A regular meeting of the Board of Trustees of the City of El Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above date, in
the Council Chamber of the City Hall of said City,'by Peter E. Binder, President
of the Board.
ROLL CALL.
Trustees Present: Gerow, Krimmel, Love and Binder.
Trustees Absent: Cannon.
REUING OF MTUTES OF PREVIOUS M.T''..ETING.
The minutes of the regular meeting held on the 20th day of May, 1927,
were read. No errors or omissions appearing, it was moved by Trustee
Love, seconded by Trustee Krimmel, that the minutes be approved as read.
Carried.
FIRITTET' CG=' NICATIONS.
The following communications were read and disposed of as indicated:
J. L. P032:r"ROY, Los Angeles County Health Officer, dated May 26th,
1927, enclosing copy of a letter received from John C. Shaw, City Engineer,
City of Los Angeles, in re said City's Hyperion sewage plant and the existing
method of disposal of screenings therefrom and advising that the County
Health Department is working on the problem and hopes to get some permanent
results in the near future. Ordered filed.
SOUTHERN CALIFORNIA EDISON CO., dated May 23rd, 1927, requesting a
permit to set two poles in Arena Street between Palm Avenue and Mariposa
Avenue. The Street Superintendent having investigated the matter, and
having recommended the granting of the permit, it was moved by Trustee Gerow,
seconded by Trustee Love, that the Southern California Edison Company be and
it is hereby granted permission to set two poles, at the following locations,
to -wit: One on the Ylest side of Arena Street, 150 ft. North of Mariposa
Avenue and one on the West side of Arena Street, 168 ft. South of Palm
Avenue, provided said poles are set inside of existing curb lines, and
provided further, that said work is prosecuted and completed to the satis-
faction of the Street Superintendent of the City of E1 Segundo. Carried by
the following vote:

EL SEGUNDO SCHOOL TRUSTS, dated May 2 -nd, 1927, being an invitation
to be present at the High School Swimming Meet, to be held at the Grammar
School Plunge, Tuesday, May 31st, 1927, at 7 :00 P. M. The Board agreed that
as many of them as could would be present.
'i. C. Sl?IL::Y, District Health Officer, dated May 20th, 1927, being
a report of the activities of the County Health Department within the City
of Zl Segundo during the month of April, 1927. Ordered filed.
- ;,`ALT=M K. MITCHELL, Certified Public Accountant, dated 'may 24th, 1927,
making application for employment as Special Auditor for the fiscal year
ending June 30th, 1927. Ordered filed.

ORAL COM.MKICATIONS.
_REPORTS OF STANDING COI, ITTEES.
Trustee Gerow of the Public forks Committee advised that certain of

the municipal employees charged with the collection and disposal of garbage
have complained, on various - ccasions, of the neglect of certain householders
and business institutions to clean their garbage receptacles occasionally,
thereby making the handling of said cans and garbage more unpleasant than
usual, and also of the failure of certain private homes and business institutions
to supply garbage containers which do not leak. The matter was discussed at
some length, the Board concurring in the opinion that in view of the fact that
the collection of garbage is a service rendered to the residences and business
institutions of the City of El Segundo without charge, whereas in many other
cities fees are charged for such service, and in the opinicr. that those receiving
such service should cooperate to the extent of providing substantial metal
containers which do not leak, and of keeping said garbage containers clean and
sanitary, it was thereupon recommended that Trustee Gerow cause the Street
Department to submit the names and addresses of the offenders to the Board of
Trustees, so that the Health Officer might investigate and cause the conditions
complained of to be corrected.
REPORTS OF OFFICERS & SPECIAL COL'SMITTZES.
The City Gardener reported having interviewed the owner of the lumber which
had been piled at the Southwest corner of :Richmond Street and Holly Avenue, the
piling of vhich, as reported at the last regular meeting of the Board, had
damaged a tree planted by the City in the parking adjacent to said corner, and
that said owner had expressed regret and had caused the said lumber to be moved.
The City Clerk advised having obtained prices on fittings required by the
'ater Department of the City, which quotations were as follows:

It was thereupon moved by Trustee Love, seconded by Trustee Gerow, that the
purchase of pipe and fittings for the use of the Water Department of the City
of X1 Segundo, as set forth in Requisition No. 10 on file in the office of the
City Clerk, be and the same is hereby authorized, and the order awarded to
Crane Company, at a cost not to exceed $97.00. Carried by the following vote:

Oliver F. Peasnall presented for the approval of the Board, a map of
Tract No. 10058, being a subdivision of Lot 1, Block 115, E1 Segundo Sheet No. 5
within the City of II Segundo. It appearing that in the resubdi*ision of said lot
and in the making of said nap of said tract, no provision had been made for the
opening of an easterly and westerly street through said block in the future, and
it appearing to the Board that future development of the city would necessitate
the opening of such a street for the benefit of other property owners in said block,
approval of said map was withheld pending further consultation of the City Clerk
with the owner of the said property.
Moved by Trustee Gerow, seconded by Trustee Love, that the purchase of
one Self Propelling Root Cutter for the use of the Sewer Department be and the
same is hereby authorized at a cost not to exceed X55.00. Carried by the following
vote:

Moved by Trustee Love, seconded by Trustee Krimmel, that the purchase
of one root cutter and one man hole cover hook for the use of the Sewer bepartment,
be and the same is hereby authorized, at a cost not to exceed 410.00. Carried by
the following vote: -

Moved by Trustee Love, seconded by Trustee Krimmel, that the Street
Superintendent be and he is hereby authorized to repair the electrolier located
at the Northeast corner of Main Street and Grand Avenue and to keep an accurate
record of the cost of such repairs, so that the amount may be collected from
the person responsible for the damage to said post. Carried.

three automobile tires be and the same is hereby authorized at a cost not to
exceed $55.00. Carried by the following vote:

of front and rear bumpers for the Dodge Touring Car owned by the City be and the

Moved by Trustee Love, seconded by Trustee Gerow, that R. T. Hutchins be
permitted to absent himself from the City on Sunday, May 29th and Monday, May
30th, 1927. Carried.
No further business appearing to be transacted at this session, it was
moved by Trustee Gerow, seconded by Trustee Love, that the meeting adjourn until
Wednesday, the first day of June, 1927, at the hour of 4 :40 o'clock P. M.
