A regular meeting of the City Council of the City of El Segundo, California,
was called to order at 7s00 o•clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter =. Binder, Mayor.

EFJbIHG OF MINUTES OF PEEPIOUS MEETING.
The sues of the regular meeting held on the 22nd day of July, 19270 were
read. No errors or omissions appearing, it was moved by Councilman Gerow,
seconded by Councilman love, that the minutes be approved as read. Carried.
WUTM COhAdMCATIONS.
The following communications were read and disposed of as indicateds
- L. Y. GOSNSZ, Manager, Eureka Fire Hose Mannfacturing Co., dated July
6th, 1927, respecting the convention of the International Association of
Fire Chiefs and kindred organisations, to be held at Portland, Oregon,
beginning August 5th, 1927, and recommending that this City send its Fire
Chief to said Convention. Ordered filed.
COUBTY CLM, County of Los Angeles, dated July 25th, 1927, being a
statement of four judgments of record against the City of E1 Segundo, on
file in the office of the/County Clerk of Los Angeles County. On motion
of Councilman Love, seconded by Councilman Brunel, which carried, this
communication was referred to the City Attorney for a report as to the
significance of the judgments.

Councilman Gerow of the Public Works Committee stated, that, in his
opinion, the fence shw4d be completed around the unfenced portion of Lot
2, Block 13, Tract 16860 the site of the mmialpal sewer ptmop station.
Other councilmen conferred in the opinion, but action was deferred one week
to enable Councilman Hrimmel to obtain prices on desirable fencing.
Councilman Gerow also reported that he had made a personal inspection
of the road leading to the hog ranch of Newburg & Williams, with which firm the
City of 311 Segundo has a contract for the disposal of garbage, and that, in
his opinion, the contract should be cancelled and delivery of garbage to said
point terminated immediately, owing to the fact that the road is practically
Impassable* Consideration of the subject was then had, following which it was
moved by founcilman Gerow, seconded by Councilman Cannon, that the following
resolution be adopteds
AS on the 8th day of July, 1927, this Council
passed a resolution authorising the City Clerk of the City of
B1 Segundo to cause notice of the cancellation of that certain
agreement to purchase and sell garbage,,' dated the 24th day of
Mary, 1926, between Zdward Newburg and F. 0. Williams, co- partners,
doing'business under the firm name and style of Newburg & Williams,
and the City of B1 Segundo, California, a smnicipal corporation,
to be given the said Newburg & Williams, in accordance with the
terms of said agreement, which said resolution is of record at
Page H -230, minutes of the proceedings of this Council= and

by the fact that the roadway leading to the point of
disposal was in a bad state of repair; and
TMMW, it appears that the City Clerk, is directed,
on the 9th day of July, 19279 mailed to the said Newburg
•d Tilliams, notice of the cancellation of said contract,
which said notice, it farther appears frail a registered
mail receipt on file in the office of the City Clerk,
was reoeived by the, said fine of the 13th day of July,
1927; and

since the receipt by the said fire of the said notice of
cancellation of said contract, said firm ins made no attempt
to improve the condition of the roadway leading to its
bog ranch; and
TKKK AS, it appears from a report of the street Superiar
tendent of the City of T1 Segundo, who has supervisioa
ever the trucks of said city which collect and dispose
of garbage, and fr+oa a personal inspection of the roadway
and the premises herein leforred to by certain members of
this Council, that to contim a to deliver garbage to the
hog ranch of said firm will prove vnusually and unnecessarily
and unreasonably expensive, by season of the time required
to make deliveries of garbage and the damage oustainsd
by and repairs required to be made upon the tires and
mechanical parts of the trucks used in mating such
deliveries;

authorized and directed to cause to be served upon the
said Newburg & Williams, a notice to the effect that the
delivery of garbage, which will be made on lnesdays the
land day of Avgust, 1987', will be the last delivery which
will be made by the City of E1 Segundo mslsss the roadway
leading to the premises where garbage is required to be
dolivered, as referred to bersin, is repaired and placed

the delivery of the last load of garbage from the City of

the said 2nd day of Avgust, 1927•

BEPOBTS OF OFFICEM & SPSCIAL CONMITMS.
The street Superintendent reported that, in his opinion, the
request of Southern California Edison Company, filed with this Council
on July 22nd, 1927, for a permit to set two 40 fto poles on the rest
side of Standard Street, 50 feet and 250 feet respectively South of
Mariposa Avemie, should be denied, for the reason that there are alleys
running Northerly and Southerly through the bloom on the Easterly and
'Westerly side of said Standard Street, in both of thick' pole
lines already ezisted, either of which
'~ might be used for the servibe conteioplated by the said Southern California
Edison Company, and that he had notified said Company that he would not
grant the permit prayed for.
Moved by Councilman Cannon, seconded by Councilman Gerow, that the
action of the Street Superintendent of the City of 391 Segundo in with-
holding from Southern California Edison Company a permit to. erect two
poles in Standard Street between Pine Avenue and Mariposa Avenue, as re-
quested in their application therefor, filed with this Council on July
22nd, 19279 be mad the same is hereby approved. Carried.
the City Attorney advised that the fttonobile Club of Southern
California had acknowledged receipt of a copy of the traffic ordinance
recently adopted by the City of $1 Segundo, and that said Club had re-
quested an additional copy and volunteered to furnish the City with
reprints of the same, if desired* It appearing that an ample svpply
of said ordinance is on file, the Attorney was instructed to advise the
Automobile Club that its offdr is declined with thanks, at the present

The City Attorney, reporting with respect to the request of W. 0.
Welch, County Tax Collector, filed July tad, 1927, that the City consent to
the County Tax Collectors office rendering but once yearly a detailed
segregation of the collections made by his office for the various street
Improvement Bond Interest b Redemption Flsnds, advised that, following a
conference with the City Clerk, it had been determined that there is no
legal or accounting objection to the method suggested by the County Tax
Collector, if the City Council is willing to create a revolving fond to
take care of temporary shortages in the various street improvement funds*
It was thereupon moved by Councilman Gerow, seconded by Councilman Love,
that the City Clerk of the City of 311 Segundo be and he is hereby directed
to advise the County Tax Collector of Los Angeles County, California,
that the City Council of the City of E1 Segundo is disposed to comply
with his request of July 18th, 1927, respecting the handling of amounts
collected under assessments levied for street improvements within the City
of =1 Segundo, reserving the right, however, to abandon the practice in
event it appears desirable to this City Council so to do. Carried by
the following votes

UNFINISBSD BUSINESS.
The City Clerk reported that Yr. Oliver k1. Peasnall, a licensed.
surveyor of the SUte of California, had filed with him, on behalf of
Claude T. Ainsworth and Ethel Y. Ainsworth, a map of Tract Nol 10058, in
the City of 81 Segundo, being a subdivision of Lot 1, Block 1150, E1 Segundo
Sheet No. 5, which said map had been corrected in accordance with the
recommendation of this Council expressed at a meeting thereof held on the
27th day of May, 1987. It was thereupon moved by Councilman Love,
seconded by Councilman Gerow, that the map of Tract No. 1005e, being a
subdivision of Lot 1, Block 115, E1 Segundo Most No. 5, be and the some
is hereby approved by this Council, and the City Clerk In hereby directed
to endorse the approval of this Council upon the same• Carried by the
following votes
Ayess Councilmen Cazmon, Gerow, Krimmel, Love and Binder.

The matter of sealing the cracks in the roadway of Richmond Street
between E1 Segundo Avenue and Grand Avenue, having been discussed at a
meeting of this Council held July 15th, 1927, ho action being taken at
said time pending a conference with the Street Superintendent, and the
Street Superintendent now reporting that he had recently learned of a
product which, in his opinion, would accomplish the and desired at least
expense and more satisfactorily than methods heretofore used or attempted,
it was moved by Councilman Gerow, seconded by Councilman Cannon, that the
Street Superintendent be and he is hereby authorized to expend not to
exceed #5.00 in the purchase of materials to seal the cracks of the roadway
in Richmond Street between 11 Segundo Avenue and Qrand Avenue. Carried
by the following vote:
Ayess Councilmen Cannon, Gerow, Love and Binder.

It was moved by Counicilmn Gerow, seconded by Councilman Cannon,
that the meeting adjourn until Monday, the lot day of August, 1927,
