1927 FEB 11 CC MINE1 Segundo, Cal. February 11th, 1927. A regular meeting of the Board of Trustees of the City of E1 Segundo, California, was called to order at 7 :00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter B. Binder, President of the Board. ROLL CALL. Trustees Present: Cannon, Gerow, Krimmel, Love and Binder. Trustees Absent: None. READIITG OF MINUTES OF PREVIOUS TETINGS. The minutes of the adjourned regular meeting held on the 2nd day of February, 1927, were read. No errors or omissions appearing, it was moved by Trustee Gerow, seconded by Trustee Krimmel, that the minutes be approved as read. Carried. The minutes of the regular meeting held on the 7th day of February, 1927, were read without error or omission being noted, and it was moved by Trustee Krimmel, seconded by Trustee Love, that the minutes be approved as read. The following communications were read and disposed of as indicated: FOSTER & KLEISER, being an application for permit to erect an outdoor advertising structure on the West side of Main :street between Holly and Pine Avenue. Following lengthy consideration and discussion, in which it aopeared that the Board is not in favor of advertising signboards in any part of the City North of Grand Avenue, it was moved by Trustee Cannon, seconded by Trustee Krimmel, that the request be denies. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absentf None. INTERNATIONAL BROTHERHOOD OF BOILERb".AKERS & IRON SHIP BUILDERS AIM HELPERS OF Ab'fERICA, dated Feb. 9th, 1927, a6knowledging receipt of the Clerk's letter dated Feb. 7th, 1927, concerning the moving of the piano in the City Hall Auditorium and assuring full cooperation on the part of the organization. IMEIN, dated February 9th, 1927, repeating an offer heretofore made to do all or any part of the work in connection with the assessment roll to be made up for the construction of lateral sewers in Lateral Sewerage District No. -2 and submitting his prices therefor. Ordered filed. EL SEGUNDO CONSTRUCTION CONTANY, dated February 9th, 1927, thanking the Board for its promptness in complying with said Company's petition for conditioning a portion of Holly Avenue. POLMOY, County Health Officer, submitting a report of the work performed in the City of E1 Segundo by the Los Angeles County Health Department from January 1st, 1926 to December 31st, 1926, and enclosing copies of a new contract for acceptance by the City of E1 Segundo at the termination of the existing contract between the City of El Segundo and the County of Los Angeles. Trustee Gerow of the Public ; K1151 REPORTS OF OFFICERS & SPECIAL CO',.".t"!ITTEES. �'he City Clerk advised that the time limit for the completion of the contract heretofore awarded Chutuk & Vukojevich for the construction of lateral sewers in Lateral Sewerage District No. 2 will expired February 18th, 1927, and that the contractors had requested an extension of time. It was thereupon moved by 'Trustee Love, seconded by Trustee Krimmel, that Chutuk & Vukojevich be and they are hereby granted a sixty day extension of time in which to complete the work contemplated under their contract with the City of El Segundo dated August 20th, 1926, for the construction of laterals sewers in Lateral Sewerage District No. 2. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. The Street Superintendent reporting pursuant to previous instructions, advised that the cost of constructing a macadam veneer pavement in Concord Street between El Segundo Avenue and Grand Avenue would amount to w600.00 for the block between M Segundo Avenue and Franklin Avenue and ;y420.00 for the block between Franklin Avenue and Grand Avenue. It was thereupon moved by Trustee Krirnel, seconded by Trustee Cannon, that the City Clerk be and he is hereby authorized to prepare, in the form and on the basis heretofore approved and adopted by this Board of Trustees, petitions for the improvement of Concord Street between -:1 Segundo Avenue and Franklin Avenue, and be'tween Franklin Avenue and Grand Avenue, which petitions shall provide for the prepayment in cash of one -third of the total cost of improving said street as estimated by the Street Superin- tendent, which estimate was submitted to this 3oard this date,-and to deliver the said petitions to interested property owners for circulation. The 3oard of Trustees was advised that a number of owners of acre lots in portions of the City of a 6egundo, against which assessments will be levied for the construction of sewers in Lateral beverage District No. 2, have in- ouired whether or not such assessments may be levied against the several lots into which it is proposed to divide these acres, or will have to be spread over each acre in its entirety. Consideration and discussion followed, in which it was brought out that before these assessments are paid in full, there will be a large number of acre owners desirous of cutting up their acres and disposing of portions of them, at which time the Board will be called upon to break up the original assessment, thus entailing a considerable amount of work, both on the part of certain municipal offices, as well as certain county offices, whereupon it was moved by Trustee Krimmel, seconded by Trustee Love, that the following resolution be adopted: WHMEAS, in view of the fact that there will soon be levied against a great many acre lots within the City of E1 Segundo, assessments for the construction of lateral sewers in Lateral Sewerage District ::o. 2 of the City of El Segundo, and that before such assessments are paid in full, many of the owners of such acres will desire to subdivide the same and sell portions thereof, at which time such o:tners will petition the Board of Trustees for the segregation of such assessments, thus involving certain municipal offices and certain county offices with additional work and attendant possibility of error; and 1nS, with the cooperation of the owners of such acres, these assessments may be segregated when the assessment list is originally prepared; ?'0W, THM FORE, 3E IT R:SOLVED, that the Street Superintendent of the City of E1 Segundo be and he is hereby authorized to accept, up to 12 :00 o'clock Noon, the 5th day of Mrch, 1927, from the owners of acres within the City of El Segundo which will be affected by assessments to be levied for the construction of lateral sewers in Lateral Sewerage District No. 2 within the said city, requests for the segregation of such assessments to be levied, provided such requests are in writing over the signature 416 i t of the ovrners of said acres, and provided further, that such requests show thereon accurate dimensions of the proposed cuts, it being provided further, that the acceptance of any such requests by the Street Superintendent shall not be construed as obligating the said Street "uperirtendent to levy such assessrents in accordance therewith, nor an admission or guarantee by the Street Superintendent that he will so levy the pending assessment, but such requests will be received solely as suggestions from the property owners involved. Said resolution was carried by the followin vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. The Board's attention was directed to the fact that the owner of Lot 16, Block 14, L1 Segundo, is unable to dispose of the sewage from the house located on the Westerly end of said lot through the lateral sewer constructed in front of said property, and it was recommended that he be permitted to construct a private sewer line and to connect the sa=e to the public sewer for this purpose. It was thereupon moved by Trustee Krimmel, seconded by Trustee cannon, that the owner of Lot 16, Block 14 El Segundo, his heirs, successors and assigns, be and they are hereby granted permission to construct a 6" vitrified sewer line in the public alley west thereof, said line to run in a southerly direction from the rear of said lot and to connect with the public sewer heretofore constructed in the alley running easterly and westerly through said block north of F,1 Segundo Avenue, provided such sewer construction is prosecuted and completed to the satisfaction of the pity Engineer of the City of M Segundo, and provided further, that such excavating as is necessary in the public streets or alleys is backfilled and all street surfaces regaired to be broken are resurfaced to the satisfaction of the Street Superintendent of the City of E1 Segundo, and provided further, that the permit herein granted shall be revocable at any time whenever, in the discretion of the Board of Trustees of the City of El Segundo, public interest, necessity or convenience requires that the same be revoked. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. At this point, the hour being 9 :05 o'clock P. M., a recess of ten minutes was taken. At the hour of 9 :15 o'clock P. Y. the Board reconvened, all Trustees being present and answering roll call. The Fire Chief requested that all fire hydrants throughout the City be repainted with a luminous paint which has been adopted by a number of Southern California cities for this purpose, whereupon it was moved by Trustee Cannon, seconded by Trustee Love, that the Street Superintendent be and he is hereby authorized to purchase two gallons of Luminate Paint at a cost not to exceed N12.00 and to repaint all of the fire hydrants within the City of E1 Segundo. Carried by the following vote: Ayes: Trustees Cannon, Gerow, F.rimmel, Love and Binder. Noes: None. Absent: None. Moved by Trustee Gerow, seconded by Trustee Love, that the Superintendent of the eater Department be and he is hereby authorized to purchase one Columbia Pressure Recording Gauge for use at the municipal water works at a cost not to exceed X55.00. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. Moved by Trustee Gerow, seconded by Trustee Love, that the Superintendent of the Water Department be and he is hereby authorized to purchase one sll: flow recording meter at a cost not to exceed 9"300.00. Moved by Trustee Krimmel, seconded by Trustee Cannon, that the Superintendent of the Water Department be and he is hereby authorized to purchase one orifice plate at a cost not to exceed :35.00. No further business appearing to be transacted at this session, it was moved by Trustee Gerow, seconded by Trustee Cannon, that the meeting adjourn until Wednesday, the 16th day of February, 1927, at the hour of 4 :40 o'clock P.
