A regular meeting of the Board of Trustees of the City of El Segundo,
California, was called to order at 7 :00 o'clock P. ::'_. on the above date, in
the Council Chamber of the City :all of said City by Peter E. Binder, President
of the Board.

1927, were read. No errors or omissions appearing, it was moved by Trustee
F.rimmel, seconded by Trustee Love, that the minutes be approved as read.

The following communications were read and disposed of as indicated:
PETITION OF r!AE D. LELWIS and five others, dated February 25th, 1927,
requesting that pedestrian lanes be created across Grand Avenue at Richmond
Street. .._owed by Trustee Gerow, seconded by Trustee Krimmel, that the
Street Superintendent be and he is hereby authorized and instructed to create
pedestrian lanes across Grand Avenue opposite the East and 7iest sides of
Richmond Street, by affixing to the pavement of said street, as indicating
the outside boundaries of said pedestrian lanes, white lines approximately
7" wide; also to affix to the pavement on the worth and South sides of said
Grand Avenue, in appropriate places, as traffic approaches such pedestrian
lanes, the word 11SLO11. Carried by the following vote:

was decided by general consent to permit the applicant to select the Saturday

'Harold A. Young, Chief Sanitary Officer of the Health Department of Los
Angeles County, addressed the Board relative to the merits of Assembly Sills
=;os. 602 and 603 heretofore presented to the Legislature of the State of Cali-
fornia for adoption at its present session, and requested that this Board'of
Trustees pass a resolution in support of the passage of said bills. Moved by
Trustee Gerow, seconded by Trustee Love, that the following resolution be adopted:
RrSOLV..D, that the Board of l'rustees of the City of E1 Segundo
hereby approves and recommends the passage of Assembly Bill o. 602
respectin, the organization of local food inspection divisions under
the State Board of Health, and Assembly Bill No. 603 amending existing
Vital Statistic Law and providing that County Healt'_) Cfficers be
furnished rrith copies of birth and death certificates now filed with
the County Recorders; and

advise J. L. Pomeroy, 1% D., County Health Officer, and Walter J.
Little, Assemblyman, of the adoption of this resolution.

REPORTS OF STArDING COMITTE S.
Trustee Gerow of the Public 77orks Committee reported that Mr. J. W. Powers,
residing at ilia. 813 Bonita Vista Avenue, had approached him for permission to
plant an ornamental tree in the parkin-- in front of his premises, and he moved
that the city Gardener be instructed to make an investigation, to determine
whether or not such planting would interfere with the tree planting scheme, and
if it is found that there is no interference, to plant a tree as requested,
provided said tree is furnished by Yr. Powers and is of a specie corresponding
to other trees planted in the same block. This motion was seconded by Trustee
Love and carried by the following vote:
Ayes: Trustees Gerow, Krimmel, Love and Binder.

City Gardener Budgen drew attention to the fact that numerous trees in
-Virginia Street, %7hiting Street and Loma Vista Street should be removed, by reason
of their being in unhealthy condition or insecure at their base. It was
thereupon moved by Trustee Krimmel, seconded by Trustee Gerow, that the Street
Department be and it is hereby authorized and instructed to remove from portions
of Virginia Street, �lhiting Street and Loma Vista Street such trees as may be
condemned by the City Gardener in his discretion, the locations of such con-
demned trees to be furnished the Street Department by the said City Gardener.
Carried by the following vote:
Ayes: Trustees Gerow, Krimmel, Love and Binder.

Trustee Krimmel recommended that the Oity Gardener be instructed to make
a survey of locations throughout the city from which trees have been removed,
and to report to this Board with recommendation as to replacement, and by general
consent the City Gardener was so instructed.

The City Clerk advised that Mrs. 7Jm. Dunnavant of 505 Street, had
tendered the City a bushel of canna bulbs. By general consent the same were
accepted, the City Clerk instructed to thank 11"rs. Dunnavant for the same, and the
City Gardener instructed to take delivery of them and make use of them as his
discretion dictates.
The City Clerk advised that a }property owner had reported that a tree in front
of No. 725 Virginia Street had been damaged by one of the boys in the vicinity.
By general consent the City Gardener was instructed to make an investigation and
if possible, save the tree, and the City Marshal was instructed to cause an
investigation to be made to determine the name of the boy who damaged the tree,
so that appropriate action might be taken.
The City Clerk advised that in the early part of next week the Standard Fence
Company will begin the erection of the ornamental fence around a portion of Lot
2, Block 13, Tract 1685. It was thereupon moved by Trustee Love, seconded by
Trustee Krimmel, that the City 1�no neer be and he is hereby authorized and
instructed to set stakes for the construction of a fence across the front of and
along portions of the East and West sides of Lot 2, Block 13, Tract 1685, also
for the grading of a portion of said lot; and the Street Superintendent is
hereby directed to grade a portion' of said lot as indicated by the City
-rig~ineer, so that the construction of an ornamental fence at the locations and
in the manner heretofore determined upon by this 3oard may begin in the early
part of the coming week. Carried by the following vote:

competitive prices for installing a new motor in one of the trucks
owned by the City of 1 Segundo; and
;,'?MEAS, this Board of Trustees has examined and considered the
ouotati-ons received and has determined that the competitor herein-
after mentioned has quoted the lowest price for the work required;
Now THEREFORE, By IT RESOLPM, that Ira E. Escobar be and he is
hereby awarded the work of installing a new Ford motor complete,
with starter, in the Parks Department truck, at a total cost of not
to exceed 9'118.00.

The City Clerk announced receipt of a Grant of casement across a portion
of Lot 3, 3lock 38, E1 Sergmmdo, which is required for trunk line sewer con-
struction purposes, whereupon it was moved by Trustee Love, seconded by
'2rustee Kri=el, that the following resolution be adopted:
2,SOL'IED, that that certain Grant of Easement dated the
17th day of February, 1927, executed by Nettie McPherson, con-
veying to the City of El Segundo a Grant of 'casement for sanitary
and /or storm sewer purposes, in, over, across and /or along that
certain piece or parcel of land, situated, lying and being within
the City of Z1 Segundo, County of Los Angeles, State of California,
and particularly described as follows, to -wit:
All of that portion of Lot 3, Block 38, as said
lot and block are shown upon that certain map
of El Segundo Sheet No. 7, recorded in Book 22,
pages 54 -55 of maps, records of Los Angeles County,
California; and on file in the office of the County
3ecorder of said County, lying between the northerly
line of said lot and a line drawn seven and one -half

(72) feet, measured at right - angles, southerly
of and parallel to said northerly line,
be and the same is hereby accepted on behalf of the City of El
Segundo, and the City Clerk of said City is hereby directed to
cause to be affixed to said instrument his certificate, showing
the acceptance of the same, and thereafter to cause the said
instrument to be filed for record; and

as compensation for said easement, be drawn on the Sewer 3ond,
Election 1925, Fund, payable to the order of said Nettie
McPherson.

Clerk be and he is hereby authorized to order by wire from iamblu Corporation,
Rochester, 1 +ew York, 320 lin. ft. Simplified Safety Strips, 7" wide, and two
each of Simplified Safety Letters, "S" "L" "0" "71", each 21 x 24" in size, the
same to be shipped to the City of El. Segundo by express, all at a cost not to
exceed 155.00. Carried by the following vote:
Ayes: Trustees Gerow; Krimmel, Love and 3inder.
Noes: None.
Absent: Trustee Cannon.
Trustee Gerow complained of the continued practice of the City of
Los Angeles in causing the screenings from its outfall sewer at Hyperion to
be dumped upon the sand hills immediately west of the City of E1 Segundo,
stating that he felt that the matter should be referred to the County Health
Department and some action taken to abate the nuisance. It was thereupon
moved by Trustee Gerow, seconded by Trustee Love, that the City Clerk be and
he is hereby instructed to again direct the attention of the County Health
Department to the existence, in the sand hills 7iest of the City of EZ Segundo,
of +a large quantity of uncovered screenings originating at the outfall sewer
plant of the City of Los AngeIes at Hyperion, requesting that the said County
Health Officer take such action as may be necessary to abate the nuisance.

Moved by Trustee Krimmel, seconded by Trustee Gerow, that the Superin-
tendent of the ` +ater Department be and he is hereby authorized and instructed
to have his department make up, out of discarded 4" riveted_gteel pipe, sixty
pieces, approximately 8 ft. long, and the Street SuperintenO s hereby authorized
and instructed to have his Department clean and paint the same and fill them with
concrete, preparatory to their use as fence posts, all at a cost not to exceed
x175.00. Carried by the following vote:
Ayes: Trustees Gerow, Krimmel, Love and Binder.

Moved by Trustee Gerow, seconded by 1'rustee Krimmel, that Z1 Segundo
Lodge o. 507, F. & A. 11. be and it is hereby granted permission to use the
City :Tall uditorium on the evening of March 14th, 1927, the customary pro
rata rental charge of V3.75 to be made therefor. Carried.
