A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. b:. on the above date,
in the Council Chamber of the City Ball of said City, by Peter E. Binder,

Councilmen Present: Gerow, Krimmel, Love and Binder.
Councilmen Absent: Cannon.

The minutes of the regular meeting held on the 7th day of October,
1927, were read. No errors or omissions appearing, it was moved by
Councilman Love, seconded by Councilman Gerow, that the minutes be approved
as read. Carried.
VFRITTEN CCIM —I JNICATIONS.
The following communications were read and disposed of as indicated:
C. D. KNOX PHIU.aCY, and seven others, requesting the City Council to
grant permission for the installation and operation within the places of
business of the petitioners of automatic mint vendors. moved by Councilman
Krimmel, seconded by Councilman Gerow, that the request be denied. T.ie motion
was carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love and Binder.
Noes: None.
Absent: Councilman Cannon.
ORAL C0I=ICATIONS.

REPORTS OF STANDING COIMITTEES.
Councilman Krimmel of the Public Works Committee, reported that since
the last meeting of the Council, he and the Mayor had gone over the matter
of more securely anchoring the portable platform to the East wall of the City
Hall Auditorium, so that it would not be pulled loose from the hinges, when
raised and lowered, and that after giving the matter due consideration, they
had decided that in view of the fact that the platform is small and that
there are not sufficient demands for use of the floor space in the City
Hall Auditorium to make the platform referred to an obstruction, it would
be better to anchor the same to the floor in position for its intended use.
Following this report, it was moved by Councilman Love, seconded by
Councilman Gerow, that Councilman Krimmel be and he is hereby authorized and
instructed to purchase such material and employ such help as may be necessary
to secure the portable platform in the East end of the City Hall Auditorium
to the floor of said Auditorium, so that the same will be stationary in its
accustomed place and for its intended use, all at a cost not to exceed $5.00.
Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love and Binder.

Absent: Councilman Cannon.
Councilman Krimmel reported that he and Councilman Gerow had made an
inspection_ of the roof of the municipal warehouse as previously requested by
the Street Superintendent, and following such inspection had authorized the
said Street Superintendent to give the said roof a coat of asphalt at a cost
not to exceed $40.00. Following this report, it was moved by Councilman
Love, seconded by Councilman Krimmel, that the action of Councilmen Krimmel
and Gerow of the Public :forks Committee, in authorizing and instructing the
Street Superintendent to repair the roof of the municipal warehouse by coating
the same with asphalt, at a cost not to exceed $40.00, be and the same is
hereby ratified and approved. Carried by the following vote:
Ayes: Councilmen Gerow, 1'rimmel, Love and Binder.

Councilman Krimmel advised that a 1 ".r. Holzboog, residing on Collingwood
Street West of train Street, had informed him that many motorists traveling
in either direction on Main Street, turn west at Collingwood Street in the
belief that said Collingwood Street connects with a highway along the beach
and that such motorists are thus inconvenienced by being required to turn
back to 1 ain Street, and it was recommended that a traffic direction sign be
erected at Main and Collingwood Streets for the information of the traveling
public. "_Thereupon, by general consent, the Chief of Police was instructed to
request the Automobile Club of Southern California to supply such sign or
signs as appear to be required.
Councilman Krimmel reported that he and Councilman Gerow had investigated
the matter of repairs to Collingwood Street between Sheldon Street and Center
Street as previously recommended by the Street Superintendent, and approved
such recommendation. Whereupon it was moved by Councilman Gerow, seconded
by Councilman Krimmel, that the Street Superintendent be and he is hereby
authorized and instructed to make such fills as appear necessary in Collingwood
Street between Sheldon Street and a point approximately 660 ft. East of
Center Street, all at a cost not to exceed $300.00. Carried by the following
vote:

REPORTS OF OFFICERS & SPECIAL COIZU TTEES.
The City Engineer reported that estimates for the installation of the
rough plumbing required to install a lavatory in the Clerk's office, had been
obtained by him as follows: George Ipswitch: $34.50; H. A. Crowell:
$39.00; also that the lavatory itself would be about $18.00 additional. It
was thereupon moved by Councilman Gerow, seconded by Councilman Love, that
George Ipswitch be and he is hereby awarded the work of installing, in the
office of the City Clerk, a lavatory complete, with connections to the sewer,
P-11 as specified by the City Engineer of the City of E1 Segundo, at a cost
not to exceed $52.50. Carried by the following vote:

Loved by Councilman Love, seconded by Councilman Krimmel, that-the following
resolution be adopted:
"VJ?IPJ:_S, this Council has heretofore authorized certain
additions to and replacements in the distributing lines of
the '.later Department and has purchased the pipe and fittings
therefor, and has instructed the Superintendent of the Water
Department to proceed with said work upon the arrival of said
pipe and fittings; and

became desirable to commence the work at-_thorized on the
12th day of October, 1927;

such men as have already* been employed by the Superintendent

50¢ per hour, one at the rate of 75y per hour and all others

B= IT FURT -,MR RESOLVED, that until the completion of the
laying of said water pipe and /or until the further order of
this City Council, the said ';later Superintendent is hereby
authorized to emrloy additional men, provided, however, that
at no time, in the prosecution of said work, shall he have
employed more than one man at the rate of not to exceed 75�
per hour; t-:renty men at not to exceed.62¢ per hour and two
men at not to exceed 50� per hour.

The City E_ngineer,drQw attention to the fact that a portion of the
sewer line in !_calyptus Drive north of ?.ariposa avenue had been damaged
by the gradin`• contractor, who had been employed by the El Segundo High
School Board, and that_the replacement of such broken sewer should be made
innediately. .'.hereupon it was moved by Councilman Love, Seconded by
Councilman Gerow, that the following resolution be adopted:
RESOL'=, that the City Engineer be and he is hereby
instructed to repair such sewers as are broken, in Eucalyptus
Drive north of "riposa Avenue or adjacent thereto, and that -
the cost of so much of such repairs as it appears that the
grading contractor recently employed by the E1 Segundo High
School District is responsible for, be charged to said contractor;
and -
BE IT FJRT.'.ER RESOLVED, that the City Clerk of the City of
E1 Segundo be and he is hereby authorized and instructed to
serve upon the Trustees of E1 Segundo High School District and
the Auditor of the County of Los Angeles, noticQ to withhold
from the amounts due said contractor by the said High School
Board and/Qr said County Auditor, a sum sufficient to reimburse
the City of E1 Segundo for the cost of replacing sewer pipe
destroyed by the said contractor.

Altar Society of St. Anthony Catholic Church of H1 Segundo, be and it is
hereby granted permission to use the City Hall Auditorium on the evening
of October 22nd, 1927, for the purpose of holding a benefit card party.
Carried.
Roved by Councilman Krimmel, seconded by Councilman Love, that the
Street Superintendent be and he is hereby authorized to repaint vehicle
parking guides on the surfaces of Grand Avenue and Richmond Street, where
such repainting appears to be necessary; also to remove the patented
pedestrian traffic markers from the surface of E1 Segundo Avenue at Richmond
Street and in lieu thereof to paint white lines upon the surface of said
street at said location. Carried by the following votes

making of a macadam cutter for use in connection with the City of E1
Segundo's road roller, as suggested by-the City Engineer, be and the same
is hereby authorized at a cost not to exceed 25.00. Carried by the following
vote:
Ayes: Councilmen Gerow, Krimmel, Love and Binder.

Moved by Councilman Love, seconded by Councilman Gerow, that the Street
Superintendent be and he is hereby authorized and instructed to remove a portion
of the top of the pipe post standing•in the intersection of I'.".ain Street and
Grand Avenue and ifter said .post has been shortened, to have a red electric
light installed on the top thereof, all at a cost not to exceed X25.00.

moved by Councilman Love, seconded by Councilman Gerow, that the meeting
