September 30, 1927.
A regular meeting of the City Council of the City of. El Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by the City
Clerk, the Rayor being absent. Councilman Gerow was unanimously chosen
Mayor pro -tem.
ROLL CALL.
Councilmen Present: Gerow, Krimmel and Love.
Obuncilmen Absent: Cannon and Binder.
READING OF MINUTES OF PREVIOUS MEETINGS.
The minutes of the regular meeting held on the 23rd day of September,
1927, were read. No errors or omissions appearing, it was moved by
Councilman Krimmel, seconded by Councilman Love, that the minutes be
approved as read. Carried.
The minutes of the adjourned regular meeting held at 5:00 P. M. on
the 28th day of September, 1927, were read without error or omission
being noted, and were approved as read upon motion of Councilman
Krimmel, seconded by Councilman Love, which carried.
The minutes of the adjourned regular meeting held at 7300 o'clock P. M.
on the 28th day of September, 1927, were read without error or omission
being noted. It was thereupon moved by Councilman Krimmel, seconded by
Councilman Love, that the minutes be approved as read. Carried.
WRITTEN COMWMCATIONS.
The following communications were read and disposed of as indicated:
HIRAM W. WADSWORTH, Chairman, Colorado River Acqueduct Association,
dated September 19th, 1927, respecting the contemplated action to test
the validity of the recently adopted Metropolitan Water District Act,
which it is estimated will cost approximately $15,000.00; with which was
enclosed a list indicating the pro rata of the estimated expense, which
Is allocated to the respective Southern California cities. Ordered filed.
J. L.:PaVMOY, Y. D., County Health Officer, being a report of the
activities of the Los Angeles County Health Department within the City
of E1 Segundo, during the month of September, 1927. Ordered filed.
EUUILIE RUNZHEIMER, inquiring if the City desires to sell Lot 20, Block
10, E1 Segundo. Action deferred.

ORAL CO2120NICATIONS.
REPORTS OF STANDING COMMITTEES.
Trustee Krimmel of the Public Works Committee drew attention to the fact
that weeds have not been removed from the parkings in Loma Vista Street
between Grand Avenue and Holly Avenue. The matter was referred to the
Street Superintendent, who stated that the same would be given immediate
attention*
REPORTS OF OFFICERS & SPECIAL COMMITTEES.
The City Attorney filed with the Board a copy of the Preliminary Opinion
of O'Melveny, Millikin & Tuller, dated September 29th, 1927, respecting the
ws
sale of $24,000.00 par value of the $200,000.00 par value, City of El
Segundo Water Works Bonds, Election 1922, which is to the effect that the
proceedings have been taken in accordance with the Constitution and-Laws
of the State of California, and that said $24,000.00 of Bonds, when they
have been executed by the proper officials and delivered to the United
States National Bank and paid for by the said Bank, in the manner provided
by Law, will constitute a legal and binding obligation of the City of E1
Segundo.
City Gardener Budgen reported that steps should be constructed
from the driveway which leads into the Grand Avenue Park to the Bowling
Courts therein; also that a sewer connection should be made at Sewer Pump
House No. 1, so that wastage from the Service Building could be disposed
of through the sewer, instead of being swept on to the lawn adjacent thereto.
By general consent the Council agreed to make a personal inspection of the
locations of the matters referred-to on Sunday morning next.
- 'The Street Superintendent reported that construction of a brick
manhole over the oil storage tank at the City Hall had been completed,
and that he is now ready to install the ring and cover on top of same;
also that following investigation he finds that a ring and cover of
suitable dimension will cost $25.00. It was thereupon moved by Councilman
Love, seconded by Councilman Krimmel, that the purchase of a man hole ring
and cover for use in connection with the brick man hole over the oil storage
tank at the City Hall be and the same is hereby authorized at a cost not to
exceed $25.00. Carried by the following vote:
Ayes: Councilmen Krimmel, Love and Gerow.

Absent: Councilmen Cannon and Binder.
UNFINISHED BUSINESS.
Councilman Krimmel introduced Ordinance No. 142, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
ORDERING THE ESTABLISHMENT OF CERTAIN SET BACK
LINES ON CERTAIN PORTIONS OF LOMA VISTA STREET
WITHIN THE SAID CITY,
which was read.
The Superintendent of the Water Department advised having received
competitive quotations on furnishing his Department with picks, shovels
and lanterns, the use of which will be required in the near future when
additional water lines are installed. It was thereupon moved by Councilman
Krimmel, seconded by Councilman Love, that the purchase of two dozen long
handle shovels, two dozen 6J picks, two dozen lanterns and two dozen extra
ruby lantern globes, from Daniels Hardware, at a cost not to exceed $87.50,
be and the same is hereby authorized. Carried by the following vote:
Ayes: Councilmen Krimmel, Love and Gerow.

Absent: Councilmen Cannon and Binder.
NEW BUSINESS.
'loved by Councilman Love, seconded by Councilman Krimmel, that the
Superintendent of the Water Department be and he is hereby authorized to
Purchase twenty 4" Crane Company Gate Valves, one thousand feet of 3/4"
galvanized iron pipe, and 250# of oakum, from Crane Company, all at a cost not
to exceed $295.00. Carried by the following vote:
Ayes: Councilmen Krimmel, Love and Gerow.
Noes: None.
Absent: Councilmen Cannon and Binder.
Moved by Councilman Love, seconded by Councilman Krimmel, that the
Superintendent of the Water Department be and he is hereby authorized to
purchase five Van Deventer Fire Hydrants, all at a cost not'to exceed
0290.00. Carried by the following votes
Ayes: Councilmen Krimmel, Love and Gerold.

Absent: Councilmen Cannon and Binder.
Moved by Councilman Krimmel, seconded by Councilman Love, that'.the
printing of two sets of forms for use in connection with cost accounting if
the Water Department be and the same is hereby authorized, at a cost not-to
exceed 050.00. Carried by the following vote:
Ayes: Councilmen Krimmel, Love and Gerow.

Absent: Councilmen Cannon and Binder.
h44ved by Councilman Love, seconded by Councilman Krimmel, that F. N.
Evans be and he is hereby granted his customary annual two weeks vacation,
beginning October 10th, 1927, and that during such vacation George YcLauchlin
be assigned the duties of Sewer Pump Station Attendant, and that K. E.
Campbell perform such relief duties as may be required in the Police Department
during said period, such duties as the said K. E. Campbell may perform in
said Police Department to be compensated for at the rate of v6160000 per
month. Carried by the following vote:

Absent: Councilmen Cannon and Binder.
No further business appearing to be transacted at this session, it
was moved by Councilman Love, seconded by Councilman Krimmel,, that the
meeting adjourn until Monday, the 3rd day of October, 1927, at the hour
