A regular meeting of the City Council of the City of El Segundo, California,
was called to order at 7 :00 o'clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. 3inder, Mayor, The City
Clerk being absent, the Mayor appointed Councilman Love as Clerk pro tem.
ROLL CALL.
Councilmen Present: Gerow, Love and Binder.
Councilmen Absent: Cannon and Krimmel.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 16th day of September,
1927, were read. No errors or omissions appearing, it was moved by Councilman
Love, seconded by Councilman Gerow, that the minutes be approved as read.
Carried.

WRITTEN CONMUNICATIONS.
ORAL CM- TNICATIONS.
SPECIAL ORDER OF BUSINESS.
The hour of 7 :30 o'clock P. M. at this meeting having heretofore been
set as the time for consideration of bids received by this Council on September
16th, 1927, for furnishing the City of E1 Segundo with certain pipe and fittings,
the Mayor arose and announced that said hour had arrived. After some discussion
it was moved by Councilman Love, seconded by Councilman Gerow, that consideration
of said bids be postponed until Wednesday, the 28th day.of September, 1927,
at the hour of 5:00 o'clock P, M. and that when this meeting adjourns, it adjourn
until said date and hour. Carried.
REPORTS OF OFFICERS AND SPECIAL CMAIlITTEES.
The City Gardener requested the Council's opinion as to the planting of
Boston Ivy along the North side of the City Hall Building. After discussion,
by general consent, the City Gardener was instructed to plant same according to
his discretion.
The City Engineer advised that a bar. Fenton, of the Standard Oil Company,
had called on him during the week, and presented a letter, which the Standard
Oil Company requested that the City of E1 Segundo sign and return to said
company, said letter being an agreement by the City of E1 Segundo to indemnify
the Standard Oil Company against all claims and demands of every kind for the
destruction or injury of property, or injury or detah of persons, arising from or
due to delivery of road oil at a temperature above flash point. The Street
Superintendent advised that it would not be necessary in his work to have road
oil heated beyond flash point, and by general consent the City Clerk was
instructed to write the Standard Oil Company, advising them that in future, the
City of E1 Segundo would not require any deliveries of road oil made to said
City to be heated to a temperature beyond flash point.
The Street Superintendent advised that Mr. Puller, who had previously
been granted permission by the City Council, to cut down_ecualyptus trees
in front of Lots 1 and 10, Block. 104, had turned the work over to his brother,
and that all the trees had been removed satisfactorily. The Street Superintendent
further advised that Mr. Faller had announced his intention of removing trees
on East Collingwood Street near Eucalyptus Drive, and the Mayor instructed the
City Engineer and Street Superintendent to mkke an investigation and determine
whether or not the trees to be cut down are on private property or city property.
Mayor Binder reported that he and other members of the Council had
made an investigation of the condition of Duley Road, and that, in their opinion,

the road required patching at this time. It was thereupon moved by Councilman
Love, seconded by Councilman Gerow, that the Street Superintendent be and he is
hereby instructed to patch Duley Road, at a cost not to exceed $ 100.00.
Carried by the following vote:
Ayes: Councilmen Gerow, Love and Binder.
Noes: None.
Absent: Councilmen Cannon and Krimmel.
The Street Superintendent advised that he had found it convenient to
allow Clyde Woodyard to begin his annual customary two weeks vacation on
September 16th, 1927, and requested the Counell•s ratification of his action.
Moved by Councilman Gerow, seconded by Councilman Love, that the action of the
Street Superintendent in allowing Clyde Woodyard to begin his annual two weeks
vacation on September 16th, 1927, be and the same is hereby ratified and approved.
Carried.
The Water Superintendent advised that the water tank, used in connection
with the heating apparatus in the City Hall, had sprung a leak during the past
week, and repeated efforts of his department to repair the leak had been unavailing.
It was thereupon moved by Councilman Love, seconded by Councilman Gerow, that
a welder be employed to weld the water tank in the basement of the City Hall,
where same is now leaking, all at a cost not to exceed $10.00. Carried by the
following vote:
Ayes: Councilmen Gerow, Love and Binder.
Noes: None.
Absent: Councilmen Cannon and Kriamel.
UNFINISHED BUSINESS.
The Water Superintendent advised that, at his request, the City Clerk
had obtained prices on certain pipe and fittings which will be needed by
his department, said-prices being as follows, to -wits

It was thereupon moved by Councilman Love, seconded by Councilman Gerow, that
the Water Superintendent be and he is hereby instructed to purchase certain
pipe and fittings needed in his Department, from Grinnel Company, at a cost not
to exceed $25.24. Carried by the following vote:
Ayes: Councilmen Gerow, Love and Binder.
Noes: None.
Absent: Councilmen Cannon and Krimmel.
NEW BUSINESS.
The Water Superintendent advised his need of certain caulking tools
and tools for cutting out cement joints, which tools, he stated, could be
purchased from -the Standard Oil Company at a price of $250000 This price
appearing to be reasonable, it was moved by Councilman Love, seconded by
Councilman Gerow, that the Water Superintendent be and he is hereby authorized
and instructed to purchase caulking tools and tools for cutting out cement joints,
from the Standard Oil Company, at a price not to exceed $25.00. Carried by the
- following vote:
Ayes: Councilmen Gerow, Love and Binder.
Noes: None.
Absent: Councilmen Cannon and Brimmel.
The City Engineer advised that a new battery is needed on the Chevrolet
Roadster used by the Sewer Department, and that he had obtained prices on same,
said prices being as follows, to -wits

Moved by Councilman Love, seconded by Councilman RzINNE1, that the purchase of
one Ford Battery, 13 Plate, 80 Amp. from Ira E. Escobar, for use on the
Sewer Department Chevrolet Roadster, at a cost not to exceed $9.00, be and
the same is hereby authorized. Carried by the following votes
Ayes: Councilmen Gerow, Love and Binder.
Noes: None.
Absent: Councilmen Cannon and grimmel.
The Water Superintendent inquired Whether or not the Council desired to
have him attend the Water Works Convention to be held at San Jose, October 5th
to 8th, 1927. It appearing from the program as outlined for the Convention,
that the City should derive much benefit from his attendance at said Convention,
the Council agreed that it would consent to same.
No further business appearing to be transacted at this session, it was
moved by Councilman Gerow, seconded by Councilman Love, that the meeting adjourn
until Wednesday, the 28th day of September, 1927, at the hour of 5:00 o'clock
P. M. Carried.
