 Se
hereby accepted on behalf of said City, and the City Clerk its hereby directed
to cause the said instrument to be filed for record in the office of the

The City Clerk reported receipt from the Pacific Telephone & Telegraph
Company of applications for permits to erect poles and anchors in the
following streets, to -wit:
Maple Avenue - East of Penn Street.
Mariposa Avenue - west of Virginia Street,
Richmond Street - Between Mariposa Avenue
Palm Avenue - Between Virginia Street and and Palm Avenue.
Pine Avenue - Between Standard Street Aren Street.

Following consideration of these requests, by general consent action thereon
was deferred one week.
City Gardener Budgen advised the Council that his Department had
completed the cleaning of weeds from the
Main Street to Virginia Street Parkings in Maple Ave.. from
weeds from the ' and he requested additional help to clean,
parkings in Main Street and Grand Avenue where moss has
been planted by the Gardener's Department. By the

earliest convenience and to expend not to exceed $25.00 in the
abatement of the nuisance complained of.

for presentation to the City Council for acceptance, a deed executed by

NEW BUSINESS.
The Chief of Police advised the Council that one of the City's motorcycles
has never been overhauled and that it is in need of a thorough which.the Harley- Davidson Motorcycle Comp had advised would ove hauling,
exceed exceed; also that the same motorcycle requires a siren, which will cost not to exceed $40.00. It was thereupon moved by Councilman Kr
