A regular meeting of the Board of Trustees of the City of El Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above date, in
the Council Chamber of the City Hall of said City, by Peter E. Binder, President
of the Board.
ROLL CALL.
Trustees Present: Cannon, Krimmel, Love and Binder.
Trustees Absent: Gerows,
READING OF MINUTES OF PREVIOUS DETINGS.
The minutes of the regular meeting held on the 29th day of April, 1927,
were read. No errors or omissions appearing, it was moved by Trustee Cannon,
seconded by Trustee Krimmel, that the minutes be approved as read. Carried.
The minutes of the adjourned regular meeting held on the 3rd day of May,
1927, were read, without error or 'omission appearing, and it was moved by
Trustee Love, seconded by Trustee Cannon, that the minutes be approved as read.
Carried.
WRITTEN COWMNICATIONS.
The following communications were read and disposed of as indicateds
GUS R. AXELSON, Chairman of Troop Committee, E1 Segundo Boy Scouts,
dated May 2nd, 1927, respecting the employment of boys during the vacation
period this year for the purpose of cleaning up weeds from parkways, roads,
etc. Ordered filed.
C. A. PARRISH, City Manager, City of Compton, California, dated April
28th, 1927, advising that the University of Southern California is preparing
to conduct a conference school of public officers or Institute of Municipal
Business to be held during the month of August, 1927, and requesting that
this Board of Trustees assist in procuring applications. By general consent
the City Clerk was instructed to get additional information on the subject
for the further consideration of the Board at its next meeting.
EL SEGUNDO HIGH SCHOOL BOARD, dated May 6th, 1927, and The Elliott -
Horne Company, dated May 5th, 1927, requesting a division of Assessment No.
566, as levied against Lot 8, Block 93, E1 Segundo, under the provisions
of Resolution of Intention No. 134 for the construction of lateral sewers
ih Lateral Sewerage District No. 29 The El Segundo High School Board
appearing to be the owner of the property affected, and The Elliott -Horne Co.
being the owner of the warrant given by the Street Superintendent for the
construction of said sewers, and the division appearing to be regular in other
respects, it was moved by Trustee Krimmel, seconded by Trustee Love, that
Resolution No. 164, entitled:
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF
EL SEGUNDO, CASIFORNIA, ACQUIESCING IN THE REQUEST OF
OWNERS OF CERTAIN PROPERTY WITHIN SAID CITY, TO THE
SEGREGATION OR DIVISION OF A CERTAIN ASSESSM.'IENT LEVIED
UPON THE PROPERTY OF SUCH OWNERS, FOR THE CONSTRUCTION
OF LATERAL SEWERS IN LATERAL SEWERAGE DISTRICT NO. 2,
WITHIN THE SAID CITY, AS PROVIDED FOR UNDER RESOLUTION
OF INTENTION NO. 134 OF THE SAID BOARD,
which was read, be adopted. Carried by the following vote:

EDWARD L. and M. M. MJNGER, and OSCAR L. and D. M. LARSON, a request
for a division of Assessment No. 255, levied against Lot 1, Block 100, E1

Segundo, under the provisions of Resolution of Intention No. 134, for the con-
struction of sewers in Lateral Sewerage District No. 2. This request appearing
to be regular in all respects, it was moved by Trustee Cannon, seconded by Trustee
Krimmel, that Resolution No. 165, entitled:
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF EL SEGUNDO,
CALIFORNIA, ACQUIESCING IN THE REQUEST OF OWNERS OF CERTAIN
PROPERTY WITHIN SKID CITY, TO THE SEGREGATION OR DIVISION OF A
CERTAIN ASSESMENT LEVIED UPON THE PROPERTY OF SUCH O-=S, FOR
THE CONSTRUCTION OF LATERAL SEWERS IN LATERAL SEWERAGE DISTRICT
NO. 2, WITHIN SAID CITY, AS PROVIDED FOP. UNDER RESOLUTION OF
INTENTION NO. 134 OF THE SAID BOARD,

E. A. WILLIAMS, an application for redistribution of Assessment Nos. 375,
376, 378, 379, 380, 381, 382 and 383 as levied against Lots 1 - 9 inclusive,
respectively, of Tract No. 3289, under the provisions of Resolution of Intention
No. 134, for the construction of Lateral Sewers in Lateral Sewerage District No,
2. It appearing that the owner of said real property intends to resubdivide the
same, and that such proposed subdivision will in no way jeopardize the security of
the assessments, it was moved by Trustee Love, seconded by Trustee Krimmel, that
Resolution No. 166, entitled:
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF EL
SEGUNDO, CALIFORNIA, ACQUIESCING IN THE REQUEST OF OWNERS
OF CERTAIN PROPERTY WITHIN SAID CITY, TO THE SEGREGATION
OR DIVISION OF A CERTAIN ASSESSMENT LEVIED UPON THE PROPERTY
OF SUCH OWNERS, FOR THE CONSTRUCTION OF LATERAL SEWERS IN
LATERAL MWERAGE DISTRICT NO. 2, WITHIN SAID CITY, AS PRO-
VIDED UN=- RESOLUTION OF INTENTION N0. 134 OF THE SAID BOARD,
which was read, be adopted. Carried by the following vote:

MARK H. SQUIER, applications dated May 5th, 1927, to move certain frame
dwelling houses from No. 126 Oak Avenue and from No. 624 Richmond Street to other
locations within the City of E1 Segundo. The buildings referred to having been
inspected by the Building Inspector of the City of El Segundo and said official
having recommended that the permits applied for be granted, it was moved by Trustee
Cannon, seconded by Trustee Love, that the following resolution be adopted:
RESOLVED, that Mark H. Squier be and he is hereby granted
permission to move a one story frame dwelling house from No. 624
Richmond Street to No. 329 Fast Palm Avenue, over and along the
following route, to- wit: Main Street, from the Southwest corner
of Main and Palm Avenue to Mariposa Avenue, East on Mariposa
Avenue to Eucalyptus Drive, North on Eucalyptus Drive to Palm
Avenue, East on Palm Avenue to destination; also a one story frame
dwelling house from No. 126 East Oak Avenue to No. 717 Bonita Vista
Avenue, over and along the following route, to -wit: Oak Street
to Main Street, Main Street to Palm Avenue, West on Palm Avenue
to Bonita Vista Avenue, North on Bonita Vista Avenue to destination;
it being provided that during such removal all of the provisions of
ordinances of the City of El Segundo respecting house moving be
observed, and that the work be prosecuted and completed to the
satisfaction of the Street Superintendent of the City of El Segundo.

EL SEGUNDO CHAMBER OF COMMERCE, dated May 6th, 1927, recommending that a
sign advertising the nature of the activity at the new High School site be erected
by the Board of Trustees of the City of M Segundo. In view of the fact that the
Board understands other agencies are to erect signs of the character requested,
the letter was ordered filed for future reference.
J. L. P03EROY, 11. D., County Health Officer, dated April 29th, 1927, enclosing
copy of a legal notice served upon the City of Los Angeles and certain officers
thereof, respecting the abatement of the nuisance created at Hyperion by the
dumping of raw sewage screenings upon the sand hills adjacent to the City of E1
Segundo. Ordered filed.
ORAL COb'1'.TNICAT IONS.
]fir. M. A. Anthony advised the Board that the cesspool on his premises is
over - flowing and that in view of the fact that his property may be condemned in
the near future in connection with certain proposed street openings, he desired
advice of the Board as to the method to pursue to remedy the existing condition.
He was instructed to take the matter up with the Building Inspector.
BME�ORTS OF STANDING COM?ITT. ES.
Trustee Krimmel of the Public "forks Committee, reported as follows: That the
Fire Chief had called his attention to the fact that when steel ladders from the
ground to the roof of the City hall recently were constructed and affixed to said
building, that no board walk was constructed on the roof of the City Hall from the
point where said ladder is annexed to the fire wall on the roof; also that certain
galvanized iron used in certain construction on the roof is in need of painting;
that the whistle box should be painted and that clevises on the cables anchoring
the whistle should be replaced. It was thereupon moved by Trustee Krimmel,
seconded by Trustee Love, that the Street Superintendent be and he is hereby
authorized and instructed to construct a board walk on the roof of the City Hall
from the point where steel ladder to said roof is anchored to the building to
the existing board walk on said roof; also to paint all galvanized iron used in
construction on the roof of the 6ity Hall, as well as the whistle box, and to
renew the clevises on cables which anchor the fire whistle, all at a cost not to
exceed $25.00. Carried by the following votes

Trustee Krimmel reported that from complaints made to him and from
personal observation, traffic stops should be created in certain portions of
Grand Avenue, Franklin Avenue and E1 Segundo Avenue to control vehicular traffic
entering said streets from the alleys between Main and Richmond Streets,
Richmond and Concord Streets, and Concord and Virginia Streets. The balance of
the Board concurred in the recommendation, but in view of the fact that it is
the Board intention soon to adopt a new traffic ordinance, under the provisions of
which the matter complained of will be controlled, no action was taken at this time.
Trustee Krimmel reported that the side walk across the alley on the North
side of Franklin Avenue betveen Richmond and Concord Streets, is badly crushed
and in a dangerous condition, whereupon it was moved by Trustee Love, seconded
by Trustee Cannon, that the Street Superintendent be and he is hereby authorized
and instructed to replace the sidewalk across the alley on the North side of
'Nest Franklin Avenue between Richmond Street and Concord Street, at a cost not
to exceed 450.00. Carried by the following vote:
Ayes: Trustees Cannon, Krimmel, Love and Binder.

Trustee Krimmel recommended that certain wooden meter boxes north of the
City Hall Annex and in the alley west thereof, should be replaced by concrete boxes
and he moved that the Water Superintendent be instructed so to do, the cost of
the substitution not to exceed $10.00. The motion was seconded by Trustee Love
and carried by the following vote:
Ayes: Trustees Cannon, -Krimmel, Love and Binder.
Noes: None.
Absent: Trustee Gerow.
Trustee Krimmel also drew attention to a bad depression in the pavement in the
Fast side of Eucalyptus Drive North of Oak Street. It developed that the Water
Department is changing certain water lines in said Street and that upon the com-
pletion of said work the damaged portions of the street will be resurfaced by the
Street Department.
Trustee Binder advised that the alley between Arena and Sheldon Streets North
of Pine Avenue is in poor condition by reason of a number of bad holes therein,
and by general consent the matter was referred to the Street Superintendent for
attention.
Trustee Krimmel requested that a number of the members of the Board arrange
to make an inspection of Arena Street between Mariposa Avenue and Palm Avenue,
with the view of instructing the Street Superintendent to make such repairs as may
appear necessary to save curbing and sidewalk from being washed away by storm
waters next winter. By general consent Tuesday, May 10th, 1927, at 4:40 o'olock
P. Me was determined upon as the time the inspection would be made.
REPORTS OF OFFICERS & SPECIAL COMMITTEES.
The City Clerk reported having received prices on a machinist's vise for pipe
up to and including 211, from Zatz & Rucker, Smith Booth Usher Co. and Daniels
Hardware, the quotations ranging from X5900 to $17.50. Following consideration,
it was moved by Trustee Krimmel, seconded by Trustee Love, that the purchase of a
combination machinist's vise for pipe up to and including 2 ", at a cost not to
exceed $12.25 be and the same is hereby authorized. Carried by the following votes
Ayes: Trustees Cannon, Krimmel, Love and Binder.
Noes: None.
Absent: Trustee Gerow.
The City Clerk submitted and read to the Board a financial statement of the
City as of the 3rd day of May, 1927.
The Street- Superintendent reported that in view of the fact that it is the
Board's desire to have his department service all of the municipal tracks, he should
be equipped with a truck container and pomp for dispensing heavy cylinder oil.
It was thereupon moved by Trustee Cannon, seconded by Trustee Krimmel, that the
purchase of a container for lubricating oil, together with a pump and truck to make
the said container portable, be and the same is hereby authorized at a total cost
not to exceed 44.00. Carried by the following vote:
Ayes: Trustees Cannon, Krimmel, Love and Binder.
Noes: None.
Absent: Trustee Gerow.
The City Engineer reported having viewed the Santa Fe Railway Company's
crossing at Inglewood - Redondo goad, and Rosecrans Avenue, pursuant to previous
instruction of this Board, and that in his opinion there is no practical solution
to the problem of lengthening the bridge span to remove the concrete abutment
from the center of Rosecrans Avenue.
UNFINISHED BUSINESS.
Moved by Trustee Love, seconded by Trustee Krimmel, that the following
resolution be adopteds
WHEREAS, on the 14th day of January, 1927, Trustee Love
introduced Ordinance No. 134, entitled:

AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
REGULATING TRAFFIC UPON THE PUBLIC STREETS WITHIN
SAID CITY AND REPEALING ALL ORDINANCES INCONSISTENT

WHEREAS, the said ordinance so entitled, has never had its
second reading or been adopted by this Board of Trustees;
NOW THEREFORE, BE IT RESOLVED, that the introduction of
said ordinance be and the same is hereby withdrawn and the
said number is hereby restored for future use, and is hereby
ordered to be given to the next succeeding.ordinance introduced
before this Board.

Trustee Cannon introduced Ordinance No. 134, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
REGULATING TRAFFIC UPON THE PUBLIC STREETS, AVENUES,
ALLEYS AND THOROUGHFARES WITHIN SAID CITY AND REPEALING
ALL ORDINANCES INCONSISTENT THER31;ITH,
which was read.
The City Engineer reported that in computing the amount of money due
J. W. Breedlove Corporation for certain grading done for the City of E1 Segundo,
an error had been made, and that the amount due the contractor is $299.00
instead of $241910 as ordered by this Board of Trustees on April 14th, 1927.
It was thereupon moved by Trustee Love, seconded by Trustee Cannon, that the
action of this Board of Trustees taken April 14th, 1927, authorizing the
payment to J. W. Breedlove Corporation of $241.10 for services rendered the
City of E1 Segundo, be and the same is hereby revoked, and that upon the
presentation of a demand in regular and satisfactory form, said Corporation
be allowed compensation not to exceed $299.00 for services heretofore rendered
the City of E1 Segundo. Carried by the following vote:

be and he is hereby granted permission to take his annual customary two peeks
vacation beginning May 9th, 1927. Carried by the following vote:

Moved by Trustee Cannon, seconded by Trustee Love, that, beginning May
9th, 1927, H. M. Flick be employed as Assistant Building Inspector of the
City of E1 Segundo. As such Assistant Building Inspector, said employee shall
be compensated at the rate of $175.00 per month, which said compensation shall
be in Rill for all services rendered the City of E1 Segundo as such Assistant
Building Inspector and shall be payable monthly as other municipal salaries are
paid. Carried by the following vote:

line telephone be and the same is hereby ordered installed in the residence of
I. N. Sumner, Assistant Superintendent of the Water Department, at No. 803

of the Water Department be and he is hereby authorized to have the interior of
the municipally owned dwelling house, in which he lives at No. 803 East Grand
Avenue, papered at a cost not to exceed $10.00. Carried by the following vote:
Ayes: Trustees Cannon, Krimmel, Love and Binder.
Noes: None.
Absent: Trustee Gerow.
Moved by Trustee Love, seconded by Trustee Krimmel, that C. T. Ainsworth,
Roller Engineer, be and he is hereby granted his customary annual two weeks
vacation with pay, together with an additional four weeks leave of absence
without pay, said time off to be arranged at the convenience and direction of
the Street Superintendent of the City of E1 Segundo. Carried by the following
vote:

No further business appearing to be transacted at this meeting, it was moved
