A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7 :00 o'clock P. M., on the above
date, in the Council Chamber of the City Hall of said City, by Peter
E. Binder, Mayor,
ROLL CALL.
Councilmen Present: Gerow, Krimmel, Love, Selby and Binder.
Councilmen Absent: None.
READING OF IaNUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 3rd day of August,
1928, were read. No errors or omissions appearing, it was moved by
Councilman Love, seconded by Councilman Krimmel, that the minutes be
approved as read. Carried.
WRITTEN COMKYNICATIONS.
The following communications were read and disposed of-as indicated:
PACIFIC TELEPHONE & TELEGRAPH CO., dated August 1st, 1928, an
application for a permit to excavate and set a 35 ft. pole on the North
side of least Walnut Avenue, 92 ft. East of the Easterly line of Pepper
Street. The application having been approved by the Street Superintendent,
it was moved by Councilman Love, seconded by Councilman Krimmel, that
the request be granted, provided said work is prosecuted and completed
to the satisfaction of the Street Superintendent of the City of El Segundo.
Carried.
PACIFIC COAST ASSOCIATION OF FIRE CHIEFS, dated August 4th, 1928,
announcing the Thirty -Fifth Annual Convention of said Association, to
be held in Sacramento, October lst to 6th, 1928, and requesting a
delegation of representatives from this City to the said Convention.
Ordered filed.
UNIVERSITY OF SOU'T'HERN CALIFORNIA, invitation to the City Council
to attend the Civic Progress Dinner of the Division of Public Administration,
at the said University, August 13th, 1928, at 6:30 o'clock P. M. It
being impossible for any members of the Council to attend, by general
consent the City Clerk was instructed to do so.
Mr. 0. C. Davy, requesting permission to operate busses over the
streets of the City of E1 Segundo to convey passengers from the City of
E1 Segundo proper to Mines Field during the National Air Races to be held
at said Field, September 8th - 16th, incl., 1928. Moved by Councilman
Krimmel, seconded by Councilman Love, that O. C. Davy be and he is hereby
granted permission to operate busses upon the public streets of the City
of E1 Segundo, for the purpose of conveying passengers from E1 Segundo to
Hines Field, September 8th to 16th, 1928, the operation of such busses
being subject to such police regulations with respect to the movement of
motor vehicle traffic within the City of El Segundo as may be in effect or
put into effect by the Police Department of the City of El Segundo during
said time. Carried.
ORAL CMILITNICATIONS.
Mr. Harry Booth verbally requested a contribution from the City to
the Hand being raised to furnish prizes for the several athletic events
to take place at the E1 Segundo community picnic, to be held at Brookside
Park, September 10th, 1928, Mr. Booth was informed that this is a matter
for which funds of the City cannot lawfully be expended, and that it would
be impossible for the City to contribute thereto.

REPORTS OF STAI DING CO:.'".'ITTEES.
Councilman Krimmel of the Public Works Committee, reported that weeds should
be removed from Loma vista street, between Grand Avenue and holly Avenue, and
by general consent this matter was referred to the street Superintendent.
REPORTS OF OFFICERS & SPECIAL C(X8!ITTEES.
The City Attorney reported that he has under consideration-the preparation
of-an ordinance regal atin€- the use of the public beaches within the City of
E1- Segundo, and that the same would be-presented to the Council for its approval
at -the next regular meeting.
Street Superintendent Gunn reported that the dumping of cans adjacent to
the roadway of Collingwood Street between Arizona Drive and Inglewood - Redondo
Road is becoming quite a nuisance, and-recommended the employment of special
police officers for the purpose of putting a stop to the practice. The matter
was discussed at length, but -no-definite action taken.
The Clerk reported receipt of a street deed conveying to the City of-
El-Segundo an easement for public street purposes of the Northerly 40
feet of Lot 15, Block 9, Tract 1685, which said property is required in the
street opening proceedings initiated under Resolution of Intention No. 154
and Ordinance No. 135 of the City of E1 Segundo; whereupon it was moved by
Councilman Love, seconded by Councilman Gerow, that the following resolution
Ite adopted:
RESOLVED, that that certain street deed, dated the
10th day of August, 1928, executed by Clarence A. Wilson
and Bertha B. Wilson, granting to the City of E1 Segundo
an easement for public street purposes of the Northerly
40 feet of Lot 15, Block 9, Tract 1685, as per map recorded
-in Book 21, Page 98 of Maps, Records of Los Angeles County ,
California, on file in the office of the County Recorder of
said County, and the property conveyed thereby, be and the
same are hereby accepted on behalf of the City of El Segundo;
AND BE IT FURTHER RESOLVED, that the City Clerk of the
City of E1 Segundo, be and he is hereby authorized, upon
receipt of advice-from the Southwest Title Company, that
through such instrument, the City of El Segundo will acquire
title to said real property, free and clear of encumbrance,
to cause the said instrument to be filed for record, and to
cause to be delivered to the grantors the amount awarded them
in the Report of the Commissioners appointed-for such purpose,
under the provisions of Ordinance No. 135 of said City.
Said resolution was carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder.
Noes: None.

UNFINISHED BUSINESS.
Councilman Gerow introduced ordinance No. 150, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
REGULATING THE ESTABLISHMENT AND OPERATION OF
PUBLIC AUTOMOBILE PARKS OR PLACES WITHIN SAID CITY,
AND THE BUSINESS OF CONDUCTING ANY SUCH PARKS OR
PLACES,
which was read.

NEW BUSINESS.
Moved by Councilman Gerow, seconded by Councilman Selby, that D. Boyer and
A. T. Miller, be and they are hereby granted their annual two weeks vacation,
beginning August 20th,. 1928. Carried.
Acting Chief of Police Cummings advised the Council that the National Air
Race Association had communicated with him respecting the handling of traffic
within the City of El Segundo during the National Air Races to be held at
Mines Field, September 8th to 16th, inclusive, 1928p and he recommended that.
motor vehicle traffic arriving in the City of E1 Segundo and destined for
Mines Field, be routed East on Grand Avenue and North on Arizona Drive on its
way to said Field.and West on Collingwood Street from /Arizona Drive to Main
Street when returning from said Field and that such streets be made one -way
streets during such time. The Council, after mature consideration, believing
this to be the most practical method of handling traffic on the occasion referred
to, by general consent approved the plan and instructed Officer Cummings to so
arrange.
The matter of the improvement of Grand Avenue, Arizona Drive and Collingwood
Street thereupon was given consideration and referred to Councilmen Krimmel and
Gerow and the Street Superintendent for investigation and report.
The Fire Chief requested information as to fire protective measures contemplated
at said Field during said event. No person present at the meeting having such
information, the Clerk agreed to communicate with the Grounds Operation Committee
of the National Air Race Association to obtain the same.
No further business appearing to be transacted at this session, it was moved
by Councilman Krirmael, seconded by Councilman Love, that the meeting adjourn
until Thursday, the 16th day of August, 1928, at the hour of 7 :00 P. M. Carried.
