1927 NOV 04 CC MIN18 11 El Segundo, Cal. November 4th, 1927. A regular meeting of the Eity Council of the City of E1 Segundo, California, was called to order at 7:00 o'clock P. Y.- on the above date, in the Council Chamber of the City Fall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present.: Gerow, Krimmel, Love and Binder. Councilmen Absent: Cannon. READING OF MINUTES OF PREVIOUS 1MEM GS. The minutes of the regular meeting held on the 28th day of October, 1927, were read. No errors or omissions appearing, it was moved by Councilman Krimmel, seconded by Councilman Love, that the minutes be approved as read. Carried. The minutes of the adjourned regular meeting held on November 16t, 1927, were read. No errors or omissions appearing, the minutes were approved as read upon motion of Councilman Gerow, seconded by Councilman Love, which carried. MITTEN COUITT:ICATIONS. The following communications were read and disposed of as indicated: LErGUE OF C_UIFO=.L MUIL ICIPkLITIES, dated October 29th, 1927, calling attention to the Second Annual Convention of the California L.unicipal Traffic League, to be held at the Hotel Alexandria, Los Angeles, Ilovember 18th, 19th and 20th, 1927. The Chief of Police was given Aermission to attend said Convention in event the program indicated that matters of interest to the City of E1 Segundo would be discussed and such attendance would meet his convenience. ORU, C0MwITUNICi%.TIONS. H. A. Crowell drew attention to the necessity for protecting the closed portions of Eucalyptus Drive adjacent to the El Segundo High School, where said street had been abandoned for school purposes. Following dis- cussion, it was moved by Councilman Krimmel, seconded by Councilman Love, that the following resolution be adopted& RESOLVED, that the Street Superintendent of the City of E1 Segundo be and he is hereb, authorized to erect a g».ard fence at the termination of Eucalyptus Drive, approximately 315 feet North of Mariposa Avenue, by the installation of posts made of 4" pipe to be filled with concrete, said posts to be placed approximately 4 fto apart; also to erect a guard fence at the termination of Eucalyptus Drive, approximately 350 ft. South of Maple Avenue, by the installation of 6" x 6" redwood posts, to be set approximately 4 ft. apart, each of said fences to be painted white, all at a cost not to exceed X75.00; ,k,D BE Ii P•ESOLVED, that pending the construction and completion of said fences, the Police Department of the City of E1 Segundo is hereby instructed to protect the same each night by settinE, out red lanterns as warning to the traveling public that said street is closed at said points. Councilman Brimmel drew attention or the Council to the request of H. a. Crowell for the improvement of :•.:ariposa ;..venue for a distance of ten feet west of the present terminus of Wiest i::ariposa avenue, to enable 1r. Crowell to gain access to his gara•e at said location. Following discussion, it was moved by Councilman krimmel, seconded by Councilman Love, that the Street Superintendent of the City of L1 Segundo be and he is hereby authorized and instructed to place oil cake in Viest Yariposa Avenue for a distance approximately ten feet west of the present terminus of the paving on said street, all at a cost not to exceed 825.00. Carried by the following vote: .;yes: Councilmen Gerow, Frimmel, Love =nd Binder. Noes: Yone. Absent ; Councilman Cannon. Councilman Gerow drew attention to the fact that it has been customary to display the national colors on the City Hall and in the Franklin Avenue Park each day throughout the year irrespective of weather conditions, and stated that, in his opinion, the flab should not be raised on rainy days. He stated also that the engineer in charf,•e of this experimental and test work had extended an invitation to any member of the Council to visit the plant at an-%r time durinE the test period. The City Clergy: advised that d'_rinE the week the Street Department Ford Roadster had been dammed through a collision with an automobile driven by one B. D. Rankin; that the cost of the repairs amount to $19.01, that 11r. Rankin had visited his office and acknowled;ed responsibility, and requested the privilece of Leine allowed to reimburse the City by payfi• one -half of the amount due on or about November 7th and the. other half one week later. In view of the circumstances surrounding the accident and in view of the very fair attitude taken by Mr. Rankin, the Clergy:, by general consent, was instructed to accept from I-,r. '19i- n, in two installments, the amount required to reimburse the City for the cost of repairs to said Street Department Ford Roadster. The City Attorney reported that a conference with the City attorneys Com -oton and a number of other cities legality of the special flood control by municipalities in this County, and conference, his report concerning the regular meeting of this Council. during the coming week he expected to have of Santa Monica, Beverly Hills, Burbank, of Los tngeles County, respecting the tax levied this year upon properties owned that he would withhold, until after said tax matters referred to him at the last PAYIIvG BILLS. The Fire Chief called attention to the growth of weeds and accumulation of papers on many of the vacant lots throughout the City, particularly in portions of the business district, which condition is not only unsightly but constitutes a fire hazard. Various plans for the abatement of the nuisance were discussed, without any definite action thereon having been taken. No further business appearing, to be transacted at this Zessio4s it was moved by Councilman Love, seconded by Councilman Y.rimmel, that the meeting adjourn, until Thursday, the 10th day of November, 1927, until the hour of 7 :00 o'clock P. r.
