1928 AUG 03 CC MINP-223. El Segundo, California. August third, 1928. A regular meeting of the City Council of the City of El Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Krimmel, Love, Selby and Binder. Councilmen Absent: Gerow. READING OF I,"_INUTES OF PREVIOUS IMETINGS. The minutes of the regular meeting held on the 27th day of July, 1928, were read, without error or omission appearing, and it was moved by Councilman Krimmel, seconded by Councilman Love, that the minutes be approved as read. Carried. Councilman Gerow appeared at the meeting, during the reading of the minutes, and took his seat, the hour being 7 :12 o'clock P. 11. The minutes of the adjourned regular meeting held August 1st, 1928 were read. No errors or omissions appearing, it was moved by Councilman Gerow, seconded by Councilman Selby, and unanimously carried, that the minutes be approved as read. WRITTEN COMIUNICATIONS. The following communications were read and disposed of as indicated: W. H. LENNON, requesting that rock screenings be spread upon the surface of Holly Avenue west of Whiting Street, so as to cover surplus quantities of oil at present on the surface of said road. The matter was referred to Councilman Krimmel and the Street Superintendent for attention. Request of ARNOLD F. FITZGERALD, for the segregation of Assessments Nos. 111, 112, and 113 respectively, levied against portions of Lot 7, Block 98, E1 Segundo Sheet No. 3, for the improvement of Virginia and Other Streets within the City of El Segundo, under the provisions of Resolution of Intention No. 79. It appearing that the segregation of said assessments as requested, is reasonable and will in no way affect or jeopardize the security of the said assessments, it was moved by Councilman Gerow, seconded by Councilman Krimmel, that Resolution No. 199, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE-CITY OF EL SEGUNDO, CALIFORNIA, ACQUIESCING IN THE REQUEST OF THE OWNER OF CERTAIN PROPERTY WITHIN SAID CITY TO THE SEGREGATION OR DIVISION OF CERTAIN ASSESSIl!ENTS LEVIED UPON THE PROPERTY OF SUCH OVINER FOR THE IMOVEIMiT OF VIRGINIA AND OTHER STREETS WITHIN SAID CITY, AS PROVIDED FOR UNDER RESOLUTION OF INTENTION N0. :_79 OF THE BOARD OF TRUSTEES (NOW CITY COUNCIL) OF SAID CITY, which was read, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder. Noes: None. Absent: NBne. Request of ARNOLD F. FITZGERALD, for the segregation of Assessments Nos. 206, 207 and 208 respectively, levied against portions of Lot 7, Block 98, E1 Segundo Sheet No. 3, for the construction of sewers in Lateral Sewerage District No. 2. It appearing that the segregation of said assessments as requested, is reasonable and will in no way affect or jeopardize the security of the said assessments, it was moved by Councilman Gerow, seconded by Councilman Krimmel, that Resolution No. 200, entitled: 224 fi A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, ACQUIESCING IN THE REQUEST OF THE OWNER OF CERTAIN PROPERTY TITHIN SAID CITY TO THE SEGREGATION OR DIVISION OF CERTAIN ASSESSMENTS LEVIED UPON THE PROPERTY OF SUCH OWNER FOR THE CONSTRUCTION OF LATERAL SEWERS IN LATERAL SEWERAGE DISTRICT NO. 2, WITHIN SAID CITY, AS PROVIDED FOR UNDER RESOLUTION OF INTENTION NO. 134 OF THE BOARD OF TRUSTEES (NOW CITY COUNCIL) OF THE SAID CITY, which was read, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder. Noes: None. Absent: None. ORAL CMLUNICATIONS. Leonard Stuewe, Commander of the American Legion, addressed the Council relative to the promotion and supervision of athletic events among the juveniles of the City of E1 Segundo, such events being sponsored by the American.Legion and other civic organizations. Following discussion and consideration of the matter, and in view of the fact that the Council has heretofore provided a director of adult athletics, it was moved by Councilman Love, seconded by Councilman Gerow, that the following resolution be adopted: RESOLVED, that until the further order of this Council, Leonard Stuewe be and he is hereby appointed to the office of Assistant Director of Public Athletics of the City of E1 Segundo; it shall be the duty of said Assistant Director of Public Athletics to be present at and supervise all public athletic contests in the City of E1 Segundo, California, seeing that the same are properly and peaceably conducted; and BE IT FURTHER RESOLVED, that said appointee shall assume the duties of his office on the 4th day of August, 1928, and that until the further order of this Council he shall receive as compensation in full for all services rendered as such Assistant Director of Public Athletics, the sum of $25.00 per week, which said sum shall be payable in the same manner as other municipal salaries are paid. . Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder. Noes: None. Absent: Norte. Steve Chabrajez complained that employees of the Street Department had removed from the parking adjacent to his premises at the Southeast corner of hillcrest Avenue and Pine Avenue, moss which had been planted in said parking to prevent the earth from washing away from the sidewalk during the rainy season. The Street Superintendent, who was present, indicated that he was unaware of the occurrence and by general consent he was instructed to replant the moss during the coming week. REPORTS OF STANDING C=I E- S. Councilman Gerow of the Public Works Committee reported that he and Councilman Krimmel had attended a recent meeting of the E1 Segundo Business Men's Association and that said organization is desirous that a sign be erected near Lines Field for the purpose of advertising pertinent facts concerning the City of E1 Segundo; also that said Association desires to have arrows painted upon the roadway of certain.streets within the City of El Segundo directin.6 traffic destined for Clines Field into and through the City of El Segundo; also that Mr. F. P. Tucker, a sign painter, had agreed to furnish a two faced sign of generous size, satisfactorily painted and lettered, for the sum of $75.00 and that said sign, when completed, should be erected in a substantial manner at a point close to the inter- } section of Collingwood Street and Inglewood- Redondo Road. It was thereupon moved by Councilman Krimmel, seconded by Councilman Love, that a galvanized iron advertising sign, set in a wooden frame, be purchased and appropriately lettered, advertising the City of El Segundo and erected as heretofore recommended by the Public Works Committee, at a cost not to exceed $125.00. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder. Noes: None. Absent: None. Councilman Krimmel of the Public Works Committee, reported that IV`s. Foster of E1 Segundo First Methodist Episcopal Church, had requested that grade stakes be set along the Westerly line of the Alley east of Main Street, immediately in the rear of the First Methodist Episcopal Church, at the Southeast corner of Main Street and Mariposa Avenue, so that said Church may erect header boards at appm priate grade in the rear of its property; following which it was moved by Councilman Krimmel, seconded by Councilman Love, that the City Engineer be and he is hereby authorized and directed to establish the grade of the alley East of Main Street between Pine Avenue and Mariposa Avenue, and thereafter to set stakes along that portion of the Westerly line of said alley in the rear of El Segundo First ]Methodist Episcopal Church property, so that said Church may construct header boards in accordance with its request. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder. Noes: None. Absent: None. Councilman Krimmel reported that one of the pedals on the City's Piano in the City Hall Auditorium is out of order, and it was moved by Councilman Krimmel, Seconded by Councilman Love, that the Clerk be and he is hereby instructed to have the same repaired, at a cost not to exceed $10.00. Carried by the following vote: _ Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder. Noes: None. Absent: None. Councilman Krimmel reported also that the canvas floor covering of the City Hall Auditorium is very dirty and should be cleaned if the work can be done satisfactorily and economically. Thereupon, by general consent, the City Clerk was instructed to look into the matter and report to the Council. REPORTS OF OFFICERS & SPECIAL CODMTTEES. The City Clerk reported that the Western Land & Improvement Company had given consent to the erection upon its property at the Southwest corner of Collingwood Street and Inglewood - Redondo Road, of the advertising sign heretofore proposed to be erected, and that when giving its consent had recommended that arrangements be made, if possible, to have the said sign lighted at night. The clerk thereupon was directed to ascertain whether or not such electric lighting may be accomplished. The Clerk reported receipt of a street deed conveying to the City of E1 Segundo an easement for-road purposes over the Northerly 40 feet of hot 7. Block 100, E1 Segundo Sheet No. 3, which said property is involved in the street opening proceedings initiated under Resolution of Intention No. 154 and Ordinance No. 135 of the City of El Segundo; whereupon it was moved by Councilman Krimmel, seconded by Councilman Love, that the following resolution be adopted: RESOLVED, that that certain street deed, dated the 5th day of July, 1928, executed by John A. Gerow and Carrie B; Gerow, his wife, granting to the City of El Segundo an easement for public street purposes over the Northerly 40 feet of Lot 7, Block 100, El Segundo Sheet No. 3, as per map recorded in Book 20, Pages 22 and 23 of ?Maps, Records of 223- 22� Los Angeles County, California, on file in the office of the Councy Recorder of said County, and the property conveyed thereby, be and the same are hereby accepted on behalf of the City of El Segundo; and BE IT FURTHER RESOLVED, that the City Clerk of the City of El Segundo, be and he is hereby authorized, upon receipt of advice from the Southwest Title Company, that through such instrument, the City of El Segundo will acquire title to said real property, free and clear of encumbrance, to cause the said instrument to be filed for record, and to cause to the delivered to the grantors the amount awarded them in the Report of the Commissioners appointed for such purpose, under the provisions of Ordinance No. 135 of said City. Said resolution was carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder. Noes:_ None. - Absent: None. Street Superintendent Gunn reported that hie estimate of the cost of grading Eucalyptus Drive from Maple Avenue to Walnut Avenue from Property line to property line, and of constructing a macadam veneer paving in said street between said points, is $1200.00, following which it was moved by Councilman Gerow, seconded by Councilman Love, that the City Clerk be and he is hereby authorized to prepare a petition in usual form, respecting the improvement of Eucalyptus Drive between Maple Avenue and Walnut Avenue, by grading from property line to property line, and by constructing therein from curb line to curb line a macadam veneer pavement, on the customary basis of the prepayment by the property owners of one- third of the total cost, and to submit said petition to interested property owners for its circulation, signature and presentation to the Council for its further action. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder. Noes: None. Absent: None. The City Attorney reported having received an affidavit from the White Sewing Machine Company, satisfying said Attorney that said Sewing Machine Company operates under,Interstate Commerce Commission rulings and therefore is not subject to local license tax. The City Attorney reported that he has received information from California Title Insurance Company, to the effect that certain property of the Municipal Water Department had, in some manner, been sold for taxes in 1924 - 1925 -1926 and 1927, following which it was moved by Councilman hove, seconded by Councilman Krimmel, that the City Attorney of the City of E1 Segundo be and he is hereby authorized and directed to take proceedings necessary to have certain tax sale liens affecting real property of the Municipal Water Department, removed. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love, Selby and Binder. Noes: None. Absent: None. Street Superintendent Gunn reported that Mr. Sant, an engineer of the Pacific Telephone & Telegraph Company, had called upon him during the week and had gone into the matter of changing certain of said Telephone Company's line construction in and adjacent to Block 85 of the City of E1 Segundo and advised that said Company feels that the changes desired by the Council may be made. R. % Hutchins reported that during his vacation, which will begin August 6th, 1928, J. A. Cummings will be in charge of the Police Department; H. I- Flick of the Building Department and I. N. Sumner of the Water and Sewer Departments. . Said arrangements thereupon by general consent were approved by the Council. The Superintendent of the Water Department advised that it is his desire to temporarily retain in the employ of the grater Department, after the completion of the laying of the water main in Oak Avenue from Main Street to Virginia Street, Mr. J. A. MacDonald, who was employed for that purpose on previous authorization of the Council and by general consent such continued temporary employment was given approval. None. None. The Chief of Police recommended the adoption of an ordinance regulating the use of the beach within the City of E1 Segundo, and by general consent the matter was referred to the City Attorney with instructions to draw a reasonable ordinance respecting the matter. No further business appearing to be transacted at this meeting, it was moved by Councilman Love, seconded by Councilman Gerow, that the meeting adjourn. Carried.
