El Segundo, Calif. May 20th, 1927.
A regular meeting of the Board of Trustees of the City of El Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above date, in the
Council Chamber of the City Hall of said City, by Peter E. Binder, President of
the Board.
ROLL CALL.
Trustees Present: Cannon, Krimmel, Love and Binder.
Trustees Absent: Gerow.
READING OF MINUTES OF PREVIOUS MEETINGS.
The minutes of the regular meeting held on the 13th day of May, 19279
were read without error or omission being noted, and were approved as read,
upon motion of Trustee Cannon, seconded by Trustee Krimmel, which carried.
The minutes of the adjourned regular meeting held on the 17th day of May,
1927, were read. No errors or omissions appearing, they were approved as read,
upon motion of Trustee Love, seconded by Trustee Cannon, which carried.
The minutes of the adjourned regular meeting held on May 18th, 1927, were
read. No errors or omissions appearing, it was moved by Trustee Love,
seconded by Trustee Krimmel, that the minutes be approved as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
SOUTHERN CALIFORNIA EDISON CO., dated May 17th, 1927, requesting permission
to set certain poles in certain portions of certain public streets of the City
of E1 Segundo. The application having been examined by the Street Superin-
tendent and the Street Superintendent reporting that erection of poles at
the locations designated will be satisfactory, it was moved by Trustee Cannon,
seconded by Trustee Love, that the Southern California Edison Company be and
it is hereby granted permission to set poles within the City of 21 Segundo, at
the following locations, to -wit:
Palm Avenue, South Side, 30 ft. West of Main Street,
Standard Street, West Side, 40 ft. North of Pine Avenue,
Standard Street, blest Side, 120 ft. South of Mariposa Avenue,
Mariposa Avenue, North Side, 140 ft. East of Eucalyptus Drive,
provided said poles are set inside of existing curbs, and provided further, that
the work of setting said poles is prosecuted and completed to the satisfaction
of the Street Superintendent of the City of E1 Segundo. Carried by the following
vote:
Ayes: Trustees Cannon, Krimmel, Love and Binder.
Noess None.
Absent: Trustee Gerow.
PACIFIC ELECTRIC RAILWAY CO., dated May 5th, 1927, advising of a change
in said Company's policy with respect to charges to be made for the granting of
pipe, wire and other crossing privileges over its right -of -way. Ordered filed.
C. J. RAMBO & CO., dated May 17th, 1927, requesting consideration in the
matter of employment of auditors to audit the accounts and records of the City
of E1 Segundo for the fiscal year ending June 30th, 1927. Ordered filed.
J. W. CHARLEVILLE, City Manager, City of Glendale, dated May 16th, 1927,
advising that the Institute of Municipal Business proposed to have been conducted
by the University of Southern California during August, 1927, had been postponed
until the summer of 1928. Ordered filed.
HAROLD STONIER, Executive Secretary, University of Southern California,
dated May 17th, 1927, expressing appreciation of the City of El Segundo's
reservations of two scholarships in the Institute of Business Administration,

which the said University had contemplated holding during August, 1927, and
advising that by reason of an insufficient number of registrations, the
program would be postponed until the summer of 1928. Ordered filed.
ORAL COMMUNICATIONS.
Mr. C. S. Whitehead inquired ihether or not the Board of Trustees would
construct a macadam pavement in Arena Street between Mariposa Avenue and
Palm Avenue. He was advised that the Board would do so under the same plan
and conditions heretofore adopted and used by this Board of Trustees, if Mr.
Whitehead is willing to circulate the customary petition. Mr. Whitehead
agreeing to do so and the Street Superintendent having advised that the cost
of such an improvement would be $580.00, it was moved by Trustee Love, seconded
by Trustee Krimmel, that the City Clerk be and he is hereby authorized and
instructed to prepare a petition calling for the improvement of Arena Street
between Mariposa Avenue and Palm Avenue, by the construction therein of a
macadam veneer pavement, said petition to call for the prepayment by the property
owners of one -third of the total cost of such improvement, to -wit: $194.00,
and to deliver the said petition to Mr. Co S. Whitehead, E1 Segundo, for
circulation among and the signatures of the respective property owners affected,
and for the collection of $194.00 as hereinbefore mentioned. Carried by the
following vote:
Ayes: Trustees Cannon, Krimmel, Love and Binder.
Noes: None.
Absent: Trustee Gerow.
REPORTS OF STANDING 000.4ITTEES.
Trustee Krimmel reported that in Franklin Avenue, between Loma Vista
Street and Whiting Street, there was a washout between the edge of the paving
and the curb and that the same should have immediate attention, whereupon, by
general consent, the matter was referred to the Street Superintendent.
REPORTS OF OFFICERS & SPECIAL COMMITTEES.
Arthur Budgen, City Gardener, called attention to the fact that carelessness
In the manner of piling lumber at the corner of Richmond Street and Holly
Avenue had caused injury to and necessited the replacement of one of the trees
planted in the parking by the City and that he feels that unless the matter is
called to the attention of the person responsible for the damage, that it will
be repeated. By general consent, the City Gardener was instructed to confer
with the owner of said lumber to the end that the cause for complaint may not
be repeated and the City Clerk was instructed to supply the said City Gardener
with a letter indicating his authority in the matter.
The City Gardener reported that in view of the size of the cypress trees
tendered the City at the last meeting of the Board of Trustees by Mrs. Nelson
Spargo, and further in view of the expense of removal and of boxing to save
the said trees if they were removed, he deemed it inadvisable for the City to
accept the proffered gifts and had declined to take them.
The Street Superintendent explained to the Board the necessity for creating
a temporary foremanship in his Department and said explanation appearing to be
satisfactory to the Board, it was moved by Trustee Krimmel, seconded by Trustee
Love, that beginning May 19th, 1927, and until the further order of this Board,
Clyde Woodyard be and he is hereby appointed temporary foreman in the Street
Department of the City of E1 Segundo, to be compensated at the rate of 750
ner hour for such hours as he is actually employed as such foreman, said com-
pensation to be paid semi - monthly as other Street Department employees of the
City of E1 Segundo are paid. Carried by the following votes
Ayes: Trustees Cannon, Krimmel, Love and Binder.

Absent: Trustee Gerow.
SPECIAL ORDER OF BUSINESS.
The hour of 700 o'clock P. M. at this meeting, having heretofore been

fired as the time for receiving bids for furnishing one Roadster Automobile
equipped with commercial body, starter, demountable rims and cord tires, and
one Roadster Automobile, having regular roadster type body, equipped with
starter, demountable rims and cord tires, the President arose and announced
the hour of 7 :29 o'clock P. M. and asked if there were any person or persons
present desiring to file bids for furnishing said automobiles. The hour of
7 :30 o'clock P. M. having arrived and all bids being in, the President then
declared the time for receiving bids for furnishing the City of El Segundo
with two roadster automobiles as advertised for, closed.
The City Clerk announced that nine bids had been received for furnishing
the City of M Segundo with one Roadster Automobile equipped with commercial
body, starter, demountable rims and cord tires, and one Roadster Automobile,
having regular roadster type body, equipped with starter, demountable rims
and cord tires.
Moved by Trustee Love, seconded by Trustee Cannon, that the Board
proceed to open, examine and publicly declare all of the bids received for
furnishing the City of E1 Segundo with one Roadster Automobile equipped with
commercial body, starter, demountable rims and cord tires, and one Roadster
Automobile having regular roadster type body, equipped with starter,
demountable rims and cord tires. Carried.
The Board then proceeded to open, examine and publicly declare all of
the bids received for furnishing the City of E1 Segundo with one Roadster
Automobile equipped with commercial body, starter, demountable rims and cord
tires, and one Roadster Automobile having regular roadster type body, equipped
with starter, demountable rims and cord tires, which said bids were found by
said Board to be as follows, to -wit:

windshield wiper, rear vision mirror and step plates.
At the present time we are able to make immediate delivery of
these models. However, there is a shortage contemplated for the very
near future.
