1927 JUN 17 CC MIN112157# El Segundo, Cal. June 17th, 1927. A regular meeting of the Board of Trustees of the City of E1 Segundo, California, was called to order at 7 :00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City by Peter E. Binder, President of the Board. ROLL CALL. Trustees Present: Cannon, Gerow, Krimme= and Binder. Trustees Absent: Love. READING OF Y:'INUTES OF PR- IO'JS Y: r ETINGS. The minutes of the regular meeting held on the 3rd day of June, 1927, were read without error or omission being noted. It was moved by Trustee Gerow, seconded by Trustee Cannon, that the minutes be approved as read. Carried. The minutes of the regular meetiriE held on June 10th, 1927 were read. No errors or omissions &ppearing, it was moved by Trustee Gerow, seconded by Trustee Krimmel, that the minutes be approved as read. Carried. The minutes of the adjourned regular meeting held on the 11th day of June, 1927 were read. No errors or omissions appearing, the minutes were approved as reed upon motion of Trustee Krimmel, seconded by Trustee Gerow, which carried. The minutes of the adjourned regular meeting held on June_13th, 1927, were read without error or omission appearing. It was moved by Trustee Gerow, seconded by Trustee Krimmel, that the minutes be approved as read. Carried. The minutes of the adjourned regular meeting held on the 14th day of June, 1927, were read. ORAL, C0ti9MI TICATIONS. Yr. Fred Margaretten, owner of Lot 12, Block 95, E1 Segundo, made inquiry as to the status of the proceedings heretofore taken for the opening of Oak Avenue and other new public streets within the City of E1 Segundo, and ex- pressed his desire that the project be carried through to a successful con- clusion. He was advised by the Chair that the outcome of the proceedings cannot be definitely stated at this time and that later in the meeting the Board would fix a date for the hearin_ of protests against the said improvement, when persons interested might appear and be heard. REPORTS OF ST.0 DING COMMI TTEES. Trustee Krimmel df the Public 71orks Committee, drew attention to the rea_uests of several property owners that acacia trees in front of their premises be removed. FollowinE discussion, it was moved by Trustee Cannon, seconded by Trustee Yzimmel, that the Street Superintendent be and he is hereby authorized to remove acacia trees from in front of the premises situate No. 346 Virginia Street, 202 Whiting Street and 648 West Yaple Avenue, and the City Gardener is hereby authorized and instructed to replace the said trees with trees of a specie correspondinE to those being planted in the same streets at the present time. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel and Binder. Noes: None. Absent: Trustee Love. F -PORTS OF OFFICERS & SPECIAL COLMIT=S. The City Gardener reported that some person or persons, presumably boys, 4216 have been damaging certain of the new trees recently planted and the stakes supporting the same, and referred particularly to trees in Richmond and Concord Streets between Grand Avenue and Yariposa Avenue, and added that he had referred the matter to the Police Department for attention. The Street Superintendent reported that during the recent weed burning campaign, one or more trees, the property of Clarence W. Wilson, at No. 617 '.lest Palm Avenue were damaged, and that he would attempt, during the coming week, to get in touch with Yr. Wilson and submit a further report at the next meeting of the Board. The Superintendent of the dater Department reported that on June 15th, 1927, the differential on the V:ater Department Ford truck gave out and that it was necessary for him to order the same repaired immediately. Yoved by Trustee Cannon, seconded by 71rustee Gerow, that the action of the Superintendent of the ',later Department, authorizing repairs to said Department's Ford Truck, be and the same is hereb,-;- ratified and approved, the cost of such repairs not to exceed :40.00. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel and Binder. Noes: None. Absent: Trustee Love. The City Clerk reported having obtained proposals for repaintinL, the ceiling and walls in the Gent's Toilet in the City Hall, such proposals being in the amounts and from the persons hereinafter set forth: S. Ainsworth - - - - - - - - - - - - 25.00 Ed Pierson - - - -- - - - - - - - - - - 30.00 The City Clerk reported also that the East and South entrance doors to the City Hall and the entrance doors to the City Mall Annex should be revarnished, or repainted; whereupon it was moved by Trustee Krimmel, seconded by Trustee Cannon, that S. S. Boughton be and he is hereby awarded the .-ork of repainting the walls and ceilint in the Gent's Toilet in the City Hall and revarnishing the East entrance doors to the City Hall and the entrance doors to the City Hall Annex and to repaint the South entrance doors to the City Hall, all at a cost not to exceed 30.00. Carried by the following votes Ayes: Trustees Cannon, Gerow, Krimmel and Binder. Noes: None. Absent: Trustee Love. The Superintendent of the plater Department reported that ldr. A. J. Sullivan: had satisfactorily completed all of the work authorized to be done upon the residence of the Cater Superintendent and the reservoir at the municipal reservoir site. The ?'later Superintendent reported that, as the work of repairing the roof of the reservoir at the municipal water works site progressed, it became apparent that more work would be necessary than was evident when the repairing of the roof of said reservoir was started, and in order to safeguard the water supply of the City, it was necessary to order the ac_ditional repairs made as they showed up. It was thereupon moved by Trustee Gerow, seconded by Trustee Krimmel, that the following resolution be adopted: 7l715:REaS, it appears to this Board and this Board known and finds it to be a fact that an emergency existed in the City of E1 Segundo, California, respecting the rep airin€ of the water works facilities in said City, to -wit: the water works reservoir; AND !;HEREAS, the ;;later Superintendent of this City, exercising the functions of his office when confronted with such emergency, ordered and directed that the necessary work be done and materials furnished at once in order to eliminate the public peril; AP:D '=1ZEAS, there is now before this Board for consideration the demand'of A. J. Sullivan for the sum of $1978.98, representing the materials and labor actually furnished and used in constructing the repairs and improvements necessary; AM 7.7AS, this Board finds that each and all of the items constituting said aggregate sum are reasonable for the respective 1Z 1 AM% �1 1 r- 217 4 item of service and /or material furnished; AND ""-iREAS, this Board has heretofore authorized such work to the extent of ?;700.00 and is now convinced of the necessity of such additional work as is represeAted-in the said sum of $1978.98; N0,7 THSRE'FORE, BE IT R SOLVED, that the said demand, when audited and approved by the Finance Committee in the regular way, will be honored for payment under-the proper order of business at this meeting. Moved by Trustee Gerow, seconded by Trustee-Cannon, that Ordinance No. 134, entitled= AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING TRAFFIC UPON THE PUBLIC STREETS, AVENUES, ALLEYS AND THOROUGHFaBES ,vITHIN SAID CIT" AND REPEALING ALL Or-MINANCES INCONSISTENT THER" 7TITH; which was introduced and read at a regular meeting of said Board, held on the 6th day of Yay, 1927, and reread at this meeting, be adopted. Carried by the following vote: Ayes: Trustees Cannon, Gerow, F,rimmel and Binder. Noes: None. Absent: Trustee Love. The City Clerk then presented to the Board of Trustees objections filed with him to the opening of certain new public streets within the City of E1 Segundo, as contemplated under Resolution of Intention No. 154. It was thereupon moved by Trustee Nrimmel, seconded by Trustee Cannon, and lxnarimously carried, that Friday, the first day of July, 1927, at the hour of 7 :30 o'clock P. 11. in the Council Chamber of the City Hall in the City of E1 Segundo be fixed as the date, time and place for the hearing of said objections, and that the City Clerk be and he is hereb— instructed to notify all protestants of the date, time and place set by the Board for such hearing. The City Engineer submitted a plan prepared by him for the installation of public toilets in the Grand Avenue Park, together with his estimate of the cost of eonstructing the same, which is approximately '"1500.00. He stated that if the Board did not authorize the construction of-this toilet building and the installation of the toilets that'he felt they should authorize the installation of a toilet in the pimp house building, so that the temporary outside toilet erected at Christmas time might be removed. By general consent action respecting the erection of a brick toilet building and the installation of toilets therein was deferred and it was moved by Trustee Brimmel, seconded by Trustee Gerow, that the Superintendent of the 'later Department be and he is hereby authorized to purchase a toilet and have same installed in the water works pump house and connected with the public sewer, all at a cost not to exceed $100.00. ',later Superintendent; AND MIEREAS, on account of a certain public emergency which existed in the City of E1 Segundo between the dates of May 5th, 1927 and May 81st, 1927, to -wit: an emergency in the water works department of said City, requiring practically the constant supervision of said I. N. Sumner; AND WMMIREAS, this Board finds that the compensation heretofore fixed for said I. N. Sumner as such Asst. Water Superintendent during the period of said public emergency to be inadequate; NOIN THEREFORE, BE IT RESOL'TM, that the demand of I. N. Sumner for the sum of .,90.42, as additional compensation for overtime served during said period for 124 8rs. at .7292 per hour, be and the same is hereby allowed and approved, and a warrant ordered drawn payable to I.
