A regular meeting of the City Council of the City of El Segundo, California,
was called to order at 7 :00 o•clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor. _ _

READING OF MINUTES OF PREVIOUS MEETINGS.
The minutes of the regular meeting held on the 19th day of August, 1927,
were read. No errors or omissions appearing, it was moved by Councilman
Gerow, seconded by Councilman Krimmel, that the minutes be approved as read.
Carried.
The minutes of the regular meeting held on A4gu$t 26th, 1927, were
read, without error or omission being noted, and it was moved by Councilman
Gerow, seconded by Councilman Love, and carried, that the minutes be
approved as read.
The minutes of the adjourned regular meeting held on the 29th day of
August, 1927, were read without error or omission appearing. It was moved
by Councilman Krimmel, seconded by Councilman Love, that the minutes be
approved as read. Carried.
WRITTEN COMGdUBICATIONS.
The following communications were read and disposed of as indicateds
ROBERT R. THOBBURN and others, dated August 22nd, 1927, a petition
requesting the establishment of setback lines in Loma Vista Street between
Grand Avenue and Mariposa Avenue. Moved by Councilman,Krimmel, seconded
by Councilman Gerow, that the City Attorney be and he is hereby authorized
and instructed to prepare an ordinance establishing setback lines in Loam&
Vista Street between Grand Avenue and Mariposa Avenue, in accordance with
the petition of Robert R. Thorburn and seventeen others, filed with this
Board this date, and the City Engineer of the City of E1 Segundo is hereby
authorised and instructed to furnish the City Attorney, for use in this
connection, such engineering data as said City Attorney may require.
Carried by the following votes
Ayes: Councilmen Gerow, Krimmel, Love and Binder.
Noes: Hone.
Absent: Councilman Canton.
CITY OF SAN BERNARDINO, CALIFORNIA, dated August 29th, 1927, urging the
support of the City of El Segundo delegates to the annual convention of the
League of California Municipalities to be held at Sacramento, in the City of
San Bernardino•s attempt to have said. City designated as the convention city
for said Le �me in the year 1928. Moved by Councilman Love, seconded by
Councilman Gerow, that when the selection of the convention city for the League
of California Municipalities for the year 1928 comes to a vote at the
convention of said League to be held at Sacramento, California, September 19th
— 22nd, 1927, the delegates. of the City of E1 Segundo, in attendance at said
1927 meeting, are hereby instructed to cast their votes for the City of San
Bernardino, as the convention city for next year. Carried by the following
vote:
Aires: Councilmen Gerow, Krimmel, Love and Binder.
Noes: None.
Absent: Councilman Cannon.
METROPOLITAN SOUTHWEST BUILDERS, dated Augmat 28th, 1927, setting forth
to
certain facts which will be made known to the people of Southern
California and all visitors, by means of the proposed five year
advertising program of Metropolitan Southwest Communities. Ordered
filed.
ORAL cammaICATIONS,
Mr. W. W. Fuller addressed the Board relative to the removal of
eucalyptus trees in Eucalyptus Drive between Walnut Avenue and Colling-
wood Street, paralleling the easterly boundary line of Lots 1 and 10
in Block 104. It appearing that Mr. Faller will remove the said trees
without charge to the City of El Segundo,,-provided he is permitted
to dispose of the wood, it was moved by Councilman Brismel, seconded by
Councilman Gerow, that the following resolution be adopted;
WHEREAS, eucalyptus trees on the West side of Duoalyptus
Drive, between Walnut Avenue and Collingwood.Street, are a
nuisance because the roots thereof are entering the public
sewer adjacent thereto, and are annoying to the householders
in said street, by reason of the dirt they create and excessive-
shade; and
WAS, one W. W. Fuller has agreed to remove the said
trees as an independent contractor, without any responsibility
whatever attaching to the City of E1 Segundo and in no way as
an employee of said City, and agrees to assume all liability
for injury to persons or damage to property by reason of such
removal, and to perform such work without charge to the -City
of El Segundo, provided he is given the wood to dispose of as
he sees fit;
NOW TSESEPDRE, BE IT RESOLVED, that in consideration of
the agreements on the part of the said W. We Fuller, he is
hereby given permission to remove the said trees in accordance
with the terms hereinbefore set forth.
Carried by the following voter

REPORTS OF STANDING CORITTEES.
Councilman Gerow of the Public Works Committee, reported that by
reason of -the uneveness of the gutter on the Zwk side of Grand Avenue,
between Main Street and the alley west thereof, stagnant water accuaulates
in one or more places and creates an undesirable condition. It was
moved by Councilman 8rimmel, seconded by Councilman Gerow, that the Street
Superintendent be and he is hereby instructed to repair the gutter on the
south side of Grand Avenue between Pain Street and the alley west "thereof,
so that water running through the said gutter may continue on its course
and gradually waste away, instead of standing in pools therein. Carried
by the following vote:
Ayes: Councilmen Gerow, Krinmel, Love and Binder.
Noes: None.
Absent: Councilman Cannon.
Councilman Gerow reported that complaints had been made to his of a
traffic hasard at Maple Avenue and Virginia Street. Following discussion,
by general consent, the Chief of Police was instructed to cause a "SLOW"
sign to be erected on the South side of Maple Avenue west of Virginia
Street, with a view to remedying the condition complained of.
Councilman Rri�el reported that Mr. L. A. Borden requested that the
street name sign, at present located in side of the sidewalk line adjacent
to his property at Franklin Avenue and Concord Street, be moved into the
parkway. Councilman Krimmel further stated that such removal is
practical, and by general consent the Street Superintendent was
instructed to make such removal•
Councilman Love reported that he had received a request for the
erection of a street name sign at Walnut Avenue and Fain Street, and
on motion of Councilman Gerow, seconded by Councilman Krimmel, which
carried unanimously, the Street Superintendent was instructed to comply
with the request.
Councilman Krimmel advised that several of the organisations which
rent the City Hall Auditorium have complained that the bell on the
entrance doors to said Auditorium does not work satisfactorily. It
was thereupon moved by Councilman Love,tthat the City Clerk be and he is
hereby authorised to have an electric bell, which will operate from the
lighting circuit, installed in or adjacent to the entrance doors to the
City Hall Auditorium, at a cost not to exceed $10.00. The motion was
seconded by Councilman Krimmel and carried by the following voter

REPORTS OF OFFICERS & SPEDIAL COMMITTERS,
The City Engineer reported that the City Gardener is now ready to
have a sprinkling system installed in the unoccupied portion of municipal
property north of the City Hall. facing Richmond Street, and he submitted
a sketch of the proposed improvement. Moved by Councilman Gerow,
'seconded by Councilman Love,_that the City Engineer be and he is hereby
authorized and instructed to have a sprinkling system installed in that
portion of municipal property north of the City Hall facing Richmond
Street, in accordance with his plan therefor, as presented to this Board
'this date, at a cost not to exceed $25.00. Carried by the following
vote:
Ayes: Councilmen Gerow, Krimmel, Love and Binder.
Noes: None*

The Fire Chief reported that recreation quarters of the E1 Segundo
Volunteer Fire Department are now fully renovated, furnished and ready
for use, and he presented each of the members of the Board of Trustees
and other municipal officers present, with a key to said quarters. Ii
aas thereupon moved by Councilman Gerow,.seconded by Councilman Love,
that the E1 Segundo Volunteer Fire Department be and it is hereby
extended a vote of thanks for its courtesy in presenting each of the
municipal officere'with a key to its recreation quarters, and extending
the privileges of such quarters to said municipal officers. Carried•
The City Engineer reported that Mr. Homer E. Drum had inquired
if it is not possible to sprinkle'Eucalyptus Drive north of Mariposa
Avenue, so'as to lay the dust, which is amaging his newly painted house
at Mariposa Avenue and Eucalyptus Drive*- It appearing from discussion
that the Council felt that in addition to being expensive, sprinkling
would not entirely eliminate the cause for complaint, it was moved by
Councilman Krimmel, seconded by Councilman Gerow, that the matter be
referred to the Mayor with tti_ill'power to act. Said motion was carried
by the following vote:

The Superintendent of the Water Department reported his Department's
need for twenty -five 5/8" x 3/4" water meters, whereupon it was moved by

Councilman Love, seconded by Councilman Krimmel, that the purchase of
twenty -five 5/8" z 3/4" Worthington later Deters at a'cost not to exceed
$210900 be and the same is hereby authorised. Carried by the'following

NEW BUSINESS.
The City Engineer asked the Board if it might not be advisable to
pass a resolution adopting a specific policy with respect to the
location of street name signs throughout the City, as tt the present
time there is not uniformity. By general consent the Street Superin-
tendent and the City Engineer were instructed to make a survey of that
portion of the City west of Lomita Street, for the propose of presenting
recommendations to this City Council at some future date for its
consideration.
The Mayor stated that he had been giving some thought to the
action of the Council taken at its last regular meeting with respect
to the expenses of the delegates from the City of E1 Segundo, authorised
to attend the League of California Municipalities Convention at
Sacramento, Sept. 19th - 22nd, 1927; that he felt it would be more
satisfactory and more in line with the actions of other cities if a
definite sum for expenses were fixed; whereupon it "was moved by
Councilman Gerow, seconded by Councilman Love, that, notwithstanding
previous actions of this Board of Trustees respecting the said matter,
each of the three municipal officers of the City of El Segundo heretofore
authorized to attend the Convention of the League of California Municipalities
to be held at Sacramento, California, Sept. 19th - 22nd, 1927, as delegates
of the City of El Segundo, be allowed the am of 090.00 for their
expenses in connection therewith. Carried by the following votes
Ayes: Councilmen Gerow, Love and Binder.
Noes: None.
Absent: Councilman Cannon.
Not Voting :'Councilman Krinmel.
No further business appearing to be transacted at this session, it
was moved by Councilman Love, seconded by Councilman Gerow, that the
meeting adjourn until Thursday, the 8th day of September, 1927, at the
hour of 7:00 o•clock P. M. Carried.
