A regular meeting of the Board of Trustees of the City of El Segundo,
California, was called to order at 7:00 o'clock P. Me on the above date, in
the Council Chamber of the City Hall of said City, by Peter Be Binder,
President of the Board.
ROLL CALL.
Trustees Present: Gerow, Krinmel, Love and Binder.
Trustees Absent: Cannon.
READING OF MINUTES OF PREVIOUS 1=, TIETGS.
The minutes of the regular meeting held on the 11th day of February, 1927,
were read. No errors or omissions appearing, it was moved by Trustee Love,
seconded by Trustee Krimmel, that the minutes be approved as read. Carried.
The minutes of the adjourned regular meeting held on the 16th day of
:ebruary, 1927, were read without error or omission appearing, and it was moved
by Trustee Gerow, seconded by Trustee Love, that the minutes be approved as
read. Carried.

The following com- mnications were read and disposed of as indicated:
PETITIO_' OF C. Be BLACKa�!A.Y and nine others, requesting that street
limits be installed at the corners of Valley Street and Fine Avenue, and
Talley Street and Holly Avenue. Moved by Trustee Krimmel, seconded by
Trustee Gerow, that the City Clerk be and he is hereby authorized and
instructed to request the Southern California Edison Company to install
sixty candle power lamps at the corners of Valley Street and Pine Avenue,
and Valley Street and Holly Avenue, as an addition to the current contract
between the City of El Segundo and said Company. Carried by the following
vote:
Ayes: Trustees Gerow, Krimmel, Love and Binder.
Noes: None.
Absent: Trustee Cannon.
LINCOLN HAGGEUTT, INC., dated February 11th, 1927, soliciting con-
sideration in the matter of automobile repairs required by the City. Ordered

1927, being a notice of hearing in the matter of the application of Pacific
Electric 'Ailvray Company, a Corporation, (Application No. 13460), for an order
-ranting permission to increase passenger rates and fares between points in
the State of California, to be held in the Court Room of the said Railroad
Commission, 810 Sun Finance 3uilding, Los Angeles, California, on march 10th,

The City Gardener reported that he has use for fertilizer, which he can
procure from Frank Smith, E1 Segundo, at what he considers a reasonable price,
to -wit: X1.50 per load, and that about seven loads are available. It was thereupon

moved by Trustee Gerow, seconded by Trustee Love, that the purchase of manure
at a cost not to exceed w1.50 per load on the ground at the farm of Frank
Smith, lirizona Drive and Palm Avenue, M Segundo, be and the same is hereby
authorized, the total expenditure in connection therewith, to include the cost
of taking delivery, not to exceed the sum of 425.00. Carried by the following
vote:
Ayes: Trustees Gerow, Krimmel, Loge and Binder.
Noes: None.
Absent: Trustee Cannon.
The City Clerk announced that pursuant to previous instruction, he had
obtained quotations from the Sullivan Fence Construction Company, J. E. IAvan, Inc.,
and the Standard Fence Company, for constructing; a wire fence around all or a
portion of Lot 2, Block 13, Tract 1685, the site of Municipal Sewer Pump
Station No. 1. representatives of the Standard Fence Company and J. E. Dwan,
Inc. addressed the Board relative to the merits of their respective products,
following which all of the bids received were tabulated and considered, from
which it was determined that the bid of Standard Fence Company was the lowest.

be and it is hereby awarded the work of constructing 88 ft. of 36" in height
Cyclone Ornamental Style "F" fencing and one 10 ft. gate, 36" in height, of the
same style and qualit;• of fencing; also 148 ft. of 48" in height Cyclone
Ornamental Style "F" fencing and two 10 ft. gates, 48" in height, of the same
style and quality of fencing, around the front and portions of the Bast and
West sides of Lot 2, Block 13, Tract 1685, in the City of IN Segundo, said lot
bein; the property of said City, all in accordance with specifications of said
Company, dated February 18th, 1927, and filed with this Board this date, and
verbal understandings had with Yr. S. L. Dorsett, a representative of said
company, who appeared before this Board this date, the total cost of the job
complete, not to exceed .242.88. Carried by the following vote:

The Street Superintendent reported that the engine in the truck recently
assigned to the use of the City Gardener, is badly in need of mechanical
attention and that it is his opinion, as well as the opinion of mechanics who
are familiar with the condition of said engine, that it should be discarded and
a new motor installed in the truck. By general consent the City Clerk was
instructed to obtain prices on a new 'Yord motor to be installed in the Parks
Department truck.
The City Engineer reported having had a conference with the Trustees
of tz,e 7-1 Segundo Grammar School with reference to the construction of a dike
for the control of flood waters in rainy seasons, at the Northwest corner of
the Grammar Adchool property, and advised that in view of other contemplated
improvements, which it is felt mill obviate the condition existing at this
location at the present time, the School Board does not believe that the ex-
penditure at this time is justified.
The Superintendent of the '.later Department reported that during the
recent storm, the delivery of electrical energy, which operates several motors
at the water works rnzmpinj; station, was interrupted, and that when service
was restored, one of the motors had been burned out. He advised that the same
h =-s been taken to Los Angeles at the re_uest of the Insurance Company, which
_ has inde^-Lni -tied the City against loss to its electrical equipment, and that
she amity's portion of the cost of such repair will be 151a7, or the equivalent
of the depreciation on the damaged motor since it was originally installed.
The City Clerk presented to the Board for approval, copy of a form to
be used by the heads of various departments in submitting; to the Board of
Trustees a report of the materials, supplies or equipment to be used by the
respective departments; also a form to be used in circularizing suppliers when
obtaining prices upon commodities required by the City, each of which forms
he had prepared pursuant to previous instruction of the Board. Said forms
appearing to be satisfactory in all respects, it was decided by general consent
to put the same to use as early as practicable.

UNFIi<ISHED BUSINESS.
The City Clerk announced receipt of a Grant of Easement across a portion
of Lot 1, Block 37, M Segundo, which is required for trunk line sewer con-
struction purposes, whereupon it was moved by Trustee Love, seconded by
Trustee Krimmel, that the following resolution be adopted:
RESOLVED, that that certain Grant of Easement dated the
22nd day of January, 1927, executed by William J. Herbig
and Ruth A. Herbig, ccnveying to the City of El Segundo a
Grant of Easement for sanitary and /or storm sewer purposes,
in, over, across, and /or along that certain piece or parcel
cf land, situated, lying and being within the City of E1
Segundo, County of Los Angeles, State of California, and
particularly described as follows, to -wit:
All of that portion of Lot 1, Block 37, as said
lot and block are shovm upon that certain map of
E1 Segundo Sheet No. 7, and recorded in Book 22,
pages 54 -55 of maps, records of Los Angeles County,
California, and on file in the office of the
County ,Recorder of said County, lying within the
following described boundary line, to -wit:
Beginning at the northwesterly corner of said lot;
thence northeasterly along the northerly line of
said lot to the Northeasterly corner thereof; thence
southerly along the easterly line of said lot a -
distance of 8.86 feet to a point; thence southwesterly
along a line parallel to and 7 -1/2 feet measured at
right angles southerly from the northerly line of said
lot to a point where said parallel line intersects
the westerly boundary line of said lot; thence northerly
along the westerly boundary line of said lot to the
point of beginning,
be and the same is hereby accepted on behalf of the City of El
Segundo, and the City Clerk of said City is hereby directed to
cause to be affixed to said instrument his certificate,
showing the acceptance of the same, and thereafter to cause
the said instrument to be filed for record;
AND BE IT FLIRT= RESOLVED, that a warrant in the sum of
,p63.70 as compensation for said easement, be drawn on the Sewer
Bond, Election 1925, rand, payable to the order of said ►illiam
J. Herbig.

The City Attorney having reported that the form of contract submitted
to this Board for renewal by J. L. Pomeroy, County Health Officer, covering
the services to be rendered the Qity of L1 Segundo as Health Officer by the
Department of Health of Los 4ngeles County, is satisfactory from a legal stand-
point, and it appearing that said contract is in the same form as the previous
contract of similar nature entered into bet,veen the City of 41 Segundo and the
County of Los Angeles, and it appearing further that the City of El Segundo
cannot in any other manner obtain the same measure or character of service
for the amount to be charged by the County of Los Angeles, it was moved by
Trustee Gerow, seconded by Trustee Love, that the following resolution be
adopted:
R ESOL,rEL., that the President of the Board of Trustees
of the pity of El Segundo be and he is hereby authorized to
execute the contract bet, „een the City of El Segundo and the
County of Los Angeles, covering services to be rendered the
City of E1 Segundo by the Health Department of Los Angeles
County, on a basis of payment of 41000.00 for one calendar

year's services and the City Clerk be and he
is hereby instructed to attest the same and
to forvrard said contract to the County Health
Officer for acceptance by the proper officers
of said Los Angeles County,
AND BE IT FURT:? RESOLVE), that in view of
the fact that the City of El Segundo has been
enjoying the services of the Los Angeles County
Health Department as Health Officer for the
City of El Segundo since the 15th day of January,
1927, that the contract herein referred to shall
be dated as of the 15th day of January, 1927.

resolution be adopted:
WHEREAS, the North Central Development Association, No.
5599 Atlantic Blvd., Long Beach, California, in its com-
munication dated February 7th, 1927, addressed to the President
of the Board of Trustees of the City of E1 Segundo, requests
the endorsement of a certain bill presented to the State
Legislature by Assemblyman Morgan Keaton; and
73MIUS, this Board of Trustees, after investigation and
consideration, feels that the measure is worthy;
I,Mi T: E OR , BE IT R:SOLVED, that this Board of Trustees
hereby approves and recommends the passage of that certain
Act introduced in the State Legislature of the City of El
Segundo by Assemblyman Keaton on January 19th, 1927, being
an amendment to the Acquisition and Improvement Act of 1925,
and also approves and recommends the adoption of that certain
act presented to the State Legislature of the State of Calif-
ornia on the 20th day of January, 1927, being an amendment to
the Street Improvement Act of 1911;
- AND BE IT FURTHER RESOLVE, that the City Clerk of the
City of E1 Segundo is hereby directed to advise the North
Central Development Association and assemblyman Morgan Keaton
and Assemblyman ;falter J. Little of the adoption of this
resolution;
AND BE IT FURTHER RESOLVED, that this Board of Trustees
approves and recommends the passage of the follow=ing bills:
Assembly Bill No. 604, being an amendment to quarr.ntine
regulations.
Assembly Sill No. 605, requiring reports of infectious
diseases to be made to the County Health Officer, as well as
to the City Health Officer.
Assembly Bill No. 606, permitting public health nurses,
upon request of School Districts, to be assigned thereto
by the 3oard of 6upervisors.
Assembly Bill ITo. 753, requiring the Secretary of the
State Board of Health to call an annual meeting of Health
Officers.
Assembly Bill ITo. 36, permitting the organization of
Garbage and Refuse Disposal Districts in rural districts;
AND BE IT FURTYETi RESOLVED, that Dr. J. L. Pomeroy, Health
Officer of Los Angeles County, and Assemblyman Walter J. Little,
be advised of this action of this Board of Trustees with
respect to the Assembly bills above referred to by number.

NEM BUSINESS.
By general consent the City Clerk was instructed to infdrm the Janitor
that it is the desire of the Board of Trustees that when not in use, the
chairs, portable tables and their supports be removed from the Auditorium
ante -room and the landing immediately outside thereof and stored in the
basement of the City Hall.
Trustee Love drew attention to the fact that a tree had bee removed
f r. rom the :lest side of L�Tain Street between Collingviood Street and "alnut
Avenue. The City Gardener advised that upon discoverin that the tree
was dead, he had removed it and was delaying replacement until the
purchase of a quantity of trees for similar use in other parts of the
city was justified.
