is. Britt L. Bowker thereupon presented to the Council for inspection
and not for formal filing, a petition addressed to the State Board of Health
on behalf of L.r. Britt L. Bov;l.er and others, complainirv: with reference
to the alleged Hyperion nuisance.
I:r. Bowker in presentin€ the petition to the Council for its inspection,
sue ested that, if the Council as individuals, or as an official body, would
care to approve the petition as presented, that their action as individuals
and as a body would be appreciated in support of the petition and in con -
dei. ation of the alleged nuisance.
"-he City a=ttorney was then requested by the Kayor to express his views
.7ith reference to the petition, whereupon the attorney proceeded to examine the
same, and after discussion was had, and questions were asked with reference to
t' e City's contract for outfall se�-ier purposes with the City of Los Angeles,
it was thoug,•ht best that the matter of the petition should be referred to the
City Engineer of the City of E1 Se,-undo for a conference with the proper
authorities representinf- the City of Los Angeles as to just what present plans
were pendin_;, if any, for the abatement of the alleged nuisance and of the
method and cost of the abatement units or structures.
It was thereupon moved by Councilman Love, seconded b- Councilman
Krimmel, that the matter of the petitions so presented be referred to the City
Engineer of the City of E1 Segundo for investigation and report as indicated
in the discussion above noted and that he report to this Council respecting the
same at an early date, so that said Council may take such action looking forward
to a satisfactory solution of the matter as at the time may be deemed
advisable. Carried by the following vote:

REPORTS OF STANDING COiuZUTTEES.
Councilman Krimmel reported that his attention had been called to the
fact that the globe on one of the lights adjacent to the board walk over
the sand hills from the beach to E1 Segundo is open at the top and that such open-
ing will permit rain water and moisture to enter the conduit and cause
trou -le with the fixture. The matter was referred to the Street Superin-
tendent ^:ith instructions to investigate and if necessary, replace the
present globe.
Councilman Gerow reported that the pipe post in the intersection of
I` +'":a.in Street and Grand avenue had been repaired as previously directed by the
Council.
REPORTS OF OFFICERS & SPECIAL C0I:2,IT=S.
Chief of Police Hutchins advised of the appointment of Henry Reinhardt
and Levi W. Cameron as Special Police Officers and requested the Council's
approval of the same. Roved by Councilman Love, seconded by Councilman
Gerow, that the appointment of Levi W. Cameron and Henry Reinhardt as
Special Police Officers as reported to this Council this date be and the same
are hereby approved. Carried.
The City Clerk reported that certain property owners are desirous of
procurin€ a petition calling for the improvement of Oak Avenue between Main
street and Eucalyptus Drive, following which it was Loved by Councilman
Cannon, seconded by Councilman Krimmel, that the City Engineer and the Street
Superintendent of the City of E1 Segundo be and they are hereby instructed to
make an estimate of the cost of improving Oak Avenue between Blain Street and
Eucalyptus Drive with a macadam veneer pavement and to deliver said estimate
to the City Clerk, who shall thereu_jon prepare a petition for such improvement
in the usual and customary form heretofore approved by this Board, which
petition shall provide for the payment of one -third of the cost of such
improvement as estimated into the General Fund of the City of El Segundo
before such improvement is made. Carried by the following vote:

. The City Clerk reported that his annual report for the fiscal year
ending June 30th, 1927, is complete and requested permission to publish the
same. gloved by Councilman Love, seconded by Councilman Krimmel, that the
City Clerk's report of the financial transactions of the City for the fiscal
year ending June 30th, 1927, be and the same is hereby ordered published once
in the E1 Segundo Herald. Carried by the following vote:

City Gardener Budgen reported that it vrill be necessary to install
guards on the northeast and south boundaries of the bowling court at the Grand
,venue Park and requested permission to purchase approximately 210 feet of
lumber for this purpose. I:oved by Councilman Cannon, seconded by Councilman
Love, that the City Clerk be and he is hereby authorized to purchase 12 pieces
of rough redwood 1 x 12 - 16 and 1 piece of rough redwood 1 x 12 - 18 at a cost
not to exceed $12.00. Carried by the following vote:
Ayes: Councilmen Cannon, Gerow, Krimmel, Love and Binder.

The Street Superintendent reported that the sale of certain parcels
of real estate to pay the assessments thereon, which assessments were levied
pursuant to the provisions of Resolution of Intention No. 154 and Ordinance
No. 135 of said City, for the laying out and opening of Cypress Street, Pepper
Street, Cedar Street, Acacia revenue, Sycamore Avenue and Oak hvenue in the
City of E1 Segundo, and which assessments became delinquent September 12th,
1927, together with all penalties and costs of advertising as provided by lavi,

The Street Superintendent requested permission_ to use the Street
Department men and equipment in loosening: the oil cake on certain portions
of Collinzwood Street between Lain Street and Arizona Drive, so as to take
advantage of early rains which will be beneficial in assisting the con -
ditioninE• of this roadway; whereupon it was moved by Councilman Gerow,
seconded by Counoilman Love, that the expenditure of not to exceed A9300.00
in the performance of work on Colline -wood Street between Main Street and
Arizona Drive, be and the same is hereby authorited. Carried by the
following vote:

The Superintendent of the 'eater Department advised that his Department
is in need of certain additional tools and equipment, whereupon it was moved
by Councilman Cannon, seconded by Councilman Love, that the Superintendent
of the 'rater Department be and he is hereby authorized to purchase one dozen
picks, two dozen lanterns and 100 ft. of garden hose, all at a cost not to
exceed $360.00. Carried by the following vote:

in the prosecution of said work the purchase of one gallon of red lacquer and
X. gallons of aluminite paint be and the same is hereby authorized purchased
at a cost not to exceed $25.00. Carried by the following vote:

sewer manhole in Yaple Avenue west of Main Street and the cover thereof be
reset, so as to conform to the contour of the roadway in said street, at a
