A regular meeting of the Board of Trustees of the City of El Segundo,
California, was called to order at 7sO0 o'clock P. M. on the above date, in
the Council Chamber of the City Hall of said City by Peter Be Binder, President
of the Board.

Trustees Present: Gerow, Krimmel, Love and Binder.
Trustees Absent: Cannon.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 4th day of (larch, 1927,
were read. No errors or omissions appearing, it was moved by Trustee Gerow,
seconded by Trustee Love, that the minutes be approved as read. Carried.
WBITTES 0011MUNICATIONS.
The following communications were read and disposed of as indioateds
SOUTHERN CALIFORNIA EDISON CO., Inglewood, Califom i ;, dated March
10th, 1927# requesting permission to set one 40 fte pole on the West side of
Valley Street one foot North of Holly Avenue and one 30 fto pole on the West
side of Valley Street one foot south of Holly Avenue. loved by Trustee Krimmel,
seconded by Trustee Love, that this permission be granted, provided the work
Is prosecuted and completed to the satisfaction of the Street Superintendent of
the City of E1 Segundo. Carried.
PETITION OF W. 8. NORUN and eight others, requesting the improvement
of Bonita Vista Avenue between Walnut Avenue and Collingwood Street, by the
construction therein of a macadam veneer pavement. The Street Superintendent
estimated that the cost of constructing the improvement &shed for would be
$572.00; whereupon it use coved by Trustee Gerow, seconded by Trustee Love,
that the City Clerk be and he is hereby authorised to prepare a petition for
the improvement of Bonita Vista Avenue between Walnut Avenue and Collingwood
Street, said petition to be in the usual and customary form heretofore approved
by this Board of Trustees, and to provide that, prior to the ordering of the
construction of said improvement by this Board of Trustees, the property owners
shall deposit in cash with the City Clerk, for payment into the General Fund,
not less than one -third of the cost of said improvement. Carried by the following
vote:

CITY OF SOUTH GATE, CALIFORNIA, dated February 21st, 19279 calling
attention to and elaborating upon the effect which the passage, by the State
Legislature, of Assembly Bill No. 9019 will have upon the existing power of
Governing Bodies of municipalities to control the uses of its public streets and
places. The subject matter of the commmication was then discussed at length,
and resolutions adopted by the Cities of Lynwood, California and South Gate,
California, were read and considered, following which it was moved by Trustee
Gerow, seconded by Trustee Krinsel, that the following resolution be adopteds
WHB9EA8, the attention of this Board of Trustees has been
called to Assembly Bill Bo. 901, which purports to amend Chapter
76 of the Statues of 1923, which Chapter 76 grants to 2=101pa11-
ties is the State of California the right to pass aver and to
cross the streets of other cities and towns for the purpose,
among other things, to construct and operate high tension electrical
transmission lines in each manner as to afford security for life
and property; and
WEREEAS, said Assembly Bill no. 901 strikes out from said
Chapter 76 the words "in such meaner as to afford security for
life and property", and makes no adequate substitute for such
words so sought to be strtken out; and

WMMS, in the opinion of this Board the passage of
Assembly Bill No. 801 destroys the right of self goverment
by Municipalities in California, and° confers the un-
restricted right on certain cities freely to construct
high tension power lines without regard to the security
for life and property across and along the streets of
sister cities; and
WMRMS, said Assembly Bill is undersirable and u-
necessary 14WIslation and should not pass and become a
law;
MW TMEMRE, the Board of Trustees of the City of
E1 Segundo, does hereby resolve that it condoms as
unwise legislation Assembly Bill No. 901, and requests
all Senators and Assemblymen of the Legislature not to
pass the said Assembly Bill No. 901; and
BE IT FMTBER RESOLVED, that a copy of this resolution
be mailed by the City Clerk of the City of M Segundo to
all California Senators and Assemblymen, and also to the
Governor of the State of California and to the League of
California Municipalities.

REPORTS OF OFFICERS & SPECIAL COMITTESS.
City Gardener Badges advised that he had used up the appropriation heretofore
made for the purchase of manure from Frank Smith and that there are approximately
four loads left for which he has use. It was moved by Trustee Krimmel, seconded
by Trustee Gerow that the parohass of manure from Frank Smith, at a cost not to
exceed $15.00 is hereby authorised. Carried by the following votes
Ayes: Trustees Gerow, Krimmel, Love and Binder.

Absents Trustee Cannon.
The Street Superintendent announced his need for a 34 x 4 cord casing and
Inner tube of the same size, whereupon it was moved by Trustee Krinmrel, seconded
by Trustee Love, that the City Clerk be and he is hereby authorised to procure
prices from local suppliers on a 34 x 41 heavy duty cord tire and tube of the
same dimension and to purchase the same from the supplier offering the best price
on a tire of recognised merit. Carried by the following votes

The City Clerk advised having received a complaint concerning all deny
parking of automobiles on both sides of Concord Street between Franklin Avenue
and El Segundo Avenue. Daring the discussion which followed, it was pointed out
that the parking complained of, in addition to being annoying to residents who

desire some use of the front of their premises, creates a bazard by reason of
the narrowness of the street and the large amount of vehicular traffic which
uses the same. It was thereupon moved by Trustee Srimmel, seconded by Trustee
Gerow, that the following resolution be adopteds
WIMMS, Concord Street, between Bl Segundo Avenue and Franklin
Avemie, is a narrow thoroughfare, carrying a large amount of
vehicular traffio, particularly heavy trucks of large size; and
WRZMS, recently both sides of said thoroughfare, have been
used for the dense or close all day parking of motor vehicles,
used by workmen employed within the City of E1 Segundo; and
WSE MS, such parking and the traffic uses to which said street
are put, hazard life and property, and would make fire fighting in
this closely built up block extremely difficult, and in addition,
deprives the occupants of dwelling houses and business places
fronting on said street from even a partial use of the front of
their premises;
NOW TORE, BE IT RESOLVED, that in the interests of public
peace and safety of the City of El Segundo, the parking of auto-
mobiles on the east and west sides of Concord Street between E1
Segundo Avenue and Franklin Avenue, for a period longer t3lan two
hours, between the hours of 7:00 o'clock A. Y. and 5s00 o'olock P. H.

City of IM Segundo be and hs is hereby authorised to enforce this
regulation and to cause to be posted on said street a sufficient
member of appropriately worded signs to this effect.

The City Attorney reported that following consideration of
Assembly Bill No. 917, which bad been referred to him at the last regular
meeting of-the Board of Trustees for recommendation, that he feels that the
subject matter of the said bill is well taken care of by existing legis-
lation and he recomended that the bill be not passed by the Legislature.
It was thereupon moved by Trustee Gsrow, seconded by Trustee 8rim<nel, that
the following.resolution be adopted:
WS MS, Assembly Bill No. 917, entitleds "An Act to
amend Section eight hundred seventy -six of an act entitled:
'An act to provide for the organization, incorporation and
government of municipal corporations,• approved March 139
18839 as amended, relating to duty of-treasurer in cities
of the sixth class ", has been introduced in the State Legis-
lature and is now avaiting action by that Body; and
WIDERBAS, this Board of Trustees feels that existing laws
on the subject matter of said Assembly Bill No. 917 provide
the governing bodies of mnnioipalities with the power to
accomplish the same ends sought to be accomplished through
the passage of Assembly Bill No. 917; and
WBEQEAS9 this Board of Trustees feels that the adoption
of said Assembly Bill No. 9179 by restricting the uses of
public funds to a greater degree than the handling of snob
public funds is restricted by ssisting legislation, might, in
the event of epidemic or severe catastrophe, be embarrassing
to the governing bodies of municipalities and work hardships
and suffering upon the public to whom such funds belong;
NOW MMMR$, BE IT RESOLVED, that this Board of Trustees
does hereby go on record as being opposed to the passage of
Assembly Bill No. 917 by the law - making bodies of the State of
California, and hereby directs the City Clerk of the City of RI
Segundo to forward a copy of this resolution to the Governor
of the State of California, and to each of the Senators and
Assemblymen of the State of California and to the League of
California Runicipalities.

The City Attorney advised having attended the opening of the hearing
before the Railroad Commission in the matter of the application of the Pacific
Electric Railway Company for an increase in rates, and had procured copies of all
of the exhibits in the case. He stated that if the Board of Trustees desires to
make any investigation on its own account, so as to participate in the hearing,
that the data he has is at its disposal.
DNFINIMED BUSINESS.
The matter of the construction of a spur track and bunkers for the storage
of rock at the municipal warehouse site was discussed, no decision was reached as
to the construction of bunkers, but anticipating a future affirmative decision,
by general consent it was decided to cause a sixteen foot fill to be made upon
the said promises during the time that the sanitary sewer is under construction,
as such fill can be made without cost to the City at this time and will be
necessary,in event bankers are constructed. _
MW SUSINESS.
Moved by Trustee Lo►e, seconded by Trustee Brimmel, that the following
resolution be adopteds
WHEREAS, upon the completion of sewer construction work for
the City of E1 Segundo, there will be no further necessity for
the employment of an instrumentman in the Engineering Department
of the City of E1 Segundo, and it was the intention of this Board
to dispense with the services of the individual now so employed;
and
WEEMS, the date.of the completion of sack sewer construction
work is rapidly approaching; and
WSEREAS, this Board of Trustees has been advised that Mr. J.
B. Gibbs, instramentman for the City of A Segundo, hae been tendered
employment providing he can accept the same within a short time; and
WHEREAS, the City Engineer of the City of E1 Segundo has advised
this Board that he feels that he can dispense with the services of
the said- instrumentman between the date hereinafter mentioned and
the date of completion of sewer construction work;
IDW TMMMRB, BE IT RESOLVED, that J. E. Gibbs be permitted
to terminate his employment with the City of E1 Segundo as of the
20th day of March, 1927;
AND BE IT FURTHER RESOLVED, that this Board of Trustees hereby
extends to the said J. E. Gibbs its commendation for his faithful
and efficient services rendered since the date of his employment
by said City, to -wits May 14th, 19259

No further business appearing to be transacted at this session, it was moved
by Trustee Gerow, seconded by Trustee Krimmel, that the meeting adjourn 'until
