A regular meeting of the City Council of the City of El Segundo, California,
was called to order at 7 :00 o'clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor.

Councilmen Present: Gerow, grimmel, Love and Binder.
Councilmen Absent: Cannon.
READING OF MINUTES OF PREVIOUS MEETING.

The minutes of the/regular meeting held on the Sth day of September,
1927, were read without error or omission appearing, and it was moved by
Councilman Love, seconded by Councilman Srimmel, that the minutes be approved
as read. Carried.
SPECIAL ORDER OF BUSINESS.
The hour of 7 :15 o'clock P. M. having heretofore been set as the
time for the receiving of bids on certain pipe and fittings for the Water
Department of the City of E1 Segundo, California, as heretofore advertised
for, the Mayor arose and announced the hour of 7:14 o'clock P. M. and
asked if there were any person or persons present who desired to file bids.
The hour of 7 :15 o'clock P. M. having arrived and all bids being in, the
Mayor declared the time for the receiving of bids on certain pipe and
fittings for the Water Department, as advertised for, closed.
The Clerk announced the receipt of eleven bids, whereupon it was
moved Councilman Love, seconded by Councilman Gerow, that the Council
proceed to open, examine and publicly declare all of the bids received for
furnishing the City of E1 Segundo with certain pipe and fittings as
advertised for. Carried.
The Council thereupon proceeded to open, examine and publicly declare
said bids, which said bids were found by said Council to be as follows,
to -wit:

Thereafter it was moved by Councilman Gerow, seconded by Councilman
Krimmel, that all of said bids be taken under advisement until the hour of
7:30 o'clock P. ?d. on Friday, September 23rd, 1927. Carried.
`VRITTEN C014WWICATIONS.
The following communications were read and disposed of as indicated:

PACIFIC ELECTRIC RAILWAY CO., by E. C. Johnson, Chief Engineer, dated
September 8th, 1927, File No. 327 (S), respecting markers which said Railway
Company will in future require used to properly locate pipes, conduits,
sewers and other crossings placed upon the property of said Pacific Electric
Railway Company, together with sketches of the said markers, which were submitted for
comments and suggestions. By general consent this matter was referred to the
City Engineer.
PACIFIC ELECTRIC RAILWAY CO., by E. C. Johnson, Chief Engineer, dated
September 14th, 1927, File No, WO 26099, advising that said Company had completed
all of the work it had agreed to do relative to beautification of a portion of
said Company's right -of -way at Fain Street and Grand Avenue, E1 Segundo, which
has been leased to the City of E1 Segundo for Park purposes. The Council
agreed that the Pacific Electric Railway has completed the work it proposed to
do in connection with the said Park, all of which is to the satisfaction of this
Council, and the City Clerk was authorised to so advise said Company and thank
it for its cooperation in said matter.
RAILROAD CORMISSION OF THE STATE OF CALIFORNIA, being a notice of resetting
of an adjourned hearing of Application No. 13460, in the Matter of the Application
of Pacific Electric Railway Company, a Corporation, for an order granting permisiOn
to increase passenger rates and fares between points in the State of California,
from Tuesday, September 20th, 1927, to Thursday, October 20th, 1927, at 10:00
A. M., in the Court Room of the Commission, 810 Sun Finance Building, Los
Angeles, California. Ordered-filed.
UNIVERSITY OF SOUTHERN CALIFORNIA, provisional announcement of the Institute
of Municipal Administration, with dates tentatively set for August 13th - 18th,
1928. Filed.

ORAL COMMUNICATIONS.
REPORTS OF STANDING COMMITTEES.
Councilman Gerow reported that Mr. Fred Duley had spoken to him concerning
the improvement of Duley Road, so that the same may be preserved as passable
for school children during the winter. By general consent the Board agreed to
look into the matter and Monday, September 19th, 1927, at the hour of 4 :40 o'clock
P. M. was fixed as the date and time when the Council, in conjunction with the
Street Superintendent, would make an inspection of said road.
Councilman Gerow reported that the ladies in the Clerk's office had spoken
to him concerning the installation of a lavatory in said office, and by general
consent the matter was referred to the City Engineer for an estimate of the cost
thereof.
Mayor Binder reported that Mr. L. A. Borden requested a change in the
location of a tree growing in the parking in front of his premises at the Northwest
corner of Franklin Avenue and Concord Street, so that he might construct a
pedestrian approach from the curb to the front door of said dwelling, for which
he also requested a permit. It was thereupon moved by Councilman Love, seconded
by Councilman Krimmel, that the following resolution be adopted:
RESOLVED, that L. A. Borden be and he is hereby granted a
permit to construct a cement pedestrian walk from the curb in
front of his premises at No. 201 Concord Street to the property
line in front of the front entrance to said premises, provided
said work is prosecuted and completed to the satisfaction of the
Street Superintendent; and

Be It Farther Resolved, that the City Gardener be
and he is hereby authorized and instructed to change the
location of any trees groping in the parkings in front
of said premises, so that the same will not interfere with
the free use of said pedestrian walk.
Carried by the following vote:

Noes: Bone.

Councilman Gerow of the Public Works Committee reported that a 14 fto
ladder is needed at Sewer Pump House No. 1, whereupon it was moved by
Councilman Gerow, seconded by Councilman Love, that the City Clerk be and
he is hereby authorized to purchase one 14 fte ladder for use of the Sewer
Department, at a cost not to exceed #"10.00. ' Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love and Binder.
Noes: Nonee

REPORTS OF OFFICERS & SPECIAL CaMITTEES.
The City Clerk announced receipt of a deed from James He Stalker,
conveying certain portions of Section 11, Township 3 South, $ange 15
West, S.B.M., to the City of E1 Segundo for public street purposes, said
property being a continuation of West Mariposa Avenue, from its present
terminus to the Westerly City Limits. It was thereupon moved by Councilman
Gerow, seconded by Councilman Love, that the deed of James H. Stalker,
dated September 7th, 1927, conveying to the City of E1 Segundo that part.of.
Section 11, Township 3 South, Range 15 West, S.B. M., described as follows,
to -wit:
Beginning at the Southwesterly corner of Lot 10,
Block 7, Tract 1685, as per map recorded in Book 21,
Page 98 of Maps, Records of Los Angeles County, and on
file-in the office of the County Recorder of said County;
thence westerly along the southerly prolongation of the
southerly line of said lot, a distance of 271.56 feet to a_
point on the westerly line of the southeast quarter of the
northwest quarter of the said section; thence southerly along
the said westerly line and the southerly prolongation of said
westerly line of said section, a distance of 50 feet to a point;
thence easterly in a straight line to the northwesterly corner
of Lot 5, Block 4, Tract 1685, recorded and on file as aforesaid;
thence northerly in a straight line to the point of beginning,
for public street purposes, and the property conveyed thereby, be and the
same are hereby accepted on behalf of the City of E1 Segundo, and the
City Clerk is hereby instructed to endorse the acceptance of this Council
upon the said deed and to file the same for record in the office of the
County Recorder of Los Angeles County.
Carried by the following vote:

Noes: None.
Absent: Councilman Cannon.
The City Clerk reported that on September 16th, 1927, a representative
of the California Willite Corporation had conferred with him and the City
Engineer respecting the improvement of Richmond Street from E1 Segundo Avenue
to Grand
Avenue as previously requested by the City Council, and that said representative
was instructed to inform the City that the paving in Richmond Street was not
laid by the present California Willito Corporation, nor during the existence
of the present company, and that the present company has no fund upon which it
could draw for the repair of this street. He made several suggestions as to

repairs, each of which the Street Superintendent advised he had tried without
success, and upon the suggestion of Councilman Gerow, it was, by general
consent, agreed to experiment with concrete in sealing the cracks in Richmond
Street.
The City Clerk announced receipt of permission from the owners of
Lots 1 and 10 in Block 104, to have the eucalyptus trees growing on the
easterly boundary of said lots, removed.
The Chief of Police reported having investigated the matter of
erecting "Slow" signs adjacent to the intersections of Virginia Street and
Maple Avenue, and at Bonita Vista Street and Palm Avenue, as heretofore
referred to him by this Council, and that, after giving the matter mature
consideration, he recommended that such signs be not erected, for the
reason that the particular streets in question are used principally by
residents of the City, who are familiar with conditions at said points, and
who would pay little or no attention to such signs if erected; that the
erection of said signs would call for the erection of similar signs at
numerous other locations, which in his opinion are more dangerous than the
ones referred to, and that if slow signs were erected adjacent to every
dangerous intersection within the City, the City would present the appearance
of a forest of slow signs. Following consideration of the matter, the
opinion of the Chief of Police was concurred in by the Beams.''

It appearing that the residue in the oil tank, which supplies fuel to
the heating apparatus in the City Halls is°interferring with the free'supply
of oil' from said tank to the ftarnhce in said building# it was moved by
Councilman Love, seconded by Coun'oilman Gerow, that the'Street Superintendent
be and he is hereby inetructed•to' uncover the said tank, so that the inside
of same may be cleaned out, and to perforw such other work as may be
directed by the City Council in connection therewith, all at a cost not to
exceed'$100900. Carried by the'following votes
